A stable bitrate does not rule out stuttering: the encoder can be dropping frames, the source can already be choppy, or YouTube’s playback path or your outbound connection can be the issue. Check the stream health messages, confirm the bitrate and keyframe settings match your resolution, codec and frame rate, then compare the encoder preview and local recording before changing network hardware or raising bitrate.
1. Check YouTube’s stream health and the actual output
In YouTube Live Control Room, open the stream’s health messages and note any warnings or errors. Then confirm that the resolution and frame rate shown by YouTube match what your encoder is actually sending. YouTube detects encoder settings automatically by default; a custom stream key can be configured for manual resolution selection. A stable bitrate reading alone does not confirm that frames are being encoded or delivered smoothly.

Compare your bitrate with YouTube’s published recommended ingestion settings for the codec and resolution you are sending. The figures below are YouTube recommendations, not guarantees of smooth playback or evidence that a higher bitrate will fix a specific stream.
| Ingestion format | AV1 or H.265 recommended bitrate | H.264 recommended bitrate |
|---|---|---|
| 720p at 60 fps | 6 Mbps | 8 Mbps |
| 1080p at 60 fps | 12 Mbps | 17 Mbps |
| 1440p at 60 fps | 24 Mbps | 34 Mbps |
| 2160p at 60 fps | 35 Mbps | 50 Mbps |
These are YouTube’s published figures on its encoder settings page, accessed October 3, 2026. First check that you are comparing the right codec and ingestion resolution; do not increase bitrate automatically.
#1 Best Overall
- 【1080P HD High Quality】Capture resolution up to 1080p for video source and it is ideal for all HDMI devices such as PS4, PS3, Xbox One, Xbox 360, Wii U, DVDs, DSLR, Camera, Security Camera and set top box. Note: Video input supports 4K30/60Hz and 1080p120/144Hz. Does not support 4K120Hz/144Hz. Output supports up to 2K30Hz.
- 【Plug and Play】No driver or external power supply required, true PnP. Once plugged in, the device is identified automatically as a webcam. Detect input and adjust output automatically. Won't occupy CPU, optional audio capture. No freeze with correct setting.
- 【Compatible with Multiple Systems】suitable for Windows and Mac OS. High speed USB 3.0 technology and superior low latency technology makes it easier for you to transmit live streaming to Twitch, Youtube, Facebook, Twitter, OBS, Potplayer and VLC.
- 【HDMI LOOP-OUT】Based on the high-speed USB 3.0 technology, it can capture one single channel HD HDMI video signal. There is no delay when you are playing game live.
- 【Support Mic-in for Commentary】Rybozen capture card has microphone input and you can use it to add external commentary when playing a game. Please note: it only accepts 3.5mm TRS standard microphone headset.
2. Verify encoder settings that affect 60 fps delivery
Labels and available controls vary by encoder, but compare your output against YouTube’s recommended settings:
- Rate control: CBR (constant bitrate).
- Frame rate: Up to 60 fps, matching your intended output.
- Keyframe interval: Two seconds recommended; no more than four seconds.
- Video format: RTMP or RTMPS with H.264, H.265 or AV1, as supported by your encoder and stream configuration.
- Advanced video settings: Square pixels, progressive scan, two B-frames, one reference frame and CABAC.
YouTube’s live-stream error guidance says keyframes arriving less often than every four seconds can cause buffering and that its pipeline requires a closed GOP for optimal transcoding. If Live Control Room reports a keyframe or resolution error, inspect the encoder’s keyframe/GOP controls and correct the specific mismatch rather than guessing at unrelated settings. YouTube’s encoder settings guidance also recommends testing upload speed.

3. Find out whether the problem is in the encoder or after it
Watch and listen to the stream directly in the encoder, and inspect the local recording if your encoder saves one. This separates problems already present at capture or encoding from issues that arise farther along the delivery path.
If the encoder preview or local recording stutters
- Check that the intended audio and video sources are routed into the encoder and that their own playback is smooth.
- Review encoder errors and CPU load while the stutter occurs. Heavy load or encoding errors can point to a local processing problem.
- Open the local archive and check whether it contains the same stutter. If it does, the problem is likely present before YouTube playback.
YouTube recommends using the latest encoder software and checking sources, encoder errors, CPU load and the local archive. Its live-stream troubleshooting guidance does not identify one universal cause for stuttering.

If the encoder preview and local recording are healthy
Test the outbound internet connection, ideally while the stream is running under similar conditions. YouTube advises contacting your internet service provider if the connection test identifies a problem. A stable bitrate display is useful evidence, but it does not by itself establish that the entire outbound path is healthy.

YouTube defines latency as the delay between capture by the encoder or camera and display on the stream. Its live stream settings guidance notes that lower latency may mean more playback buffering. Check the latency mode if it is relevant to your broadcast, but do not assume that changing it will fix stuttering; it changes the delay-buffering trade-off, not the underlying diagnosis.

5. Test before the next broadcast and monitor live
- Before the event, run a test stream using audio and movement similar to what you plan to broadcast.
- Check the encoder preview, local recording and Live Control Room health messages during the test.
- During the event, keep monitoring stream health and audio/video quality so that new warnings or changes are visible while they happen.
YouTube recommends testing before going live and monitoring the broadcast; see its encoder settings guidance and computer live-streaming tips.
