What to do next depends on whether you are restarting a broadcast, replaying an archived stream, or sending recorded gameplay as a live stream—and on whether you use an encoder or stream directly from a console.
First, identify what “rerun” means in your setup
Creators use “rerun” to mean different things: restarting a live broadcast, replaying an archived stream, or rebroadcasting recorded gameplay. Those are not necessarily the same setup or problem. Before changing anything, note what you are trying to do and how the stream is being sent to YouTube.

- External encoder: Gameplay is captured and sent through third-party streaming software. YouTube says encoders are commonly used for gameplay.
- Console-native broadcast: A modern PlayStation, Xbox, or Nintendo console streams directly. Encoder-specific steps, such as replacing a key in encoder software, may not apply.
- Mobile or webcam: The stream is created through a different YouTube streaming method, so follow the diagnostics for that method rather than assuming an encoder is involved.

Fix the problem in this order
1. Read the status in Live Control Room
Open YouTube Studio’s Live Control Room and record the exact status or error shown. Check whether YouTube is receiving stream data and whether the broadcast is scheduled, previewing, or live. Use the displayed diagnostic information rather than treating “waiting for viewers” as an explanation of the cause.

Google’s Live Streaming API distinguishes states such as noData, where the backend has no information about stream health, and error, where the video cannot be broadcast to viewers. These are API terms, not definitions of the creator-facing phrase “waiting for viewers.” See Google’s LiveStreams documentation.
2. If an external encoder will not start, refresh its stream key
- In YouTube Studio, open Live Control Room and select Stream.
- Copy the stream key shown there.
- Paste that key into the corresponding stream-key field in your encoder, replacing the old value, then try starting the stream again.
If your streaming software signs in to YouTube without asking you for a stream key, YouTube advises contacting that software’s support team about the startup problem. Do not apply this encoder-specific fix to a console-native broadcast unless your setup actually uses an external encoder. YouTube’s live-stream troubleshooting guide covers these steps.

3. Check what the encoder is actually sending
- Update the encoder to its latest version.
- Inspect its preview for missing, frozen, or distorted video and listen for audio problems.
- Check the encoder’s error messages and CPU load in its live dashboard.
- If available, review a local recording or archive of the feed to see whether the same issue appears there.
If the source or local output looks wrong, address that before changing unrelated YouTube settings. If it still looks wrong after these checks, YouTube suggests trying a different encoder.
4. If the encoder output looks healthy, test the connection
Run an internet connection speed test, focusing on whether the outbound connection is having a problem. If the test indicates a connection issue, contact your internet service provider. A healthy local preview does not prove that YouTube is receiving a healthy feed, so compare it with the status and errors in Live Control Room.

5. Escalate with useful details
If the stream still does not become viewable, report the continuing problem to YouTube. Include the exact status or error, whether you are using an encoder, console, mobile device, or webcam, and—if applicable—the encoder’s name and version. Also describe what the local preview or archive showed and the result of your connection check. YouTube’s troubleshooting page says: “If you continue to have issues with your live stream, let our team know.”
How to interpret common symptoms

| The only clue is “waiting for viewers” | Get the exact Live Control Room status and determine whether YouTube is receiving data before choosing a fix. |
Do not rely on an arbitrary wait time
Waiting a fixed number of minutes is not an established fix for this message. Google’s broadcast-lifecycle documentation describes a 5–10 second transition for a particular state flow; that is not a guarantee that a creator-facing “waiting for viewers” message will clear after that interval.
