Its protection depends on which factors and method a service supports: a manually entered code can still be phished, while a correctly implemented passkey or security key can resist phishing. Turn on multifactor authentication (MFA) for important accounts, choose the strongest supported method you can use, and plan how you will recover access if a device is lost.
What two-factor authentication means
Authentication checks evidence that you are the person allowed to sign in. The usual factor categories are something you know, such as a password; something you have, such as a phone or security key; and something you are, such as a biometric. Two-factor authentication uses evidence from two different categories in one authentication event. Two passwords are both knowledge factors, even if a service requests them on separate screens.

Services may call this “two-factor authentication,” “multifactor authentication” (MFA), or “two-step verification.” The label alone does not tell you whether the methods are different factor categories or how well they resist phishing. NIST’s current digital identity standard defines the requirements for authentication factors in SP 800-63B-4.

What MFA does—and does not—protect against
An additional factor means a stolen password alone may not be enough to sign in. That is useful risk reduction, not a guarantee. An attacker may still succeed through phishing, stolen or intercepted codes, fraudulent approval requests, weaknesses in account recovery, or other attacks. CISA describes risks including phishing, push-bombing, SS7 exploitation and SIM swapping in its guidance on requiring multifactor authentication.

Methods differ in whether they tie the authentication response to the genuine service and sign-in session. That distinction matters: a code can be valid and still be handed to an impostor.
How common MFA methods compare
| Method | Phishing and relay resistance | What it depends on | Practical considerations |
|---|---|---|---|
| FIDO/WebAuthn security key or supported platform authenticator | Can provide phishing-resistant authentication when implemented as specified; the response is tied to the legitimate site rather than being a code an attacker can simply relay. | A compatible account, device and sign-in flow. | Check service support and device connector before choosing a hardware key. Arrange a supported backup or recovery method. |
| Number-matching push approval | Can make unsolicited approval requests harder to accept by mistake, but do not treat every push method as phishing-resistant. | Access to the enrolled device and the service’s supported app and approval flow. | Use the matching prompt carefully; never approve a sign-in you did not start. |
| Authenticator-app one-time password (OTP) | Not phishing-resistant when you manually enter the code: an attacker can relay it to the real service during a fake sign-in. | The enrolled authenticator and access to its codes. | It avoids reliance on SMS delivery, but a manually entered OTP is still phishable. |
| SMS or email code | Not phishing-resistant when manually entered and can be exposed through risks affecting the phone number or email account. | Access to the associated phone number or email account. | Weaker than stronger options, but still preferable to leaving MFA disabled when it is the only method available. |
NIST states, “OTP authentication is not phishing-resistant,” because manual entry does not bind the output to the particular session. Its authenticator examples explain common authenticator types. CISA advises that businesses “should aim to use a phishing-resistant MFA method,” and its consumer-facing More than a Password guidance emphasizes that MFA methods offer different levels of protection.

Myths that lead to poor security choices
“Two steps means two factors.”
Not necessarily. A service might ask for two pieces of evidence from the same category. Two passwords remain two knowledge factors; the sign-in is not multifactor just because it takes two steps.

MFA makes some attacks harder, especially password-only attempts, but does not rule out phishing, code relay, approval scams or recovery-channel abuse. The method and its implementation matter.

“All codes are equally secure.”
They are not. Manually entered OTPs can be relayed in real time. SMS and email codes also depend on access to those channels. A FIDO/WebAuthn method can resist phishing when correctly implemented and supported.
“Authenticator-app codes are phishing-proof.”
An app code can avoid dependence on SMS delivery, but a one-time code typed into a fake login can still be relayed. “Not SMS” does not mean “phishing-resistant.”

“SMS codes are useless, so I should leave MFA off.”
If a service offers only text or email codes, using the available option is generally better than having no second factor. The FTC recommends using an authenticator app or security key if available, while recognizing that text or email is better than nothing when those are the only choices. See the FTC’s two-factor authentication guidance.

- Enable MFA on important accounts. Check the account’s security or sign-in settings; labels may say “Two Factor Authentication,” “Multifactor Authentication,” or “Two Step Verification.” The exact menu path varies by service.
- Choose a phishing-resistant method if supported. Prefer a FIDO/WebAuthn security key or supported platform authenticator. Confirm that the account and your devices support the method before buying a hardware key.
- If that is unavailable, use the strongest practical alternative. An authenticator app or number-matching push option may be available. If only SMS or email codes are offered, enable them rather than leaving MFA off.
- Review the recovery options before you need them. Follow the service’s supported process and keep recovery materials somewhere separate from the device used to sign in. If the service permits another authenticator or a spare security key, register it in advance.
Method availability and recovery procedures are account-specific. Adding MFA is one part of account security; keep passwords unique and do not approve a sign-in prompt you did not initiate.
