Windows Won’t Boot but the Disk Is Readable: Rebuild UEFI Boot Files with DiskPart and BCDBoot

When Windows files are readable but startup fails, verify the Windows folder and EFI System Partition in recovery before using BCDBoot to rebuild UEFI boot files.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If your Windows files are still readable but the PC stops before Windows starts, the EFI boot files, BCD data, or firmware boot entry may be missing, damaged, or pointing to the wrong place. On a confirmed UEFI/GPT installation, you can use DiskPart to identify the EFI System Partition (ESP) and BCDBoot to copy fresh boot files from the verified Windows folder. Do not assume the disk is otherwise “fine”: readable Windows files do not confirm that the ESP or firmware entry is healthy.

This guide covers UEFI/GPT systems. If the Windows volume is missing or unreadable, the PC is using legacy BIOS/MBR, or several Windows installations or disks make the target unclear, stop and adjust the procedure rather than applying these example commands blindly.

What this repair changes—and what it does not

The Windows OS partition and the EFI System Partition have separate jobs. The OS partition contains the Windows directory and its loader, typically WindowsSystem32Winload.efi. The ESP is a separate system partition that holds UEFI boot files, including Windows Boot Manager at EFIMicrosoftBootBootmgfw.efi. The firmware uses the boot manager to start the Windows loader.

BCDBoot takes boot-environment files from the Windows directory you specify, copies them to the system partition, and creates or initializes BCD data there. Microsoft describes it as a way to recreate system-partition files from copies on the Windows partition: BCDBoot Command-Line Options.

  • 5. IMPORTANT COMPATIBILITY & LICENSE INFORMATION Supports compatible 64-bit computers with UEFI or Legacy BIOS USB booting. No Windows license, activation key or product key is included. Activation may require an existing digital license or a separately purchased valid product key. Back up important files before installation or repair.

This repairs boot files on a correctly identified system partition; it does not make an unreadable Windows volume usable, prove the drive is healthy, or guarantee that firmware has a working Windows Boot Manager entry.

When to use this UEFI/GPT procedure

Use it when the machine is configured for UEFI, the Windows installation is on a GPT disk, and its Windows folder remains accessible from recovery, but startup fails because the UEFI boot setup may be missing or incorrect. First reach a Windows Recovery Environment (WinRE), Windows installation-media command prompt, or Windows PE (WinPE).

To open a command prompt from Windows installation media, boot from the media and press Shift+F10. WinRE or WinPE are also options in Microsoft’s BCDBoot repair guidance. If you need installation or recovery media, a USB flash drive is one way to boot it; it is optional if you already have a suitable recovery environment.

Identify the Windows volume and EFI partition in recovery

Drive letters in WinRE and WinPE may differ from the letters Windows normally uses. Attached devices can also affect assignment, so do not assume the installation is on C:. Microsoft’s deployment documentation explains that WinPE can reassign drive letters and that connected USB drives may influence them.

  1. At the recovery command prompt, list volumes:

    diskpart
    list volume
    exit
  2. Identify the Windows volume by confirming which accessible NTFS volume contains the Windows directory. For example, if you believe it is D:, check that D:Windows exists using the available command-prompt tools. Do not proceed based solely on the volume’s letter or size.

  3. Identify the EFI System Partition separately. It is typically a small FAT32 volume, but do not select it on file system or size alone. Microsoft’s UEFI example uses a 200 MB FAT32 system partition; that is an example, not a universal size requirement. See BCD System Store Settings for UEFI.

  4. If the verified EFI volume has no drive letter, use DiskPart to select that specific volume and assign a temporary unused letter. Microsoft demonstrates assigning S: to the identified system partition. Recheck the volume identity before assigning anything; do not select or change a partition casually.

For the examples below, D: means the verified Windows volume and S: means the verified EFI System Partition. Substitute your actual letters.

bcdboot D:Windows /s S: /f UEFI

BCDBoot uses the Windows folder as its source and the ESP as its destination. The /f UEFI option writes UEFI boot files; when you specify /f, Microsoft requires you to specify /s for the system partition. On UEFI/GPT, UEFI is the default firmware type. The option /f ALL writes both BIOS and UEFI boot-file directories, but it is not needed merely because a disk is readable. Use it only when you have a specific mixed-firmware reason. Details are in Microsoft’s BCDBoot command reference.

Understand the firmware-entry side effect of /s

Specifying /s directs BCDBoot to the system partition, but Microsoft notes that in this invocation BCDBoot does not create a Windows Boot Manager entry in UEFI NVRAM. It relies on the firmware’s default behavior to identify the system partition. Therefore, a successful file copy does not by itself establish that a missing firmware entry has been recreated.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Without /s, BCDBoot selects a system partition itself and, by default, creates or updates a Windows Boot Manager firmware entry. That may be appropriate when the intended system partition is unambiguous; on multi-disk systems, automatic selection can target the wrong disk. The /p option preserves the existing UEFI boot order, while /addlast appends the entry. Those two options cannot be combined. Choose the approach based on the actual firmware-entry problem and the intended disk, not by adding switches at random.

Do not format or recreate the EFI partition as a first step

Formatting the system partition is listed as an optional step in Microsoft’s repair reference, not a prerequisite for running BCDBoot. Formatting erases its existing contents. Do not format, delete, recreate, or change a partition type as part of the standard flow. Consider destructive action only after the target and fault are confirmed and any needed contents are backed up; if you cannot confidently identify the ESP, stop and get qualified help.

Reboot and check what failed

After BCDBoot completes, restart and select Windows Boot Manager if the firmware boot menu offers it. Confirm that it starts the intended Windows installation. If startup still fails, return to recovery and recheck the Windows-folder and ESP mappings before changing anything else. Re-running the same command without verifying the targets can repeat a misdirected repair.

If you need to inspect the BCD configuration, Microsoft’s boot-device troubleshooting guidance identifies the relevant checks: the {bootmgr} device and path, and the {default} loader’s device, path, osdevice, and systemroot. For UEFI, expected paths include EFIMicrosoftBootBootmgfw.efi for Windows Boot Manager and WindowsSystem32Winload.efi for the Windows loader.

Keep BIOS/MBR and multi-disk cases separate

This command sequence is specifically for UEFI/GPT. Legacy BIOS/MBR uses a different boot arrangement; do not treat /f UEFI as a universal Windows boot repair. If the firmware mode or partition style is uncertain, verify it before proceeding. Likewise, when multiple Windows installations or disks are present, carefully establish which Windows folder and ESP belong together. If that relationship is unclear, a generic BCDBoot command is not safe.
