Workload Identity: How to Give Software Access Without Long-Lived Cloud Keys

Workload identity lets software prove who it is before receiving narrowly scoped access. Compare cloud federation with SPIFFE/SPIRE and learn the trust-policy checks that matter.

Workload identity lets a service, Kubernetes workload, or CI/CD job prove which software identity it represents so another system can decide what it may access. Instead of storing a permanent cloud key in a pipeline or application, a workload can use a trusted identity assertion to obtain short-lived access. The key security point is that proving identity and granting permission are separate steps: federation does not make authorization automatic.

What workload identity means

A workload identity belongs to a software process, service, or automation job. The workload presents evidence of that identity to a relying system, such as a cloud provider or another service. The relying system checks whether it trusts the issuer and whether the identity meets its conditions; authorization policy then determines which resources and actions are allowed.

This model can be more specific than attaching a shared credential to a host, repository, or cluster. It is especially useful when a deployment job or service needs access to cloud resources but should not carry a long-lived cloud key. It does not eliminate every secret: systems that do not trust the workload’s issuer may still require other credentials.

How federation replaces a stored cloud key

  1. The workload proves its existing identity. A CI/CD platform, cloud environment, or identity service issues an assertion about the job or workload. In an OIDC flow, this is an OIDC token.
  2. The target provider validates the assertion. Its trust configuration checks the issuer, intended audience, and relevant claims or mapped attributes. Conditions should identify exactly which repository, branch, environment, workload, or external identity is acceptable.
  3. The provider applies authorization policy. If the assertion matches the configured trust relationship, the provider issues a short-lived token or temporary role credentials with the permissions assigned to that identity.

The assertion is evidence of identity, not a permission grant by itself. A broad trust rule can admit unintended workloads, while an overpowered role can give an otherwise legitimate workload excessive access. Trust conditions and least-privilege permissions must both be deliberate.

Choose the identity approach that fits the boundary

Approach Strong fit Main decision Policy control to emphasize
GitHub Actions OIDC with a cloud provider Deployment jobs that need cloud access for a run How well the provider integration expresses the workflow’s trust conditions Restrict which repository, branch, environment, or workflow can exchange tokens. GitHub recommends configuring at least one provider-side condition.
AWS IRSA or EKS Pod Identity Workloads running on Amazon EKS that need AWS IAM access Which EKS identity mechanism best fits the cluster and workload operations Assign workload-specific IAM permissions rather than relying on broad node credentials.
Google Cloud Workload Identity Federation External, multicloud, or pipeline workloads that need Google Cloud access Provider setup, attribute mapping, and direct access versus service-account impersonation Scope IAM grants to appropriate principals or attributes and use conditions; avoid granting access indiscriminately to every identity in a pool.
SPIFFE and SPIRE, with OIDC or SPIFFE federation Heterogeneous systems that need portable service identity across platforms or trust domains Whether portability justifies operating a shared identity framework instead of relying only on provider-specific integration Define which trust domains, issuers, and foreign bundles are accepted; federation should include only intended domains.

Provider-native federation for pipelines and cloud workloads

CI/CD jobs using OIDC

GitHub Actions documents a job-scoped OIDC token flow that can be exchanged with a cloud provider rather than storing long-lived cloud credentials as GitHub secrets. The workflow or job needs the id-token: write permission to request that token. That permission allows token retrieval; it does not grant permission to change cloud resources. The provider-side trust policy and the role or IAM permissions still determine access.

Constrain the provider’s trust policy to the intended organization and repository, and use branch, environment, or workflow conditions where appropriate. AWS specifically warns that a missing or overly broad GitHub sub condition can allow workflows outside the intended scope to assume a role.

Kubernetes workloads on Amazon EKS

AWS documents two workload identity paths for EKS: IAM Roles for Service Accounts (IRSA), which associates an IAM role with a Kubernetes service account, and EKS Pod Identity. Choose based on the cluster’s and team’s operational requirements, then assign each workload only the IAM actions and resources it needs. The two mechanisms are provider-supported options, not a reason to leave workloads dependent on broad credentials available to a node.

