Windscribe is the clearest documented option if you specifically need a Los Angeles IP address: its official pages advertise a Los Angeles endpoint and city selection. But the reviewed information does not establish that Los Angeles is available on its free plan. Proton VPN and PrivadoVPN offer free plans worth considering for general U.S. access, but neither is confirmed here as a free Los Angeles endpoint. A VPN’s advertised location also does not guarantee that a website or streaming service will accept its IP.
What a Los Angeles VPN endpoint does
A VPN sends your internet traffic through a provider-operated server. Websites then see the server’s public IP address rather than the public IP address assigned to your connection by your internet provider. If the VPN server’s IP is geolocated to Los Angeles, some services may treat your connection as coming from that city.

A U.S. endpoint is not necessarily an LA endpoint. If a service requires a city-level location, check that the app lets you select Los Angeles rather than merely the United States. Even then, the provider’s location listing is an advertisement, not independent confirmation of how every geolocation database or website will classify that IP.

The comparison below distinguishes a documented LA endpoint from free plans that are useful for other purposes. These are not independently tested rankings: the provider pages establish what each company advertises, but they do not establish comparative speed or reliability.

| Provider | What its official information supports | Free-plan qualification | Fit for a confirmed LA IP |
|---|---|---|---|
| Windscribe | Advertises Los Angeles as a server location and describes selecting Los Angeles in its app. Windscribe’s Los Angeles page and U.S. server page. | Its server list advertises free access in 10 countries, including the U.S.; it does not establish that Los Angeles is included in free access. Windscribe server list. | Strongest documented match among these options, but confirm LA access in the app and whether it requires payment. |
| Proton VPN | Advertises U.S. IP access and says its free plan includes unlimited browsing. Proton VPN U.S. page. | The reviewed information does not establish free selection of a Los Angeles city endpoint. Proton says it guarantees streaming access to geoblocked content only on paid plans. Free vs. paid plans. | Consider it for general U.S. VPN use, not as a confirmed free LA-IP option. |
| PrivadoVPN | Advertises a free plan with selected server locations. PrivadoVPN free plan. | The provider advertises 10 GB of free data per month; its server FAQ says access to a specific country or server may require a paid plan. Server FAQ. | Not established as an LA endpoint; treat it as a limited-data free-plan alternative, not a verified city choice. |
The available provider information does not support a responsible list of five comparable VPNs with verified Los Angeles endpoints. The three options above are limited to what their reviewed official pages establish; no fastest-provider claim is justified.
How to get an LA IP address
- Check the provider’s location list. Look for Los Angeles specifically, not just “United States.” Confirm whether that city is available on the plan you intend to use.
- Install the provider’s app and sign in. Choose the device and plan that suit your needs; availability and plan terms can change, so check the provider’s current app and pricing.
- Select Los Angeles in the app. Connect to the LA location rather than an automatic or generic U.S. server. If the app does not offer that city on your plan, it cannot provide a confirmed LA endpoint through that selection.
- Check the public IP and the service you need. Use a reputable IP-location checker to see how the assigned address is classified, then try the intended site. A geolocation result is an indication, not a guarantee that the site will treat the address as Los Angeles.
What free VPN plans can and cannot establish
Windscribe: U.S. free access does not prove LA free access
Windscribe’s server list says free server access is available in 10 countries, including the United States. Its separate Los Angeles page advertises the city endpoint, but the reviewed pages do not connect that endpoint to the free tier. Check the live location list while signed in before relying on a no-cost plan.

Proton VPN: unlimited browsing, but no verified free LA selection
Proton VPN describes its free plan as unlimited browsing with the same privacy protections as its paid plans. That does not establish that free users can choose Los Angeles. The provider also says its guarantee for streaming geoblocked content applies to paid plans, so unlimited data should not be read as a streaming-access guarantee.

PrivadoVPN: a monthly data cap and selected free locations
PrivadoVPN advertises 10 GB per month on its free plan. Its server FAQ describes a selection of locations for free accounts and says access to a specific country or server may require a paid plan. The reviewed information does not identify Los Angeles as a free location.

Will an LA VPN work with streaming or local services?
Not necessarily. A service may reject a VPN address, classify it in another city, require an account or billing location, or apply its own eligibility and security checks. A Los Angeles endpoint changes the apparent network IP; it does not change your physical location or guarantee access to a local government portal, utility account, or streaming catalog.
Proton VPN explicitly says it does not block streaming services on its free plan, but guarantees streaming access to geoblocked content only on paid plans. It also says its service is not intended as a means of copyright circumvention and directs users to follow streaming-service terms. Check the terms of the service you plan to use.

Choosing between the options
- You need a city-specific LA endpoint: Windscribe is the clearest documented candidate here. Verify in the current app whether Los Angeles is available on your chosen plan.
- You want unlimited free browsing and can accept an unconfirmed city choice: Proton VPN’s published free-plan information supports unlimited browsing, but not free Los Angeles selection or a streaming guarantee.
- You want to try a free plan with a stated monthly allowance: PrivadoVPN advertises 10 GB per month, but the reviewed information does not verify an LA server for free accounts.
- You care about speed or reliability in Los Angeles: There is no comparable independent LA-endpoint testing in the reviewed material. Do not choose based on an unsupported “fastest” claim; test the connection with the intended service and on your own network.
Privacy and practical limits
A VPN can change the public IP address visible to websites, but it does not make you anonymous or provide legal immunity. The providers’ privacy and security descriptions are provider claims; no specific audit report, scope, date, or independent verification is established here. Consider what account details and other identifying information the destination service can still collect.
Recommended Free Tools
Provider locations, free-tier rules, and prices can change. Windscribe’s Los Angeles page advertises a Build-A-Plan price of $3 USD per month and a general range of $3–$16 USD per month; these are provider-published pricing claims, not a price guarantee. Confirm the current checkout terms before subscribing.
