The right workers’ compensation claims system depends on who operates it and which parts of the claim lifecycle it must support. Compare products against your organization’s actual claim types, jurisdictions, workflows, integrations, and evidence requirements—not the number of features in a vendor brochure. Insurer platforms, government program systems, employer and TPA claims administration, clinical case-management services, and law-firm matter-management products may use similar labels but serve different jobs.
Start with the buyer and claim scope
Before comparing features, define the operating model. A carrier may need workers’ compensation alongside other insurance lines and policy workflows. A public agency may need program-specific review and compensation processes. A self-insured employer or third-party administrator (TPA) may prioritize employer reporting, claim administration, and coordination with payroll, HR, and medical partners. A clinical case-management service or law-firm matter-management product is not automatically a substitute for a core claims platform.

Write down who will use the system, which claims it will handle, which jurisdictions apply, and which responsibilities remain with external administrators or service partners. Include claim volume and complexity in the scenarios vendors must demonstrate. This scope keeps the comparison focused on fit rather than broad product labels.
Compare the claim lifecycle, not a feature count
Map the processes your organization needs from first notice through closure. Use the same representative scenarios for each shortlisted product, and ask the vendor to show the workflow in the product rather than simply confirm a capability on a checklist.

Intake, first report, triage, and assignment
Compare supported intake channels, required and configurable fields, duplicate detection, and how a report becomes a claim record. Ask whether employers, claimants, brokers, and other third parties can submit information, and whether severity or complexity can route claims to appropriate teams. Terra says its system accepts incident details through online forms, email, and phone and supports prioritization and assignment. Guidewire describes automated first report of injury (FROI) workflows. These are vendor-described capabilities; test them using sample claims and your own intake rules.
Workflow, tasks, documents, and communications
Check configurable claim states, adjuster diaries and reminders, approvals, escalation, document indexing and search, correspondence, claimant and employer communications, and audit history. Terra describes customizable workflows, automated emails, diaries and texts, and indexed claim documents. Ask for a demonstration that includes overdue tasks, reopened claims, litigation holds, record corrections, and an audit trail showing who changed what and when.
Jurisdiction-specific rules and compliance
Requirements vary by state and program. Evaluate support for average weekly wage (AWW) and benefit calculations, current state and federal forms, electronic data interchange (EDI), mandatory reporting, and the process for maintaining and auditing rule changes. Origami Risk describes state-statute AWW and indemnity calculations, EDI, state and federal forms, CMS Section 111 reporting, and OSHA reporting. Guidewire describes indemnity calculation guidance according to jurisdictional requirements. Tyler Technologies’ government-focused page refers to OWCP findings and compensation processes; the available description is limited to its search-result excerpt.

For every required jurisdiction and claim type, ask the vendor to run representative scenarios and identify what is configured, maintained, or left to customer staff. Product descriptions are not legal advice or proof that a particular customer’s configuration is current or compliant.
Medical coordination and return to work
If your organization coordinates care, compare provider-network support, medical bill review and pharmacy benefit manager (PBM) integrations, utilization or treatment management, work-status tracking, return-to-work planning, and case-manager handoffs. Guidewire describes treatment-plan and provider coordination as well as return-to-work strategies. Origami Risk says it offers integrated Official Disability Guidelines (ODG) evidence-based treatment best practices and integrations with medical bill review and PBMs. Confirm licensing, data flows, clinical governance, and where the software’s responsibility ends and a partner’s begins.
Reserves, payments, settlement, litigation, and closure
Check that financial workflows match your authority limits and controls. Relevant functions may include reserves, indemnity calculations, medical and expense payments, reconciliation, settlement approvals and documentation, litigation deadlines, counsel coordination, and closure. Guidewire describes reserves, jurisdictional indemnity guidance, and automated medical and expense payments. Terra describes electronic-payment and paper-check integrations, settlement negotiation, and litigation management. Demonstrate approval limits, accounting interfaces, audit trails, and how corrections or changes are handled.

