Repair common Windows errors and clear accumulated junk for a smoother, more stable PC - no reinstall needed.Free scan · no reinstallFor an IEC 61508 project, a requirements management tool should help your team control requirements, preserve traceability and produce reviewable evidence. No product in this shortlist is a universal winner, and buying one does not establish functional-safety compliance: you still need a suitable process, verification and validation, and a safety case.
The nine options below vary in how directly the available evidence connects them to IEC 61508. Vendor statements that a product supports a standard are not the same as independent, version-specific tool qualification. Confirm the evidence for the exact release, configuration and intended use before relying on it.

What to look for in a requirements tool for functional safety
Requirements software can help teams structure, version, review and relate requirements to design and verification artifacts. For a safety-related project, the practical question is whether the configured toolchain can preserve the evidence your lifecycle needs—not whether a product page lists a standard.

- Traceability: Create and maintain forward and backward links among source and derived requirements, architecture and design, software and hardware, risks, verification procedures, test evidence, defects and changes. Check that coverage gaps and orphan links can be reported.
- Configuration and change control: Inspect how versions, baselines, variants, reviews, approvals, impact analysis and electronic signatures (if required) are handled.
- Audit evidence: Confirm that history, reviewer decisions, rationale, status, test results and reports can be retained and reproduced for your process.
- Safety workflow fit: Determine whether the team can connect hazards, safety functions, integrity targets, safety requirements and verification evidence while retaining its own defined responsibilities and lifecycle.
- Tool assurance: Ask for the current certificate or assessment, its release and scope, assumptions of use, required user-side measures, and which integrations or configured elements are covered.
- Interchange and operations: Check ReqIF or other required formats, APIs, import/export quality, link preservation through upgrades, integrations with existing tools, deployment and access controls, scale, supplier collaboration, migration, administration and training.
There is no independently tested ranking here. Steve Neemeh, the named author of an LHP Engineering Solutions article republished by Jama Software in 2020, put the issue succinctly: “There is no one tool that meets the needs of requirements management in compliance with functional safety.” Read the republished selection article.

Nine requirements management options
This is a shortlist, not a comparative benchmark. The evidence below distinguishes general capabilities, vendor statements about standards and available qualification evidence. For every candidate, confirm current product details with the supplier before procurement.
1. PTC Codebeamer ALM
PTC describes Codebeamer as supporting requirements, test and risk management, end-to-end traceability, integrations and regulatory templates. Its product materials explicitly name IEC 61508 among functional-safety contexts. PTC also describes independent certification, including a TÜV “Trusted Tool” certificate for safety-critical development. These statements make Codebeamer one of the more directly relevant candidates in this shortlist, but they do not establish that every version, configuration or use case is covered. Ask PTC for the certificate scope, applicable release, assumptions of use and lifecycle coverage.

2. Siemens Polarion Requirements / Polarion ALM
Siemens describes Polarion capabilities for authoring, review and approval workflows, traceability, audit trails, electronic signatures, history and ReqIF exchange. Older vendor collateral reports TÜV NORD certification or qualification in IEC 61508 and ISO 26262 contexts. Separately, an assessment report hosted by Siemens describes traceability from a software requirements specification to software requirements in Polarion, including bidirectional mapping and reports. These are scoped pieces of evidence, not proof for every current release or project. Request current certificates, assumptions of use and confirmation that the intended lifecycle and configuration are covered.

3. Jama Connect
Jama’s energy-systems materials expressly name IEC 61508 and describe traceability, risk tools and collaboration. Its automotive materials describe configurable workflows, risk detection, live traceability and links among requirements, architecture, risks, tests and decisions. These are vendor capability statements; the available evidence does not establish independent IEC 61508 qualification for every deployment or version. Ask Jama for current qualification materials and check how the proposed configuration maps to your workflows.

4. Visure Requirements ALM
Visure describes linking requirements, tests, risks and design artifacts, along with traceability and compliance outputs. Its standards materials list IEC 61508, and its functional-safety guide compares Visure with IBM DOORS, Polarion and Valispace. Treat these as vendor claims, not independent qualification. Verify the current platform version, traceability configuration, available qualification evidence and how reports preserve reviewed and baselined project data.

5. IBM Engineering Requirements Management DOORS
IBM describes DOORS as a mature requirements-management product with structured specification modules, round-trip import and export, electronic signatures, baselines, customizable views and multilevel traceability. IBM’s materials discuss compliance-related uses and standards including ASPICE, ISO 26262 and DO-178C, but the available product page does not name IEC 61508 or establish current independent IEC 61508 qualification. DOORS may be worth evaluating where existing IBM infrastructure, complex programs, supplier exchange or established workflows matter. Confirm licensing, deployment and migration details, as well as the safety-related tool evidence your project requires.

6. IBM DOORS Next
IBM describes DOORS Next as a web-based product for capturing, tracing, analyzing and managing requirement changes. Evaluate it separately from DOORS: its architecture, migration path and fit with a team’s workflows may differ. The available IBM materials support its general requirements-management role, not a claim that every DOORS Next deployment is IEC 61508-qualified.

7. Valispace
Valispace’s vendor-authored article discusses requirements-risk management and connections among engineering data. That may make it worth considering when connected engineering parameters and system-level collaboration are priorities. The available evidence does not establish IEC 61508-specific support or tool qualification, so ask the supplier for documentation that addresses your intended use.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to compare the shortlist in a demo
Use a representative project workflow rather than a feature-count score. Ask each supplier to show the same small set of requirements and evidence moving through your lifecycle.
- Trace one safety requirement end to end. Start with a source requirement and follow its derived requirements into architecture or design, software or hardware, verification procedures, test evidence and any associated risks. Then navigate back from a test result to the originating requirement.
- Make a controlled change. Revise a requirement after a baseline or review. Inspect the impact analysis, affected links, approvals and history, and check how the system distinguishes the new state from the previously approved one.
- Find gaps and produce a report. Ask the team to identify unlinked requirements, missing verification evidence and other coverage gaps. Generate a report, then check whether it records the relevant baseline, status and review evidence.
- Test the project toolchain. Import and export representative data, including any required ReqIF exchange. Exercise integrations with your modeling, test, issue, code, document or supplier systems, and verify that links survive the exchange or upgrade path.
- Review the assurance boundary. Compare the supplier’s certificate or assessment with the exact product release and planned use. Identify assumptions, excluded functions, required user measures, and whether integrations or custom configuration fall within its scope.
- Check the operating model. Evaluate deployment options, security and access controls, performance at expected scale, collaboration, migration effort, administration and training. Pricing and service-level terms were not established here; obtain them directly from vendors.
Why a tool does not establish IEC 61508 compliance
A requirements system can support controlled work and help preserve evidence, but compliance depends on the organization’s safety lifecycle and how the tool is selected, configured and used. A vendor template or a product page naming IEC 61508 is not a substitute for the project’s process, verification and validation, or safety case.
Likewise, a certificate or assessment has a defined scope. Its relevance depends on the product version, intended use, configuration, lifecycle coverage and assumptions of use. Check the edition of IEC 61508 applicable to your sector and jurisdiction, then determine what evidence your assurance strategy requires for the actual deployment.
