A “connection refused” error does not, by itself, prove that an Indian ISP or your Linux firewall is blocking YouTube. Check the exact stream URL and protocol copied from YouTube Live Control Room, confirm your encoder supports RTMPS, verify the stream key, and then trace the server’s outbound connection through host and provider firewalls. YouTube’s port 443 advice applies to an SSL error—not as a general instruction to open inbound port 443.
Check these layers in order
The failure can occur at several separate points: the endpoint or protocol, the encoder, the stream key, the server’s outbound firewall, or the upstream network. YouTube’s troubleshooting guidance does not assign the exact message “connection refused” to one definitive cause. Use the error wording to prioritize checks, but verify each layer rather than assuming the first likely explanation.

- Copy the current stream URL from YouTube Live Control Room. Open the stream settings and use the actual Stream URL shown there; do not guess a hostname or regional ingest endpoint. YouTube may show the ordinary RTMP URL by default. To obtain the RTMPS URL, use the lock control. If you select RTMPS, the URL entered in the encoder must use the RTMPS protocol. YouTube’s RTMPS troubleshooting explains the URL check.
- Confirm the encoder can use the selected protocol. If the encoder times out while connecting over RTMPS, YouTube recommends checking the URL and whether the encoder supports RTMPS. Update the encoder if needed, then retry with the URL copied from Control Room. YouTube’s troubleshooting steps address both checks.
- Apply the port 443 suggestion only to an SSL certificate error. YouTube advises verifying the RTMPS URL and trying port 443 for that symptom. Use the hostname and path from your own Control Room URL; any example hostname in documentation is illustrative, not a replacement endpoint. The encoder initiates an outbound connection to YouTube. This advice does not mean you should expose an inbound service on TCP/443 on the Linux server. See YouTube’s RTMPS troubleshooting.
- Refresh and update the stream key if startup fails. YouTube recommends copying a new key from Live Control Room and updating the encoder for encoder startup errors. Treat the key as secret: YouTube describes stream keys as “like your YouTube stream’s password and address.” Never paste it into a public support post or share it with anyone who does not need access. YouTube’s stream settings documentation covers stream keys.
- Inspect outbound filtering on the Linux host and with your provider. Identify which firewall is actually active, then check whether it permits outbound TCP to the hostname and port in your current stream URL. Also inspect any cloud security controls or provider-level egress firewall. Do not add a broad inbound rule as a substitute for allowing the server-originated connection. Ubuntu’s UFW documentation describes outbound filtering and distinguishes host traffic from routed traffic. If the system uses firewalld, check the active zone and whether any change is runtime-only or permanent using the firewalld documentation.
- Locate where the connection fails. Compare DNS resolution and TCP reachability for the hostname and port in the actual URL. Review host firewall logs and provider egress policy; if practical, try the same encoder from another network. This comparison is a diagnostic approach, not a procedure YouTube prescribes verbatim. A refusal message alone cannot tell you whether the host firewall, an upstream provider, or the endpoint is responsible.
- Once connected, troubleshoot stream stability separately. YouTube recommends RTMPS, reliable upload bandwidth, and leaving bandwidth headroom. These are relevant to stream quality and dropouts after connection; they do not establish why a TCP connection was refused. See YouTube’s stream guidance and its encoder troubleshooting.
Check outbound firewall rules without opening the wrong port
UFW
First determine whether UFW is active and inspect its current rules. UFW can filter outgoing traffic, so do not assume that an inbound rule controls the connection your encoder initiates. If outbound filtering is enabled, allow only the required outbound TCP destination and port established from the current YouTube URL and your policy. Avoid broad rules that expose unrelated services. Consult the Ubuntu UFW documentation for its rule behavior and the distinction between host and routed traffic.
firewalld
Check the active zone and the rules that apply to the server’s interface or connection. If you change a rule, distinguish a runtime change from a permanent one; a runtime-only adjustment may not survive a reload or restart. Use the firewalld documentation for the commands and behavior applicable to your installed version.

Cloud or hosting firewall
A permissive Linux host rule does not prove that outbound traffic is allowed outside the VM. Review the cloud security controls, hosting panel, or provider egress policy for the same destination and port. If the provider restricts outbound connections, request clarification or permission for the required route rather than opening inbound ports on the guest server.
What the India location does—and does not—tell you
The server’s location makes its data-center route, ISP, and provider firewall relevant to the investigation. However, the cited YouTube and Ubuntu documentation does not establish a special India-only ingest host, port, or general block. Do not attribute one server’s failure to Indian network policy without evidence from that particular route or provider. Verify the hostname, DNS result, host rules, cloud controls, and provider egress restrictions first.

Common symptoms and next checks
| Symptom | Prioritize |
|---|---|
| RTMPS timeout | Verify the URL copied from Control Room and confirm encoder RTMPS support; update the encoder if necessary. YouTube troubleshooting |
| SSL certificate error | Verify the RTMPS URL; YouTube says to try port 443 for this error. Treat it as an outbound destination port, not an inbound listener to expose. YouTube troubleshooting |
| Encoder startup error | Copy a new stream key in Live Control Room and update the encoder. Keep the key private. YouTube stream settings |
| Connection refused with no clearer diagnosis | Check the exact endpoint and port, DNS, encoder configuration, host outbound rules, and cloud or provider egress controls. The message alone does not identify which layer refused the connection. |
| Connection succeeds, but the stream drops or degrades | Investigate upload reliability and bandwidth headroom separately from the initial connection refusal. YouTube stream guidance |
Information to collect before asking for help
- The exact error text, with secrets removed.
- The sanitized URL hostname and port, but never the stream key.
- The Linux distribution, active firewall frontend, relevant outbound rules, and any firewall logs.
- The encoder name and version, plus whether it is configured for RTMP or RTMPS.
- DNS and TCP reachability results for the current endpoint, and any cloud or provider egress restrictions.
Or let it run in the cloud
If your goal is to keep a pre-recorded YouTube stream running continuously, StreamNeo is an alternative to managing an encoder on your own Linux server: upload a recording or build a playlist, add your YouTube stream key once, and go live. The cloud service loops uploaded videos; it does not broadcast a camera feed.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitches- Nothing has to stay on at home: the stream runs in the cloud.
- Videos stream as uploaded, up to 4K 60fps, at one price per slot rather than quality-based tiers.
- Automatic recovery if YouTube drops the stream.
- The first day is free with no card; one free day is available per account.
The monthly option is $9.99 per month. StreamNeo streams to YouTube only. See StreamNeo or start the free day.
