Treat it as a possible incident, preserve what you can, and follow your organization’s response plan. The first decisions are about safe containment and getting the right people involved, not declaring a breach before the evidence supports it.
What to do first after a suspicious security alert
At 02:13, start with the facts you can see and distinguish them from what you do not yet know. Record the alert and the time it triggered, the account or asset it identifies, the evidence shown, and any actions already taken. Keep the language precise: “suspicious alert” or “possible incident” is appropriate until the investigation supports a stronger conclusion.

- Capture the alert details. Preserve the alert or its available record and note the affected system or identity, what triggered the alert, and what evidence is visible. Mark unresolved questions rather than filling gaps with assumptions.
- Activate the response plan and contact tree. Notify the incident lead, security or IT responders, and any managed incident-response provider designated by your organization. Use the plan’s approved communication channels; consider out-of-band communication if normal systems may be affected.
- Bring in the roles the situation requires. Depending on the affected services, information, and business impact, involve legal counsel, communications, business continuity, leadership, and the insurer. CISA recommends a designated crisis-response team that includes technology, communications, legal, and business-continuity roles, and advises coordinating internal and external responders. CISA’s business logging guidance discusses those roles; the CISA #StopRansomware Guide also covers reporting and coordination.
Should you take the affected system offline?
Containment matters, but choose the action with the incident lead and qualified responders where possible. CISA’s ransomware-focused guidance recommends isolating impacted systems; when several systems or subnets appear affected, broader network isolation may be appropriate. The scope should follow observed impact and the organization’s plan, with safety, critical services, and dependencies in view.

| Option | What it can do | What to weigh |
|---|---|---|
| Isolate the identified system from the network | Can limit continued access or spread while keeping the system powered. | Coordinate the action and consider dependencies and service impact. When feasible, CISA describes disconnection as the preferred route over powering down. |
| Isolate a wider network segment or multiple systems | May be appropriate when evidence points to several impacted systems or subnets. | Broader isolation can interrupt critical services; base its scope on observed spread and coordinate with the people responsible for continuity and safety. |
| Power down the host | Stops the host from running. | Powering down can destroy volatile-memory evidence. CISA describes it as a fallback when disconnection is not possible, rather than a casual first step. |
These are not instructions to delay urgent action when people or essential services are at risk. Follow the approved incident plan and responders’ direction; if isolation cannot be done safely or promptly, escalate that constraint immediately.

- FULL-COLOR 1080P, DAY AND NIGHT: See clearly in low light with a large-aperture lens and built-in spotlights. Capture full-color night vision up to 30 ft away to monitor for possible intruders or motion.
How to preserve evidence during the incident
Before cleanup, reimaging, or broad configuration changes, establish what evidence responders may need and who is responsible for preserving it. Some evidence is short-lived: CISA specifically identifies memory, Windows Security logs, and firewall log buffers as examples to preserve. Qualified responders may also consider memory captures and system images under the organization’s evidence procedures.
- Preserve available endpoint, network, cloud, and identity logs; logging can help detect activity earlier and support investigation. See CISA’s guidance on logging business systems.
- Prioritize evidence with high volatility or short retention, coordinating collection with responders so containment does not unnecessarily destroy it.
- Avoid ad hoc cleanup, reimaging, or broad changes until evidence needs are understood and the incident lead approves the approach.
When can you call it a breach?
A security alert may indicate suspicious activity, but it does not by itself establish that a person accessed data, that data left the organization, or which information was affected. Scope what systems, identities, and data may be involved, separating confirmed indicators from likely reach and open questions. Communicate those categories plainly rather than presenting an unverified possibility as a finding.

Whether an event triggers a legal or contractual notification duty depends on the facts, the data, the organization’s sector and contracts, and the relevant jurisdiction. There is no universal deadline that can be inferred from an alert alone. Consult counsel and the applicable requirements; CISA’s response guide directs organizations to consider notification obligations and legal advice.

Scope and prioritize
Work with responders to identify potentially affected systems, accounts, and data. Prioritize safety and critical services, and map dependencies before containment or restoration actions could disrupt them. Keep leadership informed and coordinate any external support through the incident lead.

Seek outside assistance when appropriate
A serious or complex incident may require specialist incident-response support. Contact CISA, the FBI, or other assistance channels listed in the CISA #StopRansomware Guide when appropriate to the event. Legal questions require advice that accounts for the organization’s jurisdiction, sector, data, contracts, and facts.
Restore only with a recovery plan
Recovery comes after containment and planning. CISA’s ransomware response checklist describes restoring from clean backups, prioritizing critical systems, documenting lessons, and preventing reinfection. Treat backup cleanliness and restoration safety as things to verify—not assumptions—and sequence recovery around service criticality and dependencies.

Which response guidance applies?
NIST finalized SP 800-61 Revision 3 on April 3, 2025. It aligns incident-response recommendations with the Cybersecurity Framework 2.0, integrates response into cybersecurity risk management, and supersedes Revision 2. NIST says: “Incident response is a critical part of cybersecurity risk management and should be integrated across organizational operations.”

The CISA #StopRansomware Guide, whose listed revision is October 19, 2023, is a joint operational resource involving CISA, MS-ISAC, NSA, and FBI. Its checklist covers detection and analysis, reporting and notification, containment and eradication, and recovery. It is ransomware-focused, so use it as a response reference rather than assuming every incident follows the same technical sequence.
The cited guidance does not establish a general probability that a suspicious alert is a breach. The incident’s evidence and scope—not an invented percentage—should determine what you report.
