Find and replace yours safely.Free scan · under a minuteFor a new Windows-only desktop app, start with WinUI 3 unless a specific requirement points elsewhere. Microsoft describes WinUI 3 as its recommended native UI framework for new Windows desktop applications. Choose WPF instead when an existing WPF codebase, control library, or team skill set makes continuity more valuable than a new UI stack. Keep an existing UWP app running, or plan a carefully audited migration, rather than selecting UWP for greenfield work: Microsoft says UWP is still supported but is not under active development.
The right decision depends on whether the project is new or existing, which Windows versions and device categories you must support, the controls and APIs you need, and how much migration and regression testing your team can fund.

Quick answer: which framework fits your situation?
| Situation | Best starting point | Why |
|---|---|---|
| New Windows-only desktop application | WinUI 3 | It is Microsoft’s current recommended native UI framework and is delivered with the Windows App SDK. |
| Existing WPF application that needs Windows platform features | Keep WPF and add Windows App SDK capabilities | You can modernize the platform layer without rewriting the established UI. |
| Existing WPF application that needs a new visual layer | Evaluate a staged move to WinUI 3 | A UI migration changes more than XAML; controls, namespaces, lifecycle, dependencies, and tests all need review. |
| Existing UWP application | Continue on UWP or migrate after a feature audit | UWP remains supported, but Microsoft no longer describes it as under active development and its WinUI 3 replacement coverage is not complete. |
| One UI shared across Windows, macOS, iOS, and Android | Use a cross-platform framework such as .NET MAUI | WinUI 3, UWP, and WPF are Windows UI frameworks, not a shared mobile-and-desktop UI solution. |
This is a decision framework, not a ranking in which every project should abandon WPF or UWP. A mature application with valuable controls and stable release processes can rationally stay on its current framework.

The Windows App SDK is broader than controls. It provides APIs for areas such as windowing, application lifecycle, notifications, deployment, resources, and other Windows capabilities. The SDK is released independently of Windows itself, so an application can adopt SDK features without waiting for a new operating-system release. It can also be added to existing WPF, Windows Forms, and Win32 applications, which is why “use Windows App SDK” does not automatically mean “rewrite the UI in WinUI.” See the Windows App SDK overview.
For C# projects, Microsoft’s migration guidance requires modern .NET; .NET Framework cannot be targeted by a C# WinUI 3 application. That requirement is often more consequential for an older business application than the XAML syntax itself.
WPF: a mature Windows desktop UI framework
Windows Presentation Foundation (WPF) is a Windows-only .NET UI framework with a long-established desktop programming model. Microsoft lists XAML, controls, data binding, layout, 2D and 3D graphics, animation, styles, templates, documents, media, text, and typography among its capabilities in the WPF overview.
WPF has both a modern .NET implementation and a .NET Framework implementation. That gives teams a path to keep older applications working while deciding whether and when to move the runtime. Its mature control ecosystem, designer knowledge, testing practices, and extensive existing code are practical assets. A WPF application does not become an architectural dead end merely because WinUI 3 is newer.
UWP: supported, but no longer the choice for new work
Universal Windows Platform (UWP) was designed around a common Windows API surface and adaptive experiences across Windows device categories. Its model includes capability declarations, Store-oriented distribution, tiles, notifications, and background execution. Those capabilities can still matter when maintaining an existing UWP product.

Microsoft’s current UWP overview states: “Although still supported, UWP is not under active development.” The same guidance tells developers starting new Windows applications to consider the Windows App SDK and WinUI. Existing UWP applications continue to function; the statement is about development direction, not an instruction to uninstall or immediately rewrite deployed software.
Comparison by the decisions that affect a real project
| Decision axis | WinUI 3 | WPF | UWP |
|---|---|---|---|
| Microsoft’s current direction | Recommended native UI framework for new Windows desktop applications. | Supported and actively usable, especially where its mature model is an advantage. | Supported, but not under active development; Microsoft points new projects toward WinUI and Windows App SDK. |
| UI technology | XAML-based WinUI controls and Windows App SDK integration. | XAML-based desktop UI with extensive controls, binding, layout, graphics, documents, media, text, and typography. | UWP XAML and the UWP application model, including adaptive Windows experiences. |
| Documented Windows floor | Windows 10 version 1809 (build 17763) and later, including Windows 11. | Depends on the selected .NET or .NET Framework target and application dependencies. | Depends on the UWP target and the Windows versions and device families supported by the existing application. |
| Runtime requirement for C# | Modern .NET; .NET Framework is not a target for C# WinUI 3. | Modern .NET or .NET Framework implementation. | UWP application model and its associated Windows SDK targets. |
| Best reason to choose it | New Windows desktop UI with the current native Windows direction. | Existing code, controls, skills, or lower migration risk. | Maintaining an existing UWP product whose current device and API requirements are satisfied. |
| Primary caution | Check control availability, packaging, lifecycle behavior, and team familiarity before committing. | It is Windows-only and may not provide the visual or platform direction a greenfield project wants without additional work. | Do not assume WinUI 3 has one-for-one coverage for every UWP control, API, device family, or deployment scenario. |
The table deliberately avoids a fictional performance ranking. Microsoft documentation does not provide an independent cross-framework benchmark that would justify a universal speed or memory winner.
When WinUI 3 is the right choice
You are building a genuinely new Windows desktop product
If there is no existing UI to preserve and the product is Windows-only, WinUI 3 is the default supported by Microsoft’s current guidance. It gives the team the current Windows control and design direction while exposing Windows App SDK services through the same project family.
Confirm the operating-system floor early. The documented minimum is Windows 10 version 1809, build 17763. If your customers include machines below that level, WinUI 3 is not a drop-in answer; you will need a different support strategy or a revised deployment baseline.
Your team can adopt modern .NET and the Windows App SDK toolchain
Plan for modern .NET in C# and for the packaging, deployment, lifecycle, and diagnostic conventions of the Windows App SDK. The SDK has stable, preview, and experimental channels. Microsoft positions stable APIs for production; experimental APIs can change or be removed. Keep experimental dependencies isolated so an SDK update cannot silently become a product-wide rewrite.

