For a new workflow that saves individual pages as PDFs, start by evaluating Chrome Headless; keep wkhtmltopdf when you depend on its established output and have validated it for your pages. Neither is a complete website archive: both produce page-oriented PDFs, not a replayable capture of a site and its linked resources. Choose by testing your actual pages, and use a web-archiving workflow such as WARC when preservation of the site itself is the goal.
First decide what you mean by “website archiving”
If you need a readable, fixed-layout copy of one page, printing it to PDF may be suitable. If you need to preserve a site so its pages and supporting resources can be discovered and replayed, a PDF from either tool is not enough. The Library of Congress identifies WARC as its preferred format for web archives; WARC can aggregate harvested resources and related records. Library of Congress: WARC

PDF/A is a family of ISO-standardized PDF forms intended for long-term preservation of page-oriented documents. Choosing PDF/A may address preservation requirements for a PDF, but it does not turn that PDF into a multi-resource website capture. Library of Congress: PDF/A

How wkhtmltopdf and Chrome Headless differ
| Decision point | wkhtmltopdf | Chrome Headless print-to-PDF |
|---|---|---|
| Rendering engine and project status | Qt WebKit-based command-line renderer. The project’s official downloads page lists stable series 0.12.6, released June 11, 2020. Its GitHub repository was archived January 2, 2023. wkhtmltopdf downloads · wkhtmltopdf GitHub repository | Uses Chrome’s browser engine in headless mode. | Documented print controls | Its manual documents paper settings, headers and footers, document objects, and a --window-status wait option. wkhtmltopdf usage manual |
The command-line reference documents --print-to-pdf, --no-pdf-header-footer, and --timeout. These controls do not guarantee that every page’s scripts and network requests are finished when printing begins. Chrome Headless command-line reference |

chrome --headless --print-to-pdf="page.pdf" "https://example.com"
The documented --print-to-pdf flag saves a PDF; Chrome’s reference describes the default output name as output.pdf in the current working directory. Specify a filename as above when you want a different name. To suppress the browser-generated header and footer, add:
chrome --headless --print-to-pdf="page.pdf" --no-pdf-header-footer "https://example.com"
For pages that take time to load, the documented --timeout flag sets a maximum capture wait. It is a limit, not proof that a particular site’s client-side rendering is complete. wkhtmltopdf
After installing a build appropriate to your operating system, a basic conversion is:
wkhtmltopdf "https://example.com" page.pdf
Use the installed build’s manual to set paper dimensions, margins, scaling, headers and footers, or a wait condition. For example, --window-status can wait for a specified window status; the page must set that status for the condition to help. Consult the wkhtmltopdf usage manual and verify options against the exact binary you deploy.

Compare output on representative pages
There is no established universal winner for fidelity, speed, or JavaScript compatibility. The result depends on the page, its print styles, when its content appears, tool build, options, and runtime environment. Make a small fixture set from pages you are authorized to capture, including pages with different layouts and content types, then inspect the PDFs rather than assuming the newer engine will always match your needs.
- Define the deliverable. Decide whether you need a PDF reading copy or a replayable website capture. If it is the latter, evaluate a crawler/archive workflow instead of treating PDF output as complete preservation.
- Record the environment. Note the tool version/build, operating environment, command options, and relevant page settings so a later run can be compared.
- Check content and timing. Confirm that client-rendered text, images, and other expected material appear. Look for pages that load content after the initial response or depend on external resources.
- Inspect print layout. Check page size, margins, scaling, page breaks, backgrounds, and headers or footers. Review long pages and tables across page boundaries.
- Repeat after changes. Save representative outputs and inspect them when pages, print styles, dependencies, or browser versions change.
Good capture also depends on how a site is built. The Library of Congress recommends standards-friendly structure and accessibility practices, transparent links, and stable URIs; it warns that JavaScript-obfuscated navigation can impede archiving and that excluding CSS and JavaScript can reduce capture quality. Security, reliability, and operating cost
Do not pass untrusted HTML to wkhtmltopdf
The wkhtmltopdf project warns that untrusted HTML can expose the server to takeover and advises sanitizing user-supplied HTML and JavaScript. Treat this as a concrete deployment constraint: do not feed arbitrary user content to the renderer as if it were a harmless document conversion. Project security warning
Make capture failures observable
A successful process exit or generated file does not by itself prove that the PDF contains the intended page. Check for blank or incomplete output, record errors, and inspect representative results. For dynamic pages, use the tool’s documented wait controls where appropriate, then verify that those conditions correspond to content actually being ready.

Budget for repeatable validation
The available documentation establishes no comparative performance, memory, or operating-cost figures for these tools. Measure resource use and throughput in your own environment if they matter to the decision; do not infer them from release age or browser-engine choice. Pinning versions and keeping test fixtures adds maintenance work, but helps identify output changes.
Or skip the browser setup
If the goal is to capture a page as an image or PDF through an API rather than install and operate a local renderer, ScreenshotNeo is an alternative to try first. It is a website screenshot API and MCP server. Its one-request endpoint can return a PNG, JPEG, WebP, or PDF; it is not a substitute for a crawler that creates a replayable WARC website archive.
For a PDF capture, use the endpoint’s PDF option as documented. This basic request returns a screenshot image:

See the ScreenshotNeo API documentation for PDF parameters and other request options. Cookie banners are accepted and removed before capture, along with supported newsletter popups and chat widgets; each cleanup step can be turned off. Bot checks/CAPTCHAs, blank pages, timeouts, failed loads, and cache hits are not billed, and response headers identify the page verdict and billing status. Its MCP server exposes take_screenshot, get_page_info, and capture_pdf for AI agents and MCP clients. The free plan includes 1,000 shots a month with no card; paid plans start at $5 for 3,000 shots. Is PDF/A the same as WARC?
No. PDF/A concerns preservation of page-oriented PDF documents. WARC is a web-archive format for captured resources and related records.
