Only if you can prove what the customer authorized, identify which agent acted, and verify that the final payment stayed within those limits. Agentic commerce—when an AI agent searches, compares, or transacts for someone—should be treated as delegated authority, not as permission to hand an agent unrestricted access to a wallet or raw payment credentials. Tokenization, authentication, and transaction checks can reduce risk, but they do not make every interaction safe or eliminate disputes.
What a safe agent payment needs to prove
A payment can look legitimate and still be wrong for the customer. A recognized shopping agent is not proof that the customer approved a particular purchase; a valid payment credential is not proof that the eventual merchant, amount, or item matches the customer’s instruction.

Build the control around three separate questions:
- Who authorized it? Record the customer instruction and how the customer authenticated it.
- Which agent acted? Identify the agent separately from the customer and retain information about the agent’s stated intent.
- Did the payment stay within scope? Compare the payment request with the authenticated instruction before authorization.
Visa’s Visa Intelligent Commerce overview describes controls intended to match credential requests to an authenticated instruction and authorization requests to the intended merchant and amount. Those checks address important parts of the problem; they are not a guarantee against every error, fraud scenario, or later dispute.

How the described purchase flows work
Visa Intelligent Commerce: authenticate an instruction, then check the transaction
In Visa’s description, a user can add a Visa card, complete step-up verification, and set up a passkey for future instruction authentication. When an agent proposes purchases, the user is asked to agree and authenticates the payment instruction with the passkey. The platform then checks credential requests against that instruction and applies network-level controls; authorization controls are described as checking that the request is from the intended merchant for the correct amount. Visa also describes purchase outcome signals that can support dispute resolution. The initial purchase flow is facilitated through guest checkout and key entry or form fill. These are Visa’s published product descriptions, not evidence that every issuer, merchant, or market supports the flow.

The Visa page describes merchant and amount checks. It does not establish that every implementation supports other possible limits, such as product category, time window, or purchase count. Ask the provider which constraints are actually enforced and at what stage.
OpenAI and Stripe: coordinate the purchase without handing over raw credentials
OpenAI describes Instant Checkout and the Agentic Commerce Protocol (ACP) as a way for ChatGPT to pass purchase information between a user and a merchant. The merchant accepts or declines the purchase, processes payment through its provider, and remains responsible for fulfillment and customer support. OpenAI says users explicitly confirm each step and that encrypted payment tokens are authorized for specific merchants and amounts with user permission. Stripe describes Shared Payment Tokens as allowing an agent to initiate a payment with the buyer’s permission and preferred payment method without exposing the underlying credentials to the agent. Stripe also says Link is intended to provide visible customer controls, including spending limits or explicit agent permissions.

Visa says its Trusted Agent Protocol specifications use agent-specific cryptographic signatures and fields for agent intent, consumer recognition, and optional payment information. Visa says the initial specifications apply to its network in this phase and notes alignment work with standards bodies including the IETF, OpenID Foundation, and EMVCo. That is not a claim of a universal, cross-network standard. Agent identification can help a merchant distinguish approved agent traffic from other automation, but it does not replace authenticating the customer’s purchase instruction. Details are in Visa’s Trusted Agent Protocol announcement.

Compare approaches by the controls they actually provide
These approaches address different layers. A protocol for coordinating a checkout is not the same thing as a network’s authorization controls, and a signal that identifies an agent is not itself customer consent.
| Approach | What its cited description says | What to verify before adopting it |
|---|---|---|
| Visa Intelligent Commerce | Agent-specific tokens, passkey-authenticated user instructions, credential checks, network transaction controls, and purchase outcome signals. | Issuer and network participation, token lifecycle, supported instruction constraints, merchant-and-amount enforcement, and how evidence reaches your dispute process. | Visa Trusted Agent Protocol | Cryptographic signatures and information for agent intent, consumer recognition, and optional payment data; Visa says the initial specifications apply to its network in this phase. | How the agent is verified, what merchant integration requires, how the customer is recognized, and the protocol’s interoperability status. | OpenAI ACP and Stripe Shared Payment Tokens | OpenAI describes an open protocol for agent-and-merchant purchase coordination; Stripe describes permission-based shared tokens that avoid exposing payment credentials to the agent. OpenAI describes the merchant as controlling payment processing and fulfillment. | Processor support, checkout handoff, customer confirmation, merchant-of-record responsibilities, and integration requirements. OpenAI description · Stripe description |
| Stripe Link agentic controls | Stripe says Link is intended to expose controls such as spending limits and explicit agent permissions. | Whether those controls are live for the target customer and geography, how permissions are displayed, and how a user can revoke them. Stripe description |
| x402 and MPP machine-payment approaches | Visa’s July 14, 2026 report describes these as machine-native payment approaches and reports very small average payments in the activity it discusses. | Payment size, settlement rail, fees, dispute and reversal model, and whether the intended use is consumer retail or machine-to-machine micropayment. Visa report |
The activity figures for x402 and MPP should not be mistaken for card-retail adoption. Visa’s July 14, 2026 summary of Visa/Artemis data reports roughly $15.0 million in adjusted onchain volume across 109.6 million x402 transactions since the protocol’s May 2025 launch. For MPP, it reports about $25,000 across roughly 115,000 transactions in the first few weeks after a mid-March 2026 launch. Those are protocol activity figures, not retail card spending.

