The change, announced October 1, 2026, puts more emphasis on original work—but YouTube has not published a penalty formula or predicted view-loss percentage for individual channels.
What changed in YouTube Shorts recommendations?
YouTube says its updated Shorts recommendation systems will further prioritize original content and reduce distribution of material copied from other creators without anything of the uploader’s own added. The stated aim is to improve the viewer experience and give creators publishing original work a better chance to grow. YouTube advises creators to bring their own voice, storytelling, or distinct point of view. YouTube announced the change on October 1, 2026.

The announcement does not specify a ranking weight, a fixed reach reduction, or a guaranteed penalty. A copied Short may receive less recommendation reach, but there is no published percentage that predicts how many views a particular channel will lose.
Which Shorts are most exposed?
The clearest target is a channel that downloads another creator’s video, makes only minor technical changes, and republishes it. Cropping, mirroring, changing speed, adding subtitles alone, or placing a silent face-camera overlay over a clip should not be treated as reliable ways to make a repost original.

YouTube’s monetization policy similarly says borrowed content must be changed significantly to make it the creator’s own. It defines reused content as material from YouTube or another online source repurposed without significant original commentary, substantive modifications, or educational or entertainment value. The rule applies to the channel as a whole; monetization may be removed from the entire channel if reviewers cannot tell that its creator made the content. See YouTube Channel Monetisation Policies.
Reuploads, transformed clips, and original Shorts
| Format | Creator contribution | Recommendation and monetization considerations |
|---|---|---|
| Pure reupload | Another creator’s clip is reposted with no meaningful contribution, or only cosmetic changes. | Most directly at odds with the October 2026 recommendation announcement; also at risk under the reused-content monetization policy. |
| Transformed clip | The creator adds prominent commentary, criticism, a new storyline, explanation, or substantive editing that contributes educational or entertainment value. | YouTube lists critical reviews, commentary-led reactions, explained sports replays, edited footage with a new storyline, and Shorts remixes with original additions as examples that can qualify for monetization. This is not a guarantee of recommendation reach, monetization approval, or copyright clearance. |
| Original production | The creator supplies the footage and develops the script, narration, or point of view. | Most closely matches YouTube’s stated preference for original Shorts, though other platform policies still apply. |
YouTube warns against clips from shows with little narrative, compilations taken from other social platforms, copied uploads, and minimal-change reposts. Its July 2025 clarification said a wording change about repetitive or mass-produced material described “inauthentic” content; it did not create a new reused-content policy. YouTube said significant original commentary, modifications, or educational or entertainment value could still support monetization. The current policy sets out the examples and channel-level review standard.

Recommendation reach is not the same as monetization
The October 2026 update concerns Shorts recommendations: whether a video is surfaced to viewers. The YouTube Partner Program (YPP) reused-content policy concerns whether a channel can earn money. These are related but separate decisions. A video can receive no copyright claim and still fail a reused-content review; conversely, a video’s eligibility for monetization does not establish how much recommendation reach it will receive.

Copyright remains a separate consideration even when a clip appears transformed enough to meet the reused-content standard. Permission, copyright exceptions, and other rights questions are not resolved simply by adding commentary or passing a monetization review.

How to make a clip channel more distinctive
Build the Short around a contribution viewers can identify as yours, rather than relying on edits that only alter the source file.
- Choose a clear purpose. Decide what you are adding: a critique, explanation, lesson, reaction, or story that gives viewers a reason to watch your version.
- Write a distinct script. Develop your own point of view and structure instead of repeating the source clip’s meaning with a new caption.
- Record narration or on-camera explanation. Make your commentary prominent enough to shape the video, not just a brief or silent overlay.
- Edit to support the new story. Select and arrange footage, audio, and visuals to explain or advance your point. Cosmetic alterations alone are weak evidence of meaningful transformation.
- Review the channel, not only the latest Short. YouTube says reviewers may consider the channel’s theme, most-viewed and newest videos, where watch time is concentrated, metadata, and About section. A few transformed uploads may not offset a channel dominated by copied material.
For a more reliable starting point, film original vertical footage, then build it around your own script, narration, and editing. A smartphone tripod can help keep on-camera explanations steady, but no piece of gear substitutes for original material or a meaningful creative contribution.
