To publish a game on Xbox, first choose the right route: managed Xbox publishing for console or full Xbox services, or Microsoft’s self-service route for a PC-only Win32 game. Then prepare platform-matched packages, complete Partner Center product details and Store listings, pass certification, and test the RETAIL version before launch. The routes have different enrollment requirements, and Xbox RETAIL publication has specific branch and revenue-SKU requirements.
Choose your publishing route first
Microsoft documents Partner Center as the portal for product setup and publishing, but a PC-only release and a managed Xbox release do not follow the same access path.

For managed Xbox publishing, Microsoft’s ID@Xbox page says concept reviews are handled on business days and can take up to three weeks, typically 10–15 business days. Treat this as a planning estimate rather than a guarantee. Approval and signed Title Licensing Agreement and GDK License Agreement are needed to complete enrollment and gain full Xbox publishing permissions. Review the Game Publishing Guide, ID@Xbox onboarding instructions, and the PC GDK publishing guide for the route that fits your release.
Prepare a package for every supported platform
Use Microsoft’s Xbox publishing readiness checklist to match package formats to platforms. A game supporting more than one platform needs a certified package for each supported platform, not just one successful submission.

If certification fails, read the certification report, address Build Verification Test (BVT) failures and Certification Failure Reasons (CFRs), then rebuild, test, and submit a corrected package. See Microsoft’s Xbox publishing readiness checklist for package and product readiness details.

- Provide a valid Submission Validator log file for each package. Check that it contains no failures or unexpected warnings.
- After uploading an XVC, upload its matching EKB file.
- Include symbol files if you want enhanced crash reporting.

Complete technical properties and Store listings
Set product properties to reflect what the game actually supports. Select only technical capabilities the title uses, and confirm that device families and other product settings match the release.

PC-specific settings
For PC releases, configure supported input devices along with minimum and recommended system specifications. Microsoft’s readiness checklist says not to configure these PC settings for console-only titles.
Listing languages
Complete the required Store listing languages for the product. Treat language coverage as a release requirement, not merely presentation polish: missing listing content can leave a product module incomplete.

Check age ratings and market coverage
Answer the IARC questionnaire accurately and retake it if the game’s content answers change. If you upload rating certificates, verify that their values and descriptors match the configured ratings and that the ratings cover every selected market.
Physical-disc releases follow a different rating step: Microsoft’s Final Certification instructions say IARC ratings cannot be used for discs. Override the IARC rating and upload the applicable age-rating certificate for each disc market. The readiness checklist and Final Certification instructions cover these requirements.
Set pricing, availability, and release configuration
Verify the markets, price, release date, audience, and applicable Xbox settings before publishing. Xbox products use the Reseller pricing model. A revenue SKU is required to publish an Xbox product to RETAIL; without one, the product can still be submitted for certification or published to development sandboxes.
Certify the required modules and publish from Main
Store Listings and Pricing and Availability can be certified separately from Packages, but every required module must pass before RETAIL publication. The Xbox publishing instructions specify that the Main branch supplies packages, pricing and availability, and Store listings. The RETAIL publish page also checks that required product modules are complete.
- In Partner Center, review the product modules and complete any required setup.
- Submit Packages, Store Listings, and Pricing and Availability for certification as applicable; track each module until it passes.
- Confirm the release materials you intend to publish are in the Main branch.
- On the RETAIL publish page, resolve any incomplete-module checks before publishing.
Microsoft notes that publishing stages must finish in sequence, and lists estimated processing, certification, and publishing durations. Those timings can vary by submission, so check the current Partner Center status rather than treating an estimate as a launch commitment. Follow the current RETAIL publishing instructions.

Microsoft explicitly advises testing games in RETAIL before release. Acquire the RETAIL version and follow the recommended RETAIL testing guidance linked from Partner Center. Verify that the release audience and date are set as intended before customers are expected to access the game.
Release-readiness checklist
- Publishing route and access are confirmed for the intended platforms.
- A platform-matched, certified package exists for every supported platform.
- Each package has a valid Submission Validator log; XVC submissions include the matching EKB.
- Technical capabilities, device families, PC input settings, and system specifications reflect the actual game.
- Ratings, descriptors, market coverage, and required Store listing languages are complete.
- Markets, price, release date, audience, Xbox settings, and revenue SKU are ready for RETAIL where applicable.
- Required modules have passed certification and release materials are on Main.
- The RETAIL version has been tested and release access settings checked.
