One free scan finds every outdated or missing driver and matches the right update for your exact hardware.Free scan · exact hardware matchIf YouTube flags your 24/7 stream for excessive bitrate changes, start by checking the encoder’s rate-control mode and configured output bitrate, then compare the encoder’s actual output with the resolution selected in YouTube’s Ingestion Settings and the upload connection’s capacity. YouTube recommends CBR for live encoding, but its published guidance does not define a specific threshold or universal fix for this exact warning. Check YouTube’s current live encoder settings and error guidance before changing settings.
What the warning does—and does not—tell you
A bitrate warning is a reason to inspect the whole ingest configuration, not proof that one particular bitrate value is wrong. YouTube’s general error guidance addresses mismatches between the stream and the selected ingest settings, but does not publish an exact trigger, numeric threshold, or special rule for 24/7 streams for the phrase “excessive bitrate changes.” The phrase in this article’s title should not be treated as a verbatim YouTube alert unless that is the exact text shown in your Live Control Room or encoder.

Before adjusting anything, record the complete message and timestamp, and note whether it came from YouTube Live Control Room or your encoder. YouTube says dashboard errors carry timestamps and can continue to appear while unresolved. Capture encoder output or bitrate telemetry too, so you can tell whether the stream’s actual output is changing or whether the warning coincided with another ingest problem.
Check the encoder settings that affect bitrate
1. Set live rate control to CBR
YouTube lists constant bitrate (CBR) as its live bitrate-encoding mode. Check the encoder’s rate-control setting and use CBR for a YouTube Live stream. Do not substitute upload-video guidance: YouTube’s recommendations for uploaded files are separate from its live ingest settings.

Manage connected PTZ cameras, tally light, video/audio, OSD, work mode, streams, network, and system settings. Support for VISCA over IP encoder workflows enables flexible PTZ control, while the dashboard provides video preview and system status.
2. Match the configured bitrate to the selected ingest resolution
Confirm the stream key and its selected resolution in YouTube’s Ingestion Settings, then compare that selection with the encoder’s actual output resolution, frame rate, codec, and configured bitrate. YouTube says that when you are not using a variable-resolution entrypoint, the stream must use the exact bitrate for the resolution selected in Ingestion Settings. Its live recommendations also vary by codec, resolution, and frame rate, so consult the current YouTube bitrate table for your actual combination rather than applying one number to every stream.
For reference, the following are YouTube’s published H.264 examples accessed on October 3, 2026; they are configuration recommendations, not a diagnosis of the warning:

| H.264 ingest configuration | Minimum bitrate | Recommended bitrate |
|---|---|---|
| 720p30 | 3 Mbps | 8 Mbps |
| 720p60 | 3 Mbps | 8 Mbps |
| 1080p30 | 5 Mbps | 14 Mbps |
| 1080p60 | 6 Mbps | 17 Mbps |
These values apply to the listed H.264 resolutions and frame rates; they are not universal targets for other codecs or configurations. Check YouTube’s page for its AV1 and H.265 recommendations and the full table.

3. Check keyframe interval and related output
YouTube recommends a two-second keyframe interval and says it should not exceed four seconds. Also check that the stream uses a supported transport and output format. YouTube’s live guidance lists RTMP or RTMPS, H.264, H.265, or AV1 video, up to 60 fps, and AAC or MP3 audio. A stream can have ingest errors involving format, audio/video stream count, resolution, frame rate, or keyframe timing, so investigate any corresponding error messages rather than focusing on bitrate alone.

Backed by a 1-year warranty and 24/7 online technical support.
Check whether the upload connection can sustain the stream
A configured bitrate is useful only if the connection at the streaming location can carry it reliably. Test the upload connection and compare its available capacity with the selected stream settings. YouTube advises choosing a quality that results in a reliable stream for the available internet connection. If the connection cannot support the selected resolution, YouTube’s error guidance says to consider lowering that resolution; then match the encoder bitrate to the revised ingest selection.
A wired Ethernet connection can be useful as an optional way to test whether the local network is contributing to instability. YouTube’s cited guidance does not prescribe an Ethernet cable as a guaranteed fix for bitrate changes.

Work through the diagnosis before returning to 24/7 operation
- Log the alert. Save its exact wording, timestamp, source (Live Control Room or encoder), and any encoder output or bitrate telemetry from the same period.
- Verify the selected ingest configuration. Confirm which stream key and Ingestion Settings are in use, including the selected resolution. Compare them with the encoder’s actual resolution, frame rate, codec, and output bitrate.
- Check rate control and bitrate. Set live encoding to CBR, then use the YouTube live table for the actual codec, resolution, and frame rate. If you are not using a variable-resolution entrypoint, match the bitrate to the selected resolution as YouTube specifies.
- Assess connection capacity. Test upload performance where the encoder runs. If the connection cannot sustain the selected configuration, consider a lower resolution and adjust the ingest selection and encoder settings together.
- Inspect other errors. If YouTube reports a format, stream-count, resolution, frame-rate, audio/video, or keyframe problem, check that setting as well.
- Test the revised setup. Use audio and movement similar to the real stream, watch the preview and stream health, and test encoder failover if your setup uses a backup encoder. YouTube recommends testing and monitoring during the event; do not assume a setting change fixed the warning until the revised stream has been observed.
Or let it run in the cloud
If the ongoing burden is keeping an encoder online around the clock, StreamNeo runs uploaded videos as a 24/7 YouTube stream from the cloud.
