Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsA “403” alone does not identify why a YouTube stream failed. First determine whether it is an HTTP 403 returned by a YouTube Live Streaming API request or an error reported by an encoder while connecting to YouTube over RTMPS. Preserve the complete response or encoder log before changing settings; the API method, structured error reason, and point of failure determine which checks apply. YouTube’s documentation does not establish that Mumbai VPS locations are blocked or that changing region fixes a 403.
First identify where the 403 appears
Save the full error, timestamp, and relevant configuration before retrying. For an API response, record the endpoint and method, response body, error domain and reason, and Google account used to authorize the request. For an encoder error, note whether it failed before connecting, during TLS/RTMPS setup, or after YouTube accepted the connection. Those are different diagnostic paths: YouTube’s API reference documents permission and broadcast-state errors, while its Help pages address encoder keys and transport setup.

| Evidence | Start with | It does not establish |
|---|---|---|
| API response is 403 with a structured reason | API method, exact reason, authorizing account, channel eligibility, broadcast or stream state, and any rate-limit detail. | That RTMP packets or the VPS’s location caused the denial. |
| Encoder cannot start or YouTube rejects the stream key | Current key in Live Control Room, encoder key field, destination URL, protocol, and encoder setup. | That a different VPS or hardware is necessary. |
| SSL or RTMPS timeout error | Exact RTMPS URL, port 443 if needed, encoder support, and outbound route. | That the channel has an API permission error. |
| Feed connects but YouTube reports poor health | Encoder health, upload capacity and headroom, and codec/bitrate configuration. | That an API 403 has been resolved or was caused by bandwidth. |
If a YouTube Live Streaming API request returns 403
Use the error’s structured reason, not the status code alone. YouTube documents several distinct 403-class reasons, including insufficientLivePermissions when authorization is lacking and liveStreamingNotEnabled when the authorized user is not enabled to livestream. Other documented reasons include livePermissionBlocked, errorStreamInactive, invalidTransition, and rate-limit errors on relevant operations. Consult the YouTube Live Streaming API errors reference for the method and reason in your response.
Check authorization and channel eligibility
- Confirm the request is authorized by the Google Account that owns the channel doing the broadcasting. YouTube’s API guidance says requests that create or change resources require authorization, and the broadcasting channel owner’s account should authorize the API request. An API key by itself does not establish the user’s live permissions.
- Confirm the channel is eligible to livestream. YouTube’s eligibility guidance says the channel must be verified and have no live-stream restrictions in the preceding 90 days. Its general live-streaming guidance states a minimum age of 16. See YouTube’s live-streaming eligibility information.
- For a broadcast operation, inspect the broadcast and associated stream states. Some transitions are valid only from particular states; a transition may also require the associated stream to be active.
- If the response identifies a rate limit or concurrent-broadcast cap, follow that specific limit. Repeating a request will not correct a permission denial or invalid state.
If an encoder cannot start or rejects the stream key
- Open YouTube Studio’s Live Control Room and retrieve the current stream key for the stream settings you intend to use.
- Replace the key in the encoder and save its settings. YouTube recommends retrieving a new key when troubleshooting an encoder startup error. It describes stream keys as “your YouTube stream’s password and address,” so do not put them in public logs, screenshots, or support posts.
- If the key may have been exposed, reset it. YouTube says only a channel owner or manager can reset a stream key.
- Compare the encoder’s destination URL and protocol with the stream settings shown in Live Control Room. Check that the key and destination belong to the intended stream configuration rather than assuming a mismatch without inspecting them.
See YouTube’s live-stream settings guidance for managing stream keys and settings.

If the error mentions SSL, RTMPS, or a timeout
Copy the server URL from Live Control Room instead of relying on a remembered or guessed host. YouTube recommends RTMPS, its encrypted extension to RTMP. Confirm that the encoder uses the supplied rtmps URL and supports RTMPS. If an SSL error persists with a correct-looking URL, YouTube advises trying port 443 explicitly when the encoder allows it. For a timeout, recheck both the URL and RTMPS support. See YouTube’s RTMPS instructions.
If you suspect the VPS firewall or provider egress policy, inspect outbound rules and connection logs against the exact destination and port configured in Live Control Room. That is a way to test the transport path, not evidence of a Mumbai-specific block. The reviewed YouTube guidance does not attribute 403 responses to Mumbai or any other VPS region, and it does not guarantee that a particular VPS provider permits the required outbound connection.

If the stream connects but its health is poor
A poor-health warning after connection is a separate issue from an API authorization denial. Check the encoder version, encoding load, and video and audio sources, then test outbound upload capacity. YouTube recommends leaving 20% headroom beyond the combined bitrate of the primary and backup streams. This is upload-capacity guidance, not a fix for an API 403.
YouTube’s published encoder recommendations include RTMP or RTMPS; H.264, H.265/HEVC, or AV1 video as applicable; AAC or MP3 audio; and constant bitrate encoding. Choose settings supported by your encoder and appropriate for the stream. See YouTube’s streaming tips for its guidance on encoder setup and upload speed.

Does YouTube block RTMP from Mumbai VPS IPs?
The reviewed YouTube documentation does not establish a Mumbai-specific block or a distinct 403 rate for Mumbai VPS addresses. Nor does a 403 by itself show that a firewall, provider, or server region is responsible. Treat geography as unproven unless the complete logs or provider documentation identify a network cause; diagnose the API reason, key, endpoint, broadcast state, or transport path that the evidence actually shows.

If your goal is to keep uploaded videos looping as a YouTube live stream rather than send a live encoder feed from the VPS, StreamNeo is a different option: upload a recording or build a playlist, add your YouTube stream key once, and go live. Nothing has to stay on at home. Each slot streams uploaded video as made, up to 4K 60fps, at one flat price per slot; it can automatically recover if YouTube drops the stream. The first day is free with no card. Monthly is $9.99 per month.
