Authorized alerting officials issue it through the federal Integrated Public Alert and Warning System (IPAWS); WEA is one way IPAWS delivers alerts, not another name for the whole system.
How a Wireless Emergency Alert reaches a phone
Authorized federal, state, local, tribal, or territorial alerting authorities originate a message. IPAWS routes it to participating wireless providers, which broadcast it to compatible devices in the area targeted by the alert. FEMA describes the coverage in relation to cellular towers serving the affected area, so it is a geographic broadcast—not a text sent individually to a list of subscribers. FEMA’s IPAWS Glossary defines WEA and describes this delivery model.

WEA is one part of IPAWS
IPAWS is the broader public alerting system. It can distribute alerts through multiple channels, including WEA, the Emergency Alert System (EAS), NOAA Weather Radio, internet services, and other dissemination technologies. WEA specifically refers to the mobile-phone channel; it does not mean an alert received on radio or television. FEMA’s glossary outlines IPAWS and its pathways.

Why receipt and message details can vary
A phone receives WEA only if it supports the alert feature and is connected to a participating wireless provider with coverage in the target area. Provider participation and geographic coverage are not necessarily universal, and the phone’s make, model, and supported WEA version affect how it handles messages. For a particular device, check current compatibility information from its manufacturer and wireless provider; FEMA notes that provider-maintained compatibility pages can change.

FEMA’s January 2022 capability guide describes these version-level features:
| WEA version | Capability described by FEMA |
|---|---|

| 2.0 | 90- and 360-character messages, with optional Spanish |
| 3.0 | Device-based geofencing |
These are capabilities associated with the versions, not a promise that every phone supports every feature. FEMA also notes uncertainty around device-based geofencing when a phone’s location services are disabled. See FEMA’s WEA capabilities guide for the device and provider qualifications.

How WEA differs from other alert channels
- WEA: Delivered through participating wireless networks to compatible mobile phones in a targeted area.
- EAS: Delivered through broadcast and related media, rather than as a WEA notification to a phone.
- NOAA Weather Radio: A separate radio-based alert channel; an ordinary phone text subscription or NOAA radio is not itself a WEA receiver.
IPAWS can distribute alerts through these distinct channels. Their delivery depends on different infrastructure and receiving equipment, so one channel should not be treated as a substitute for all the others.
How to tell whether a WEA is a test
Read the message for explicit test wording and consider any public advance notice. FEMA’s September 2024 guidance distinguishes public live tests from state or local test messages that appear only on phones opted in to receive them. It says that, under the rules it describes beginning July 2024, participating commercial mobile service providers must support up to two live WEA tests per county or county equivalent per calendar year; those tests should be clearly identified and coordinated with relevant officials. For current test rules, consult FEMA’s September 2024 Tip #28.