External workloads accessing Google Cloud

Google Cloud Workload Identity Federation can establish trust with external identity providers and supported sources, including OIDC, SAML, deployment services, AWS, and Azure. A workload identity pool and provider define that trust. Map useful incoming claims to attributes, then grant IAM access to narrowly scoped identities or attribute sets and add conditions as needed. Depending on the design, an external identity can access resources directly or impersonate a service account. Google warns that granting access to every identity in a pool can create risk.

Portable service identity with SPIFFE and SPIRE

SPIFFE (Secure Production Identity Framework for Everyone) is an open standards framework for identifying software systems in dynamic, heterogeneous environments. SPIRE is a reference implementation of SPIFFE; it is not the standard itself.

  • SPIFFE ID: names a software entity.
  • SVID: a SPIFFE Verifiable Identity Document that carries verifiable identity. Workloads can receive X.509 or JWT SVIDs.
  • Workload API: provides a standardized way for workloads to retrieve identity-related information and services, including SVIDs and trust bundles.

SPIFFE federation lets one trust domain validate identities from another by exchanging trust-bundle information. Each domain remains under its own authority; federation does not create automatic global trust or require identity translation. Operators must explicitly decide which external bundles and identities are trusted.

SPIFFE/SPIRE is most relevant when services span different platforms, clusters, or administrative domains and a portable identity model matters. It can coexist with provider-native federation: a team might use cloud-provider identity for cloud API access and SPIFFE/SPIRE for service-to-service identity across environments. That combination adds operational scope, so it should reflect an actual architecture need rather than a default requirement.

Checks to complete before rollout

  • Pin down the identity boundary. Identify the precise issuer and the workload attributes that distinguish approved jobs or services from other workloads.
  • Restrict trust conditions. Validate issuer and audience, then constrain subject claims or mapped attributes to the intended repository, branch, environment, service account, or trust domain.
  • Keep authorization narrow. Grant only the required resources and actions. A successful identity exchange must not imply broad account or project access.
  • Review who can change the policy. Control changes to provider trust configuration, IAM roles, attribute mappings, workflow permissions, and SPIFFE federation bundles because these define the access boundary.
  • Test both allowed and denied cases. Confirm an intended workload can obtain only its expected access, and that a similar but unauthorized workload, branch, or identity is rejected.
  • Plan for operational ownership. Decide who maintains issuer configuration, trust conditions, role permissions, trust bundles, and recovery procedures when an issuer or workload changes.
  • Recheck live provider requirements. EKS configuration details and Microsoft Entra integration prerequisites can change. Follow the current AWS, SPIRE, and Microsoft documentation for account, cluster, version, permission, and setup requirements.

When SPIFFE connects to Microsoft Entra

Microsoft documents an integration in which an OIDC discovery provider publishes metadata and JWKS so Microsoft Entra can validate JWT-SVIDs and exchange a trusted identity for an Entra token. This is a specific integration path, not a blanket compatibility guarantee: follow current SPIRE and Entra prerequisites, version requirements, and permissions, and define precisely which identities Entra is permitted to trust.

A practical decision rule

  • For a pipeline that needs access to one cloud provider, start with that provider’s supported OIDC federation flow and tightly constrained trust conditions.
  • For workloads already running on a provider-managed Kubernetes platform, compare its native workload identity options against the cluster’s operational needs.
  • For service identity across heterogeneous platforms or independently governed trust domains, assess SPIFFE/SPIRE and the team’s capacity to operate it.
  • Use more than one mechanism when distinct access boundaries require it, not simply to accumulate identity systems.

Whichever path you choose, the durable design is the same: establish a verifiable workload identity, trust only the intended issuer and claims, and separately authorize the minimum access that identity needs.
