To handle more AI-agent app requests in Microsoft Entra without granting every agent broad tenant-wide access, use the admin consent workflow as a reviewed intake path, then limit who can use each approved app through assignment or another access restriction. Microsoft Graph can help configure the workflow and inspect pending requests; Microsoft’s guidance does not support approving or denying those requests through Graph. Entra’s documented consent process is general application consent, not a separate AI-agent workflow.
What the admin consent workflow does
When a user tries to access an app but cannot grant the requested consent, Entra can let them submit an approval request. Designated reviewers receive the request, and the user is notified after an action is taken. Configure the workflow in the Entra admin center at Entra ID > Enterprise apps > Consent and permissions > Admin consent settings. A Global Administrator is required to enable it. Microsoft recommends using roles with the fewest permissions necessary, and identifies Global Administrator as highly privileged. Microsoft’s setup guide explains the configuration.

You can designate users, groups, or roles as reviewers. Being designated does not grant someone additional approval privileges: reviewers can view, deny, or block requests, but only Global Administrators can approve workflow requests for Microsoft Graph app roles (application permissions). New reviewers cannot act on requests created before they were designated or on requests that have expired.

Admin consent and permission to use an app are related but distinct. A tenant-wide grant gives an app the requested permissions on behalf of the organization. By default, all users in the tenant can access the app after that grant unless access is separately restricted. For an app that should be available only to selected people, require user assignment and assign the appropriate users or groups. Microsoft’s tenant-wide consent guidance describes the grant’s reach and role requirements.

- POWERFUL SECURITY KEY: The Security Key C NFC is the essential physical passkey for protecting your digital life from phishing attacks. It ensures only you can access your accounts.
- WORKS WITH 1000+ ACCOUNTS: Compatible with Google, Microsoft, and Apple. A single Security Key C NFC secures 100 of your favorite accounts, including email, password managers, and more.
- FAST & CONVENIENT LOGIN: Plug in your Security Key C NFC via USB-C and tap it, or tap it against your phone (NFC) to authenticate. No batteries, no internet connection, and no extra fees required.
- TRUSTED PASSKEY TECHNOLOGY: Uses the latest passkey standards (FIDO2/WebAuthn & FIDO U2F) but does not support One-Time Passwords. For complex needs, check out the YubiKey 5 Series.
- BUILT TO LAST: Made from tough, waterproof, and crush-resistant materials. Manufactured in Sweden and programmed in the USA with the highest security standards.
Reviewers can inspect the app’s details, requested permissions, and the identity and stated reason of the person requesting access. Their actions have different effects:
- Approve: grants admin consent. The grant can make the app available to all users unless access is restricted separately.
- Deny: requires a justification, but does not prevent another request later.
- Block: requires a justification, creates a disabled service principal, and prevents future requests for that app.
Microsoft notes that granting tenant-wide consent may revoke permissions already granted tenant-wide for the app; existing individual user grants are not affected. Treat consent as a meaningful access decision, not a routine way to clear a queue.

Distinguish delegated and application permissions
The type of permission determines whether an app acts with a user present:
| Permission type | How access works | Consent implication |
|---|---|---|
| Delegated | The app acts on behalf of a signed-in user, within the applicable permissions. | Consent depends on the permission and tenant policy; tenant-wide consent is granted for statically registered permissions. |
| Application | The app acts as itself, without a signed-in user, commonly for background or noninteractive work. | Always requires admin consent. For tenant-wide consent, application permissions use the .default scope. |
An agent label does not change these permission semantics. If an agent runs in the background, determine whether its app is requesting application permissions and evaluate the resulting app-only access accordingly. Microsoft’s developer guide to permissions and consent explains the distinction.

Choose the right role for each task
Do not assume that being a workflow reviewer is enough to grant every permission. Microsoft documents these role boundaries:
- Enable the workflow: requires Global Administrator.
- Approve Microsoft Graph app-role requests in this workflow: only Global Administrators can do this.
- Grant consent across APIs: Privileged Role Administrator can grant consent for any permission and API. Cloud Application Administrator, Application Administrator, and AI Administrator can grant across APIs except Microsoft Graph app roles (application permissions).
- Custom directory role: may be used if it contains the required permission.
Use the least-privileged role that can perform the specific task. The workflow documentation and Microsoft’s role guidance cover these limits.

Use Graph for queue visibility, not approvals
Microsoft Graph provides resources for configuring the consent-request workflow and retrieving requests. The adminConsentRequestPolicy resource covers settings such as enabling or disabling the workflow, reviewers, pending-request validity, and notification principals. The appConsentRequest resource can retrieve app requests and associated user requests, including requested permissions and pending items. The userConsentRequest resource exposes request details, stages, and status; the documented process is single-stage.

It is not an approval bot: Microsoft’s review guidance says requests cannot be approved or denied through Graph. Approval and denial remain human actions in the supported workflow. See the Microsoft Graph consent requests overview and review procedure.

Build a review process that can handle more requests
The documented building blocks support a more consistent intake and review process, but Microsoft does not specify an AI-agent-specific high-volume architecture, throughput limit, quota, or queue service target. The following are operational recommendations based on the workflow’s documented capabilities, not a Microsoft-defined scaling feature:
- Route requests through the workflow. Ask users to submit requests there rather than sending approvals through ad hoc channels. Designate reviewers whose existing roles permit the action they are expected to take.
- Use Graph to find and inspect work. Retrieve pending requests and make the app, publisher, requested permissions, intended use, requester, and stated reason visible to reviewers. Graph helps surface the queue; it does not make the consent decision.
- Apply consistent review criteria. Requests can be reviewed in batches or grouped by common criteria as an operational choice, but evaluate each app’s identity, permissions, and expected features before deciding. Microsoft advises: “If you don’t understand a permission that’s being requested, don’t grant consent.” See Microsoft’s consent evaluation guidance.
- Restrict app availability where appropriate. Pair a tenant-wide permission grant with required user assignment and selected users or groups if broad app access is not intended.
Account for workflow delays and special cases
Microsoft’s admin consent workflow FAQ says changes can take up to 60 minutes to appear to users, though they are usually available within minutes. Requesters receive updates by email and cannot directly check request status in the workflow.
If an app uses both static and dynamic consent, reviewers may see two requests for that app, one for each permission set. Also, when a request should be approved for consent but app access must remain limited, the FAQ recommends denying the request, then manually granting admin consent while requiring user assignment and assigning the intended users or groups.

The workflow gives organizations a central way to collect and review app consent requests, and Graph can support configuration and queue inspection. It does not establish an AI-agent-specific approval system, automate consent decisions, or document a high-volume scaling limit. The safe scaling principle is therefore to improve intake and review visibility without treating more requests as a reason to weaken permission checks or broaden app access.
