What is a YouTube crawler?
A crawler is software that visits pages or interfaces automatically and collects information. The term does not specify whether it uses an official interface, reads web pages, copies video files, or has permission to do any of those things. To understand what a particular tool does, separate three questions: how it accesses YouTube, what information it obtains, and whether it saves or redistributes audiovisual content.

- Official API access: A program requests data through YouTube API Services and processes the fields returned.
- Page scraping: A program automatically reads YouTube pages or applications outside the API.
- Downloading: A program obtains video or audio content for local storage or offline playback.
These are different technical operations and are treated separately in YouTube’s rules.
Is scraping YouTube data the same as downloading videos?
No. Scraping describes an access method: software automatically reads information from pages or applications. Downloading describes obtaining audiovisual content, such as a video or audio file, or making it available offline. A scraper might collect page information without saving a video, while a downloader copies audiovisual content. A tool can also do both.

Metadata is distinct from the video itself. A title, thumbnail, or other API Data field is not a downloaded audiovisual file. But that distinction does not make every way of collecting metadata permissible: YouTube’s policies address automated access and scraping separately from audiovisual copying.

YouTube’s UK-localized Terms of Service prohibit automated access such as robots or scrapers, subject to exceptions for public search engines following YouTube’s robots.txt file, prior written permission, or where applicable law permits it. The YouTube API Services Developer Policies separately state that API clients must not directly or indirectly scrape YouTube or Google applications or obtain scraped YouTube data or content. Their stated public-search-engine exception is not a general exemption for other crawlers.

Can I use the YouTube API to download videos?
No general video-download permission follows from API access. YouTube’s developer policies prohibit API clients from downloading, importing, backing up, caching, or storing copies of YouTube audiovisual content without YouTube’s prior written approval. The same policy area restricts making content available for offline playback.
YouTube’s guide to complying with its Developer Policies says API clients must not enable offline downloads outside YouTube Premium or extract and separate audio tracks. A metadata endpoint is not a video-download mechanism, and access to metadata does not grant permission to copy the underlying video or audio.

The Terms also restrict copying or downloading content except where the service specifically permits it, YouTube and—where applicable—the rights holder give prior written permission, or applicable law permits it. They prohibit circumventing features that restrict copying or limit use. YouTube also says, “You may also show YouTube videos through the embeddable YouTube player.”
How can I get video metadata without downloading the video?
- Use the official YouTube API rather than reading YouTube pages automatically. Request only the API Data needed for your application and follow the Developer Policies that apply to the client.
- Keep metadata and audiovisual content separate. Processing a returned title or thumbnail is different from copying, caching, or storing a video or audio file. Do not treat API access as authorization for offline playback.
- Present API data appropriately. YouTube’s developer guide says video metadata such as titles and thumbnails generally must be visible and unmodified in API services. Follow the guide’s requirements for metadata and player behavior.
- Describe your tool’s behavior accurately. State which data it retrieves, whether it uses YouTube API Services, what it stores, and whether it copies video or audio or supports offline playback. This makes clear whether the product is a metadata service, a scraper, a downloader, or a combination.
What should a compliant API service consider?
Using the API is only one part of policy compliance. YouTube’s developer guide says a service resembling YouTube must provide sufficient independent value and preserve the YouTube experience rather than alter standard metadata or player behavior or enable circumvention. The guide gives examples of possible independent value, including a cross-platform search service that clearly distinguishes YouTube videos and a captioning service for users who are deaf or hard of hearing. These examples are not blanket approvals; the application still needs to meet the applicable policies.

Do the rules vary by location or use case?
The Terms cited here are localized to the UK. YouTube’s policies and applicable law can differ by locale and circumstance, so this summary does not establish whether a particular collection or use is lawful everywhere. YouTube’s Terms include an exception where automated access or copying is permitted by applicable law; that is not a universal exemption, and its application depends on the relevant law and facts.

For analytics developers, YouTube’s API Services Terms revision history records additional derived-metrics and data-storage policies on May 4, 2026. The history says these provisions apply to audited developers who explicitly apply for permission starting June 1, 2026. Those dates concern that defined scope; they do not establish a general retention rule for every API user. The revision-history page states it was last updated September 29, 2026.