Your required controls exist for the target release
List every non-standard control before implementation: data grids, document editors, charts, docking surfaces, media components, accessibility features, and specialized input. Verify that each is available for WinUI 3, works with your selected SDK version, and has a support and upgrade path. A visually modern framework does not compensate for a missing control that is central to your product.
When WPF is the better engineering decision
You already have a substantial WPF application
Preserving a working UI avoids the highest-risk parts of a rewrite: subtle binding behavior, custom templates, accessibility regressions, keyboard navigation changes, printing differences, and third-party control replacement. Microsoft explicitly says, “You don’t have to migrate to WinUI 3.” WPF and Windows Forms remain supported on modern .NET, and modernization can happen without changing the UI framework. The statement appears in Microsoft’s migration decision guide.
Your controls and team knowledge are strategic assets
A WPF team that can diagnose production issues quickly may deliver more reliably than a team learning a new lifecycle and packaging model under deadline. The same applies to specialized controls whose WPF versions are proven but whose WinUI 3 versions are unavailable or immature. Measure the replacement and regression effort, not just the visual appeal of a new framework.
You need Windows App SDK APIs, not necessarily a new UI
You can add Windows App SDK capabilities to a WPF process while retaining its existing windows and controls. This is useful for features such as modern windowing, notifications, lifecycle integration, or deployment improvements. Treat the platform upgrade and the UI replacement as separate projects so that each has a clear success criterion.
What to do with an existing WPF application
Microsoft’s migration guide describes three paths that can be sequenced rather than treated as mutually exclusive:

- Upgrade in place: move the application from .NET Framework to modern .NET while keeping WPF. This can improve access to current runtime libraries without changing the UI.
- Modernize in place: retain WPF and add Windows App SDK, WinRT, or MSIX capabilities where they solve a specific requirement.
- Move the UI to WinUI 3: replace or incrementally rehost the presentation layer when the product genuinely needs that change.
Use this sequence for a controlled assessment:
- Inventory dependencies. Record the target framework, native DLLs, COM components, custom controls, printers, shell integrations, installers, plugins, and automated UI tests.
- Separate platform goals from UI goals. Write down which requested features require Windows App SDK and which merely request a new visual style. Do not make a UI migration pay for an unrelated API upgrade.
- Check modern .NET readiness. Identify APIs and libraries that are tied to .NET Framework. The migration guide identifies .NET 10 LTS as the current LTS target in its retrieved version; verify the supported LTS release when you schedule the work because that detail changes.
- Verify control coverage. For every third-party or in-house control, confirm a WinUI 3 implementation, licensing terms, accessibility behavior, keyboard support, printing behavior, and a version policy.
- Build a vertical slice. Port one representative workflow with navigation, data binding, dialogs, validation, packaging, and automated tests. A static screen cannot reveal lifecycle or input problems.
- Choose rollout boundaries. Keep the existing WPF application as the shell while migrating selected windows only if the interoperability design is supported and testable. Otherwise, plan a deliberate replacement rather than an accidental hybrid.
- Test deployment and recovery. Validate install, update, uninstall, per-user and per-machine behavior, offline repair, rollback, and enterprise policy restrictions on clean virtual machines.
What to do with an existing UWP application
There is no automatic deadline that forces every UWP application to move. First classify the product by devices, APIs, controls, and distribution requirements. Then compare that inventory with Microsoft’s current UWP feature support matrix for the Windows App SDK version you intend to use.
Known version-specific migration gaps
For Windows App SDK 2.0, Microsoft lists unsupported or incomplete areas that can change the migration decision:
- Some UWP controls do not have stable WinUI 3 equivalents.
- Single-app kiosk is not supported in version 2.0.
- Xbox and HoloLens scenarios are unsupported in that matrix.
- The page reports larger or slower launch behavior, higher RAM use, and a larger installation size for WinUI applications than UWP as of version 2.0.
These are findings for that documented release, not permanent laws of the frameworks. Recheck the matrix for the exact Windows App SDK version you will ship, and test on the device families your customers actually use.
A measured UWP migration process
- Freeze the current baseline. Capture startup behavior, memory at representative workloads, package size, background tasks, notifications, tiles, lifecycle transitions, and device-specific features. Do not rely on a single developer machine.
- Map every API and control. Mark each item as directly supported, requiring an architectural change, available only through another Windows API, or unavailable for the target version.
- Decide whether the target is desktop-only. If Xbox, HoloLens, or another UWP device family is essential, a WinUI 3 desktop migration may not meet the product requirement.
- Prototype the hardest feature first. Test kiosk behavior, background execution, notifications, media, input, and any specialized control before porting ordinary pages.
- Rework packaging and lifecycle. Confirm activation, suspend/resume, shutdown, updates, signing, and enterprise deployment in the new application model.
- Run side-by-side validation. Compare functional outcomes and operational measurements with the UWP baseline. Publish your own results for your specific release and hardware instead of quoting generic percentages.
Microsoft’s UWP migration overview provides the migration context; the support matrix is the authority for feature-level decisions.

