Xbox will introduce monthly cloud-gaming allowances for Game Pass subscribers in November 2026. The Ultimate plan will include 15 hours per month, while Premium includes 10 and Essential includes 5. Until the change takes effect, eligible subscribers can continue streaming without these monthly caps.
Microsoft estimates that the metered model will affect 4% of Game Pass subscribers. Once a member uses the included hours, Xbox says additional cloud playtime will be sold through the Xbox Store, but it has not yet announced the price, bundle sizes or a universal expiry policy.

When do the Xbox Cloud Gaming limits start?
The change is scheduled to begin in November 2026. Xbox’s September 3, 2026 announcement describes this as a future change; the current service remains uncapped for eligible Game Pass subscribers until the new system launches.

Xbox/Microsoft acknowledged the impact on frequent cloud players: “We recognize that introducing limits is a meaningful change, particularly for players who regularly spend more time gaming through the cloud.” The company says it will publish pricing, purchasing details, eligible games and remaining-time tracking before the change takes effect.

The announcement does not provide a complete country-by-country launch schedule. Availability and implementation can therefore differ by market.

How many cloud hours each Game Pass plan includes

The catalog figures are the counts shown on Xbox’s current service page and can change. Plan features, day-one availability and included extras vary by tier and market. Xbox also lists benefits such as EA Play, Fortnite Crew, Ubisoft+ Classics, online multiplayer and Rewards multipliers, but the exact combination depends on the plan and region.
What happens when your included hours reach zero?
Xbox says subscribers will be able to purchase additional cloud playtime through the Xbox Store after consuming their monthly allowance. The company has not yet stated the cost, how many hours each purchase provides, whether unused purchased time expires, or whether every market will receive the same packages. Do not use the current announcement to estimate the new effective monthly cost; those details are still pending.

Microsoft also has not published a complete list of games that will count toward the meter. It says eligible games and remaining-time tracking details will be provided before launch.
Do free-to-play games use the allowance?
Not necessarily. Xbox’s cloud-gaming service page says selected free-to-play games, including Fortnite, can be streamed with a free Microsoft account in a supported region. Subscription requirements, game catalogs and cloud eligibility vary by title, plan, platform and country, so a free-to-play exception should not be treated as a blanket exemption for every game.

Occasional players
Fifteen hours can cover short sessions for someone who streams only occasionally. Before choosing Ultimate specifically for cloud access, total your typical monthly playtime and compare it with the allowance rather than assuming the largest plan is automatically the best value.

Frequent cloud players
If you regularly exceed 15 hours, the new extra-time price will determine whether staying subscribed or buying additional hours is economical. Wait for Microsoft’s published prices, bundle sizes and market rules before making that calculation.
Players who mostly install games
The hour meter concerns cloud streaming. Downloaded or console-installed play is a different use case, although each Game Pass tier’s catalog, online multiplayer rights and other benefits still matter when selecting a plan.

Cloud play supports phones, tablets, PCs, Xbox consoles, selected smart TVs, Amazon Fire TV and selected Meta Quest headsets. A compatible controller is required for most games; some titles offer touch controls instead.
- Xbox recommends at least 10 Mbps for mobile play.
- It recommends at least 20 Mbps on consoles, PCs and tablets.
- Device, browser, accessory, game and regional compatibility can limit what is available even when a subscription is active.
For mobile play, Xbox names the Backbone One – Xbox Edition among compatible accessories. Check the current product listing, price and regional compatibility before buying any accessory.
How to decide whether Ultimate still fits
- Record how many hours you actually stream in a typical month.
- Compare that number with the 15-hour Ultimate allowance, or the 10-hour Premium and 5-hour Essential allowances.
- Check whether the games you play are in your plan’s catalog and available for cloud streaming in your region.
- Confirm that your device, controller and internet connection meet Xbox’s requirements.
- If your usage exceeds the allowance, wait for Microsoft’s extra-hour pricing and expiry rules before switching plans or budgeting for add-ons.
What is still unknown before the November rollout?
- Price of additional cloud hours
- Hours included in each add-on bundle
- Whether purchased time expires, and under what conditions
- Complete country-by-country availability and launch dates
- The final list of games counted by the meter
- How remaining time will be displayed and tracked
These details are expected before the change takes effect. Until then, the confirmed figures are the monthly allowances—15 hours for Ultimate, 10 for Premium and 5 for Essential—and the fact that current eligible subscribers remain uncapped before the November 2026 transition.
