Pick a provider, region, Windows Server image and size. Create the instance with a network rule that allows remote access. Connect over Remote Desktop Protocol (RDP) with the administrator credentials the provider gives you. Check the firewall inside Windows if the connection fails. Then lock the server down before it holds anything real. Providers differ in labels, defaults and licensing, so this guide stays provider-neutral. Where a detail comes from Azure or AWS documentation, it says so.
Before you provision: decisions that are hard to change later
A “Windows VPS” is a hosted virtual machine running Windows Server. Cloud providers such as Azure and AWS call the same thing a virtual machine or instance. Settle these points first:
- Windows Server image and version. Check which versions the provider currently offers. Match the version to the software you plan to run.
- Region. Choose the one closest to you or your users, and one that meets any data-location requirements.
- Size. Pick CPU, RAM and disk for the workload. Windows Server needs more memory than most Linux setups, so a very small plan can feel sluggish. Most providers let you resize later, but confirm that before you commit.
- Licensing and billing. Find out whether the Windows licence is included in the price or billed separately. AWS, for example, states that Windows Server licensing is included in the price of its Windows instances. Other providers may differ.
- Access model. Decide whether the server gets a public IP address or is reached through a private path such as a VPN. Public is the simplest for a first setup. Private is safer for production.
When comparing providers, weigh these factors: available Windows versions, regions, sizing, licence terms, network-rule controls, backup and snapshot options, console access for recovery, and total monthly cost under your real workload. Compare current price lists directly. Published prices change often, and this guide does not quote any.
Step-by-step: create and connect to the instance
1. Create the VM and its network resources
In the provider’s console, create a new server and select the Windows Server image, region and size. Set the administrator username and password, or use the provider’s method for retrieving them. AWS, for instance, has you retrieve the initial administrator password using the key pair you chose. Choose a long, unique password and store it in a password manager. The provider will also create or ask you to choose network resources such as a virtual network, a public IP address and a firewall or security group. Note the public address when it is assigned.

2. Confirm the instance is running and reachable
Microsoft’s Azure direct-RDP instructions require three things: a running VM, a public IP address, and TCP connectivity on the RDP listening port. That port is 3389 by default. Check that the console shows the VM as running. Check that the provider’s inbound network rule (an Azure network security group, an AWS security group, or a hosting panel firewall) allows TCP 3389. Where possible, restrict the source to your own IP address rather than the whole internet.
3. Connect with an RDP client
- On Windows, open Remote Desktop Connection (run
mstsc). On macOS or mobile, install Microsoft’s Remote Desktop client. Linux users commonly use an RDP client such as Remmina. - Enter the public IP address or the DNS name the provider gave you. If you changed the port, append it, for example
203.0.113.10:3390. - Enter the administrator username and password when prompted.
- Accept the certificate warning on first connection only if you are sure the address is your own server.
Most providers also offer a browser or serial console. Keep it in mind as your recovery route if RDP stops working, for example after a firewall mistake.
If you cannot connect: check both firewall layers
Two separate filters sit between you and the server. The provider’s network rules are the first. The Windows Firewall inside the guest is the second. A cloud rule that allows 3389 does not prove Windows will accept the connection. Microsoft’s guidance for preparing Windows images enables the Windows Firewall profiles and the Remote Desktop firewall rules, so these are the standard state to aim for.

If TcpTestSucceeded is False, the cause is usually the provider’s network rule, a stopped VM, a wrong address, or a local network that blocks outbound 3389. If it is True but login fails, the cause is likely credentials or Remote Desktop settings.

Checks inside the server (via the provider console)
- Remote Desktop must be enabled: Settings > System > Remote Desktop.
- The firewall rules must be enabled. In an elevated PowerShell window, run
Get-NetFirewallRule -DisplayGroup "Remote Desktop" | Select DisplayName, Enabled. To enable them, runEnable-NetFirewallRule -DisplayGroup "Remote Desktop". - The account you use must be allowed to connect. Administrators are by default.
Changing the RDP port is possible, but it only reduces noise from automated scans. It does not protect a publicly exposed service.

Microsoft’s Azure troubleshooting page for RDP blocked by NSG rules says: “Exposing RDP port 3389 directly to the internet is a security risk and isn’t recommended for production environments.” Treat direct public RDP as acceptable for a short first test at most. Use it with a source-IP restriction and a strong password.
Safer access patterns
The same Microsoft page lists these Azure alternatives. Other providers offer their own equivalents, and availability and setup vary.

On a plain VPS host without these services, a self-managed VPN on a separate machine or a firewall rule limited to fixed source addresses is the usual substitute.
Baseline hardening checklist
This list is general operational practice. It is not a procedure documented by any single provider.
- Install all current Windows updates, then reboot. Use Settings > Windows Update, or
sconfigon Server Core. - Rename or disable the default
Administratoraccount if the provider permits it. Create a named admin account first. - Allow inbound traffic only for the services you actually run. Remove any rule you don’t need.
- Use Network Level Authentication, which is the default for Remote Desktop on current Windows Server.
- Set up backups or snapshots with your provider, and test a restore before you rely on them.
- Keep console or recovery access working independently of RDP.
Licensing: administration versus multi-user desktops
A Windows VPS normally lets you administer the server remotely. It does not let you host a desktop for many users. AWS’s EC2 documentation says the Windows Server licence allows two simultaneous remote connections for administrative purposes. More than two simultaneous connections require a Remote Desktop Services (RDS) licence. That statement is AWS’s. Check your own provider’s terms.
Microsoft’s RDS licensing documentation says session hosts need an activated Remote Desktop licence server with per-user or per-device client access licences (CALs). Domain-joined RDS servers can use either Per User or Per Device CALs. Workgroup servers must use Per Device CALs. If you are hosting applications or desktops for several people, price the CALs before you build.
Advanced: larger RDS deployments
Microsoft’s documented example for a larger RDS deployment separates roles across VMs: Connection Broker and licensing on one, RD Gateway and Web Access on another, and the Session Host on a third. Very small deployments can combine some roles. RD Gateway can also act as a protected access point, wrapping RDP in HTTPS. This is well beyond a first VPS, so treat it as a later project.
