You can start a Windows 11 reset without opening the desktop by using Windows Recovery Environment (WinRE). If you can reach the sign-in screen, try its power menu; if Windows will not start, use automatic recovery. If those built-in routes are unavailable, Windows installation media is a fallback—but reinstalling from it can erase your files.
Before you reset: protect your files and recovery key
Back up important files if you can. If the PC is encrypted, have its BitLocker recovery key ready: Microsoft says you may need it to complete a reset in WinRE. See Microsoft’s Reset your PC guidance.

Keep the PC connected to power where possible. During a reset, the screen can stay black for an extended period—occasionally more than 15 minutes—and the PC may restart on its own. Do not manually restart it during this process, because interrupting the reset can cause it to fail.
Choose the route that fits your situation
| Route | Use it when | What you need |
|---|---|---|
| Sign-in screen to WinRE | You can reach the sign-in screen and its power menu offers Restart. | The affected PC; recovery availability varies by device and configuration. |
| Automatic recovery to WinRE | Windows will not start correctly and enters recovery after startup failures. | The affected PC and access to WinRE. |
| Windows installation media | Built-in recovery is unavailable or fails. | Another working PC and a USB drive to create installation media. |
The first two routes use recovery tools already on the PC. Installation media is a fallback, not a prerequisite for an ordinary WinRE reset.

Method 1: Start recovery from the sign-in screen
The exact route depends on the PC maker and its configuration. Microsoft documents reaching reset from the sign-in screen on Surface devices; that does not guarantee the same option appears on every Windows 11 PC. On other PCs, look for the power icon on the sign-in screen and try this common route:
- On the sign-in screen, select the Power icon.
- Hold down Shift and select Restart. Keep holding Shift while the PC restarts.
- In Windows Recovery Environment, select Troubleshoot > Reset this PC.
- Choose whether to keep or remove personal files, then select a reinstall source when prompted.
For the Surface-specific route, see Microsoft’s Surface reset and recovery instructions. If your sign-in screen has no usable recovery option, check the PC maker’s recovery instructions or try Method 2.
Method 2: Enter WinRE through automatic recovery
If Windows fails to start correctly, repeated startup failures can lead the PC into WinRE automatically. Once the recovery menu appears:
- Select Troubleshoot > Reset this PC.
- Choose Keep my files or Remove everything.
- Choose Cloud download or Local reinstall when asked.
WinRE also offers tools such as Startup Repair and Uninstall Updates. If you are trying to fix a startup problem rather than erase the PC, those options may be worth trying before a reset. Microsoft describes the available routes in its Windows recovery options guide and its WinRE overview.

Method 3: Use Windows installation media if recovery fails
If you cannot access built-in recovery or a reset fails, create Windows installation media on another working PC, then use it to reach recovery or reinstall Windows. A clean installation is more disruptive than Reset this PC and removes data, so use it only when you understand the consequences.
- On another working PC, follow Microsoft’s instructions to create and use Windows installation media on a USB drive.
- Connect the USB drive to the affected PC and start the PC from the USB drive. The way to select a boot device can vary by manufacturer; consult the PC maker’s instructions if needed.
- At Windows Setup, choose Repair my PC to access recovery options. If you need to reinstall instead, follow the setup flow carefully: a clean installation removes data.
The Windows edition you reinstall must match the edition associated with the PC’s digital license. If a USB installer does not provide a workable recovery route, check the manufacturer’s guidance for device-specific recovery media.

These are two separate decisions: first choose what happens to personal files, then choose where Windows Setup gets its files.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Keep my files or Remove everything
- Keep my files reinstalls Windows and preserves personal files, but removes apps and settings.
- Remove everything reinstalls Windows and removes personal files, apps, and settings. Choose it when you deliberately want a clean start or are preparing to transfer the PC.
Cloud download or Local reinstall
- Cloud download downloads a fresh copy of Windows. It can help if local system files are corrupted or missing, and it requires an internet connection.
- Local reinstall uses files already on the PC. It can suit a slow connection, but may not include the latest updates.
If you are selling, donating, or recycling the PC
When selecting Remove everything, you may also see Clean data. Microsoft says this makes files harder to recover, but it does not meet government and industry data-erasure standards. Do not treat it as certified or guaranteed secure erasure. Details are in Microsoft’s reset instructions.
Quick Recap
If the reset option is missing or does not work
- You cannot reach recovery from the sign-in screen: that route is not exposed in the same way on every PC. Try automatic recovery, then consult your manufacturer’s instructions.
- Windows keeps starting unsuccessfully: wait for WinRE to appear, then try Startup Repair or Uninstall Updates before choosing Reset this PC.
- WinRE reset is unavailable or fails: use Windows installation media as described above, or check whether your PC maker offers device-specific recovery media.
- A BitLocker prompt appears: provide the recovery key for that PC. If you cannot locate it, use Microsoft’s Reset your PC guidance to review the key requirement.
