If you use Windows 11 22H2 or later, start with Voice Access: Microsoft’s built-in tool handles PC commands and text authoring by voice, and works without an internet connection. If you need deeper customization, Talon is an alternative that requires scripts; Dragon is another option Microsoft documents for use alongside Voice Access. On older Windows installations, Windows Speech Recognition (WSR) may still be relevant.
Choose by what you need to control
First decide whether you need to navigate Windows and apps as well as dictate. Voice Access offers both commands and text authoring; Voice Typing is a separate, dictation-focused feature that starts in a text box. If you need a hands-free workflow across apps, look for command support, not just speech-to-text.

| Voice Access | Most Windows 11 users seeking built-in voice control and dictation | Commands and text authoring; Microsoft says it works without an internet connection | Available on Windows 11 version 22H2 and later. Microsoft lists English, Spanish, French, and German; check the current setup page for your version and language. |
| Windows Speech Recognition (WSR) | Users on older Windows versions | Windows and app commands, keyboard commands, dictation commands, and mouse-grid operations | Microsoft says Voice Access replaced WSR on Windows 11 22H2 and later beginning in September 2024. WSR language availability differs from Voice Access. |
| Dragon | People considering a separate voice-control solution or using it alongside Voice Access | Microsoft documents distinct wake words that can help switch between Dragon and Voice Access without waking both accidentally | Current editions, pricing, and feature-by-feature differences are not established here; check the vendor’s current product information. |
| Talon | Users who want a customizable setup for desktop use, programming, command-line work, or real-time gaming | Python-scriptable commands, a free speech-recognition engine, compatibility with Dragon, and modular voice or eye-tracking control | Its documentation says users must add scripts before it recognizes commands. It supports Windows 8 or newer, but the documentation notes that the release is very new and not fully documented. |
Windows 11: start with Voice Access
Microsoft describes Voice Access as a Windows 11 feature for controlling the PC and authoring text by voice without an internet connection. Its documented uses include opening and switching apps, browsing the web, and using email. The default mode combines commands and text authoring; commands-only and dictation-only modes are also available. Setup includes language and microphone choices, and lets you select or add a microphone.

- The ergonomic design includes a wide, central, sloping Play pedal and the large size enables you to easily move your foot from the Play to Fast Forward or Rewind keys.
Voice Access is available from Windows 11 version 22H2 onward. Microsoft says it can start automatically before or after sign-in; its FAQ says it can be enabled from the lock-screen accessibility flyout for sign-in beginning with Windows 11 version 23H2. The exact setup path can depend on the installed version, so follow the current instructions for the PC you are configuring: Microsoft’s Voice Access getting-started guide and Voice Access FAQ.
Microsoft currently lists English, Spanish, French, and German for Voice Access. If your preferred language is not listed, do not assume WSR’s language options apply to Voice Access; verify the feature and language available on your specific Windows installation.

- Low profile Design. Greater Non Slip Surface Area
Older Windows: when WSR still matters
WSR is primarily a legacy option. Microsoft says Voice Access replaced it on Windows 11 22H2 and later beginning in September 2024, while WSR remains available on older Windows versions. Its command documentation covers controlling Windows and applications, issuing keyboard and dictation commands, and using a mouse grid. See Microsoft’s WSR command reference.
Microsoft lists WSR support for English (United States, United Kingdom, Canada, India, and Australia), French, German, Japanese, Mandarin (Simplified and Traditional Chinese), and Spanish. Availability can depend on Windows version and feature, so this list should not be read as a Voice Access language list.

When Dragon or Talon is a better fit
Dragon for an alternative or companion
Microsoft’s Voice Access FAQ discusses running Dragon alongside Voice Access and documents unique wake words intended to let users switch between them without accidentally activating both. That makes Dragon a relevant alternative or companion, but the available documentation here does not establish current consumer editions, prices, or a feature-by-feature comparison. Confirm those details with the vendor before choosing it.
Talon for a configurable workflow
Talon’s official documentation describes hands-free desktop interaction, programming, command-line work, and real-time gaming. It supports Python scripting and modular voice or eye-tracking control, and lists compatibility with Dragon and a free speech-recognition engine. The trade-off is setup: Talon’s documentation says user scripts control its voice commands and none are recognized until scripts are added. See the official Talon documentation before committing to a script-based setup.

Microsoft says Voice Access works without an internet connection. That statement should not be generalized to every Windows speech feature or third-party product. Microsoft distinguishes device-based speech recognition, which processes voice locally and sends no voice data to Microsoft, from online speech recognition, which uses cloud services. Check the privacy documentation for the particular feature or alternative you plan to use: Microsoft’s speech and privacy overview.

Set up the input that matches your needs
Voice Access setup lets you choose or add a microphone. If you need an additional device, a USB headset with a microphone is one category to consider, but the sources here do not compare headset models, USB microphones, room acoustics, or noise handling. Choose based on your setup and test it with the software you intend to use.
For Talon’s eye-tracking mouse-control path, check tracker compatibility before purchasing or configuring hardware. The documented dependency does not establish current availability of any specific model.

Quick Recap
A practical decision path
- Check the Windows version. On Windows 11 22H2 or later, try Voice Access first. On an older Windows version, consult Microsoft’s WSR documentation and confirm that the feature is available on that installation.
- Confirm language support. Check the current setup information for the specific tool rather than transferring a language list from WSR to Voice Access.
- Separate dictation from full control. If you only need to enter text, Voice Typing may be enough. If you need to open apps, navigate interfaces, or issue commands, assess Voice Access, WSR on older systems, Dragon, or Talon according to version and setup fit.
- Decide how much customization you can maintain. Talon’s script-based approach offers flexibility, but requires adding scripts. For a more ready-to-use path, begin with Windows’ built-in feature where supported.
- Check connectivity and privacy for the exact feature. Voice Access works offline according to Microsoft; do not assume the same behavior for every other speech feature or third-party tool.
- Choose any additional input hardware only after checking compatibility. Voice Access supports microphone selection; Talon’s documented eye-tracking path has tracker requirements.
