If a YouTube live stream buffers while running from a Linux VPS, measure CPU steal, I/O wait, and per-device activity during the buffering window—but treat them as clues, not proof of a cause. Correlate those measurements with the VPS workload, network conditions, stream latency mode, and whether one viewer or many are affected.
What CPU steal and I/O wait tell you
CPU steal is time waiting on the hypervisor
%steal is the share of time a virtual CPU spent involuntarily waiting while the hypervisor serviced another virtual processor. A rise that lines up with reported buffering is a reason to investigate host scheduling contention; it does not by itself show that contention caused the interruption. See the iostat manual and mpstat manual.

I/O wait is not application read latency
%iowait describes CPU idle time while a disk I/O request was outstanding. It is not a direct measurement of the delay your streaming process experiences when reading or writing data. Check interval device statistics and the workload alongside it; no single counter proves that storage caused playback interruptions. The iostat manual defines these CPU statistics.
Identify what the VPS is doing
First establish whether the VPS is encoding video, ingesting or relaying a stream, or serving a related application. A relay may have a different CPU and storage profile from an encoder, and disk pressure should not be assumed just because it is one of the suspected causes. Inspect the relevant process and its resource use during the symptom.

Collect measurements during the buffering window
- Record the event. Note the time, whether one viewer or multiple viewers reported buffering, the stream’s latency mode, and whether other services or viewers are affected. Align all later observations to this window.
- Check CPU and device activity repeatedly. On systems whose installed sysstat version supports these options, run
iostat -xz 1 10for interval CPU and extended device reports. Consideriostat -y -xz 1 10to omit the first report, which otherwise normally shows statistics accumulated since boot. Consult the installed iostat manual for supported flags and field meanings. - Check each virtual CPU. Where supported, run
mpstat -P ALL 1 10. Look for%stealduring the reported event and distinguish it from user and system CPU time and%iowait. The mpstat manual documents per-processor output and the meaning of these fields. - Map the device to the workload. Identify which virtual block device backs the filesystem used by the streaming process. If device activity or latency appears suspicious, compare it with that process’s actual reads and writes. Linux exposes block statistics through
/proc/diskstatsand/sys/block/<device>/stat; see the kernel I/O statistics documentation. Available fields and their interpretation depend on the device and kernel interface. - Keep network and application evidence in the same timeline. Compare CPU, device, network, and application logs for the same short interval rather than relying only on long-term averages, which can hide brief stalls.
Interpret the signals without jumping to a cause
| Observation during buffering | What it supports investigating | What it does not establish |
|---|---|---|
%steal rises in the same intervals |
Possible hypervisor scheduling contention; compare with the host baseline and ask the VPS provider about the affected interval. | That the provider, rather than another factor, caused buffering. |
%iowait rises |
Whether CPU is idle with outstanding disk requests; examine device-level activity and the process workload. | That application-visible reads were slow or storage caused the interruption. |
| Device activity or latency-related fields change | Whether storage pressure aligns with the symptom and the relevant process’s I/O. | A universal storage threshold or a diagnosis without knowing the device and workload. |
| Host metrics look ordinary | Network path, stream configuration, application behavior, and viewer-specific conditions. | That the stream or network is healthy; these metrics alone do not cover every cause. |
Compare interval changes with the VPS’s own baseline. The cited Linux manuals define the measurements but do not give a universal VPS threshold that proves an upgrade, storage change, or provider escalation is necessary.
Check YouTube latency and network conditions in parallel
Host resource measurements are only part of the investigation. YouTube notes that network congestion and other factors can cause live streaming issues even when a network can sustain the average streaming bitrate. It also explains, “The lower the latency, the less read-ahead buffer the video player will have.” With less read-ahead buffer, playback interruptions become more likely. YouTube describes normal latency as the setting with the lowest viewer buffering, while ultra-low latency can increase the chance of buffering. Review YouTube’s live streaming troubleshooting guidance and compare the latency mode with the stream’s needs.

- If only one viewer reports buffering, compare that viewer’s connection and playback conditions with reports from others.
- If many viewers experience it at the same time, compare the shared stream path and host, application, and network logs for that interval.
- If buffering coincides with changes in host metrics, investigate those signals alongside the stream and network evidence rather than treating correlation as proof.
Common diagnostic mistakes
- Reading only the first iostat report: it normally represents activity since boot, not just the current symptom window. Use interval reports and, where supported,
-yto omit that initial report. - Treating steal as guest CPU usage: steal is virtual CPU wait, not work performed by the streaming process.
- Treating iowait as a disk-latency measurement: it is a CPU statistic. Pair it with device statistics and workload evidence.
- Trusting averages to reveal short interruptions: collect repeated measurements close to the event and align them with logs.
- Escalating on a single spike: repeat the observation and establish the VPS role, device mapping, and relevant baseline before changing resources or contacting the provider.