Test reporting, integrations, and access to data
Reporting and workers’ compensation claims analytics
Ask for operational views such as claim inventory, age, overdue tasks, and adjuster caseload; financial views such as reserves and paid or incurred amounts; and outcome, loss-run, injury-trend, and adjuster-performance reporting. Terra describes role-based dashboards for adjusters, supervisors, and management, real-time reporting, and Power BI integration. Workpartners describes standard and custom reports, loss runs, injury trends, adjuster performance, and real-time claim viewing for authorized users.
Compare refresh intervals, filters, export options, role-based access, metric definitions, and whether users can trace a reported figure back to underlying claims. Ask the vendor to reconcile sample reports to source claim records; a dashboard label alone does not establish that two products calculate a metric the same way.
Integrations, data movement, and architecture
List the systems that must exchange data: policy administration, payroll, HR, identity, finance, payments, documents, analytics, medical bill review, PBMs, and government reporting. For each connection, establish whether it is a maintained connector, API, file exchange, or manual process. Test direction and timing of data movement, field mapping, failures, exception handling, reconciliation, and who owns changes.
Terra advertises an open API and policy, CRM, financial, and payment integrations. Origami Risk lists predictive models, medical bill review, PBMs, and other workers’ compensation tools. Those descriptions help identify connections to examine; they do not establish compatibility with a buyer’s particular systems or data quality.
Require security, privacy, and audit evidence
Claims records can include sensitive employment, medical, and financial information. Request current independent assurance reports and review their scope, rather than relying on a badge or general security statement. Ask for evidence covering:

- Encryption in transit and at rest, audit logging, backup, and recovery.
- Breach response, retention and deletion, hosting geography, and subcontractors.
- Contractual responsibilities for security incidents and data handling.
The reviewed product materials use general security language. Terra’s page displays a SOC-related image badge, but the materials do not substantiate a certification, report scope, or specific control set. Treat security claims as questions to verify with current documentation and procurement review.
Compare implementation, support, and total cost
Request a written implementation plan that covers data migration, cleansing and reconciliation, jurisdiction setup, workflow configuration, integration work, acceptance criteria, training, rollout, support, release cadence, and ongoing customer effort. Terra describes implementation testing, launch support, and post-implementation review. Origami Risk promotes a standard workers’ compensation package and starter kit. Those descriptions do not establish a comparable delivery schedule or effort estimate.
Obtain a use-case-specific statement of work, total-cost model, service-level terms, and references from customers with a similar operating profile. Clarify the pricing basis, renewal and termination terms, data export, and transition assistance. The product materials described here do not provide comparable prices, contract terms, service levels, or implementation benchmarks.

Shortlist products only after defining the use cases and evidence each must satisfy. Score them against the same scenarios, distinguishing demonstrated behavior from advertised features and unverified assumptions.

- Security and privacy: documented controls, independent assurance, hosting, incident response, retention, and contract terms.
- Implementation and service: migration, training, schedule, support, release impact, and customer effort.
- Economics and exit: implementation and recurring costs, pricing basis, renewal and termination, data export, and transition support.
Use a demonstration script built from realistic cases: a routine report, an urgent or complex claim, a jurisdiction-specific calculation, a payment or settlement approval, a failed integration, and a report reconciliation. Require vendors to explain any step handled outside the platform.

Before relying on or reproducing an outcome, request the original case study, measurement period, baseline, sample, methodology, and permission to reproduce it.
What vendor materials do—and do not—establish
Provider pages and product sheets can identify advertised features and potential providers. They do not by themselves prove usability, current legal compliance, security controls, compatibility, improved outcomes, implementation speed, or value for money. The product descriptions considered here do not establish like-for-like independent performance, pricing, market share, security assurance, or contract terms. Make the decision through scenario-based demonstrations, customer references, procurement documentation, and legal and security review.