Merchant readiness checklist
Use this checklist before enabling agent-originated purchases in production. If a control is not supported by a provider, document the gap and decide whether the use case can safely proceed without it.
- Define customer authorization. Specify what the customer must approve, how that instruction is authenticated, and whether it applies to one purchase or a broader delegated task. Require the authenticated instruction before the agent retrieves payment credentials.
- Set the enforceable scope. Bind authorization to transaction details your system can check, such as merchant and amount. Ask explicitly whether category, spend cap, time window, quantity, or purchase-count restrictions are available; do not assume they are.
- Protect the underlying credential. Prefer delegated or tokenized payment credentials that do not expose the customer’s raw payment details to an agent. Stripe describes this as a goal of Shared Payment Tokens.
- Recognize agent and customer separately. Use verifiable agent identity and intent signals where supported, while retaining a way to recognize the customer behind the transaction. A bot or agent allowlist is not an authorization system.
- Check authorization at payment time. Compare the actual authorization request with the authenticated instruction. A changed merchant or amount should not silently inherit the earlier approval.
- Keep evidence for service and disputes. Preserve the original instruction, relevant identity and authentication evidence, merchant, amount, and purchase outcome under your retention and dispute procedures. Visa specifically describes commerce signals as supporting dispute resolution.
- Define change and failure handling. Decide what happens if the agent changes the item, merchant, amount, shipping details, or quantity after approval. Set rules for re-authentication, rejection, or human review; the cited product descriptions do not define every exception policy for your business.
- Test the merchant journey end to end. Check bot defenses, guest and authenticated checkout, fraud review, customer support, refunds, and fulfillment. Visa identifies bot detection, agent-driven checkout, and consumer visibility as merchant challenges.
- Govern the rollout. Verify availability, supported markets, issuer and processor participation, logging, permission revocation, and incident response before allowing live transactions. Product scope and eligibility can change.
Decide whether the system is ready for live transactions
Run a limited launch only when the customer instruction, agent identity, transaction checks, and evidence path work together. Test ordinary purchases as well as mismatches: an amount above the approved limit, a different merchant, a changed item or quantity, a missing agent identity signal, and a payment attempt after permission is revoked. Confirm the expected outcome for each case—block, ask the customer again, or route for review—and make sure the event is logged for support and dispute handling.

Scale and consumer interest are reasons to prepare, not proof that controls are adequate. Visa cited Adobe Data Insights figures from August 2025 reporting a more than 4,700% increase in AI-driven traffic to U.S. retail websites over the prior year; that is a traffic change, not a measure of purchases or a global estimate. The same Adobe source reported that 85% of shoppers who had used AI to shop said it improved their shopping experience; that figure applies to surveyed AI-shopping users, not all shoppers. Visa’s discussion appears in its Trusted Agent Protocol announcement.
Hardware security keys are not a stated requirement for the Visa passkey flow. A hardware key may be an option if a customer’s passkey provider supports that authentication method, but verify compatibility with the identity provider; the cited Visa description does not name required devices.
Who owns the remaining risk?
Delegated authority crosses organizational boundaries. The customer authenticates an instruction; the agent communicates intent; the merchant decides whether to accept the checkout and fulfills the order; payment providers and networks apply their own credential and authorization controls. Agree in advance which party records permission, handles revocation, investigates a mismatch, responds to customer complaints, and supplies evidence in a dispute. Do not assume that an agent signature settles those responsibilities.
