If your Windows PC is still usable but an update’s progress has stopped moving, that alone does not prove the update is frozen. Update time varies with the update’s size, your connection speed, and network settings. Keep the PC powered and connected, check storage and internet access, then use Microsoft’s recommended next steps: check for updates again or run the Windows Update troubleshooter.
First, distinguish slow progress from a recovery problem
Microsoft does not give a universal time limit for deciding that an update has frozen. Download and installation time can vary with the update size, connection speed, and network settings. A percentage by itself is not enough to diagnose a failure; the key question is whether Windows remains usable and whether the update is actually progressing.

If the PC works normally, start with the checks below. If Windows will not start, keeps restarting, or displays a black or blue screen, skip to Microsoft’s Windows recovery options: that is a recovery issue rather than an ordinary slow update.
Check power, internet, and storage
- Power: Keep a laptop connected to power while the update runs.
- Internet: Confirm that the PC has a working connection. Connection speed and network settings can affect update time.
- Storage: Check that the device has room for the update. Microsoft’s troubleshooting article gives 16 GB free for a 32-bit operating-system upgrade and 20 GB for a 64-bit upgrade. Those figures apply to an upgrade, not to every routine Windows update. For a low-capacity drive during an upgrade, Microsoft notes that a USB drive may be an option.
See Microsoft’s Windows update troubleshooting guidance for these checks and upgrade-specific space details.

If the progress stays at the same percentage
When installation remains at one percentage, Microsoft recommends checking for updates again or running the Windows Update troubleshooter. There is no single wait duration that applies to every update, so avoid treating a particular percentage or elapsed time as proof of failure.
- Try checking for updates again. Open Windows Update in Settings and select the option to check for updates.
- Run the troubleshooter. On Windows 11, you can start the automated Windows Update troubleshooter in the Get Help app. Alternatively, use the Settings route below.
- Follow the troubleshooter’s prompts. Microsoft’s instructions advise restarting the device when prompted, then checking for updates again.
Run the Windows Update troubleshooter from Settings
The Settings route provided by Microsoft works for Windows 10 and Windows 11:

- Find Windows Update and select Run.
- When the troubleshooter finishes, follow any on-screen instructions. Restart if instructed, then check for updates again.
For the Windows 11 Get Help option and the Settings steps, see Microsoft’s Windows Update troubleshooter instructions.
If Windows is usable and asks for a restart
Some updates cannot finish until the PC restarts. Save your work, then use the restart option when convenient; Microsoft also describes scheduling a restart and setting active hours to avoid an inconvenient interruption. Its Windows Update FAQ explains that a restart may be needed to complete installation.

If the PC will not start or keeps restarting
A device that cannot boot, repeatedly restarts, or shows a black or blue screen needs recovery guidance rather than the normal update checks above. Use Microsoft’s recovery options for Windows and choose steps that match the screen and failure state. Microsoft notes that uninstalling a recent update might help when the problem began after that update, but whether that is appropriate depends on the specific failure.

Microsoft’s article published August 14, 2026, describes a change for Windows 11 versions 24H2, 25H2, and 26H1: starting with updates released on or after July 28, 2026, updates that require a restart may be held and installed together with the monthly security update. This may affect when certain restart-pending updates are applied; it does not establish that a progress indicator that has stopped changing is healthy or frozen. Check the Windows version and update context before applying this detail. Read Microsoft’s explanation of the monthly restart approach.
