The key catch: Pendulum Monsters summoned from the face-up Extra Deck must go to the Extra Monster Zone or a Main Monster Zone a Link Monster points to.
What Pendulum Monster Cards do
A Pendulum Monster Card has two uses: it can be played as a monster, or activated as a Spell Card in a Pendulum Zone. Its Monster Effect applies when it is being used as a monster; its Pendulum Effect applies while it is used as a Spell Card. Konami describes the cards as ones that “blur the line between Monsters and Spells!” in its Yu-Gi-Oh! TCG Beginner’s Guide.

The Pendulum Zones are the two designated zones for these Spell Card activations. You need one Pendulum Monster Card in each zone before you can declare a Pendulum Summon.

How to Pendulum Summon
- Activate two Pendulum Monster Cards. During your Main Phase, place one in each Pendulum Zone as a Spell Card.
- Check the Scales. Read the Pendulum Scale numbers on the two cards. The Levels between those numbers are eligible; the Scale numbers themselves are excluded.
- Declare one Pendulum Summon. You can declare it once per turn during your Main Phase, provided both Pendulum Zones are occupied.
- Choose eligible monsters. Special Summon any number of eligible monsters from your hand, and you may also summon eligible Pendulum Monsters that are face-up in your Extra Deck.
- Place Extra Deck monsters legally. Any Pendulum Monster summoned from the Extra Deck must go in the Extra Monster Zone or a Main Monster Zone a Link Monster points to.
For example, Scales 1 and 8 allow Pendulum Summons of monsters with Levels 2, 3, 4, 5, 6, or 7. A Level 1 or Level 8 monster is not within that interval. The official rulebook uses this same Scale example; see the official Yu-Gi-Oh! TCG rulebook.

Why Pendulum Monsters can return from the Extra Deck
When a Pendulum Monster Card on the field would be sent to the Graveyard, it is placed face-up in the Extra Deck instead. That face-up card can potentially be Pendulum Summoned later, if its Level fits the current Scales and it has a legal destination under the Extra Deck placement rule.
This replacement applies to Pendulum Monster Cards on the field that would be sent to the Graveyard; it does not mean every Pendulum Monster always goes to the Extra Deck. A Pendulum Monster in the hand, for example, is not covered by that field-to-Graveyard rule.

How the Link Monster placement rule applies
The 2021 rules update changed where Fusion, Synchro, and Xyz Monsters summoned from the Extra Deck may be placed: they can be summoned to Main Monster Zones without a Link Monster arrow. That change did not remove the placement requirement for Link Monsters or Pendulum Monsters summoned from the Extra Deck. Those Pendulum Monsters still require the Extra Monster Zone or a Main Monster Zone a Link Monster points to. Konami’s 2021 rules update explains the distinction.

The basic procedure is only the starting point. Card text can change a Pendulum Scale, restrict which monsters can be Pendulum Summoned, or affect Pendulum Monsters that are face-up in the Extra Deck. Read the exact text on the cards involved and check the current official rules for a specific interaction. The official Yu-Gi-Oh! Card Database provides card text for individual cards.