Platform reach: what these frameworks do not solve
WinUI 3, UWP, and WPF all target Windows UI. None is a route to a single native UI shared unchanged across Windows, macOS, iOS, and Android. If that is a hard requirement, Microsoft’s current framework guidance points to .NET MAUI rather than treating one of these Windows frameworks as cross-platform. You may still share business logic, services, validation, and data models, but the UI and platform integration strategy must be chosen separately.

Controls, accessibility, and design-system considerations
Modern appearance is not the same as complete product coverage
WinUI 3 offers the current Fluent-oriented Windows design direction, but a production application also needs data entry, error states, keyboard navigation, high-contrast behavior, localization, printing, automation peers, and assistive-technology support. WPF’s templates and styling system can deliver a coherent modern design too, provided the team owns the visual work. UWP’s adaptive model remains relevant to products that already depend on it, but it should not be selected for a new project merely for the word “universal.”
Audit third-party controls before selecting a framework
Write a control compatibility matrix containing the exact control, required behavior, target framework, package version, license, accessibility status, and fallback plan. A vendor’s marketing page is not enough; obtain a sample, build it against the SDK version you will ship, and test keyboard, scaling, localization, and upgrade behavior. If no equivalent exists, decide whether to build, simplify, retain WPF, or postpone migration.
Deployment, lifecycle, and testing risks
Framework selection changes the operational surface of an app. Include these checks in the architecture review:
Free tools Windows power users keep installed
One-click scans. No signup required.
- Installer and updates: validate MSIX or the chosen deployment method with clean installs, upgrades from older versions, rollback, repair, signing, and restricted enterprise environments.
- Activation and windows: test launch, protocol or file activation, multiple windows, shutdown, suspend/resume, and termination recovery.
- Diagnostics: ensure crash reports, logs, symbol handling, and telemetry identify framework and Windows App SDK versions.
- Accessibility: test Narrator and other assistive technologies, keyboard-only workflows, high contrast, text scaling, focus order, and automation properties.
- Performance baselines: measure startup, memory, package size, rendering, and data-heavy screens on representative hardware. Documentation-level comparisons are not substitutes for your workload.
- Support policy: record the Windows floor, .NET runtime policy, Windows App SDK channel, servicing cadence, and end-of-support response.
A practical selection checklist
- Is the app new? If yes, begin with WinUI 3 unless a documented requirement rules it out.
- Is the app already WPF? If yes, test Windows App SDK integration before considering a UI rewrite.
- Is the app already UWP? If yes, inventory features against the support matrix and decide whether migration solves a business need.
- What is the Windows minimum? Confirm that every target machine meets the selected framework’s documented floor.
- Which device families matter? Desktop-only requirements differ from Xbox, HoloLens, kiosk, or other specialized scenarios.
- Which controls are non-negotiable? Verify availability and quality for the exact framework and version.
- Can the team support modern .NET and the deployment model? Budget training, CI changes, packaging work, and test updates.
- What is the smallest reversible experiment? Build it before committing the whole product to a migration.
How to interpret Microsoft’s recommendation
Microsoft’s current framework guidance at What’s coming to Windows favors WinUI and Windows App SDK for new Windows applications. That recommendation answers the greenfield question; it does not erase WPF’s supported implementation or require every UWP customer to migrate immediately.
The engineering decision is therefore conditional: WinUI 3 is the default for a new Windows desktop UI, WPF is often the lowest-risk choice for an established desktop product, and UWP is primarily a maintenance or migration-planning concern. The framework that ships successfully with the controls, devices, deployment process, and team you actually have is the correct one for that project.
