Separately, use Intune’s language-settings restriction if users should not be able to change language settings through Windows controls. Neither control replaces the other: blocking access to settings does not select a language, and hiding a language-selection interface does not stop programmatic changes.
Choose what you need to control
“Default language” can mean several different things in Windows. Decide which outcome you need before assigning policy:

- Set the Windows UI language: Configure a machine-level policy that selects the display language, on supported devices.
- Block changes through Windows settings: Use Intune’s Windows device restriction for language settings modification. This restricts access to language settings; it does not choose the display language. Microsoft’s Intune device restriction reference describes the setting.
- Prevent installation of other language packs or features: Assess the separate
RestrictLanguagePacksAndFeaturesInstallpolicy. It limits installation; it is not the setting that chooses the UI language. See the TimeLanguageSettings Policy CSP documentation.
These controls address different actions. Combine them only if your requirement calls for both a fixed display language and restricted user access or language-pack installation.
Check whether the target devices support the language policy
Microsoft documents MachineUILanguageOverwrite for Windows 11 version 21H2 and later on Pro, Enterprise, Education, and IoT Enterprise editions. It is device-scoped and applies to systems with more than one UI language installed. Confirm the edition and build of every target group rather than assuming the setting behaves identically on all Windows releases. The TimeLanguageSettings Policy CSP reference gives the policy’s applicability and behavior.

The language specified by the policy must be installed. Microsoft’s policy description says that if the specified language is missing, selection defaults to the local administrator’s selected language. That fallback is not a reliable substitute for preparing the device with the intended language.
Prepare language resources before enforcing the choice
Make sure the target UI language and its required components are available in the image or installed on the device before relying on policy to select it. Microsoft documents language-pack and associated component servicing for Windows images in Add languages to Windows images.

Image defaults and setup choices can affect the result. Microsoft’s Windows 11 guidance says that on commercial editions, the language selected during OOBE becomes the System Preferred UI language while the default System UI Language set by DISM remains unchanged; Home behaves differently. Account for the edition, image, and OOBE workflow you actually deploy. See Configure International Settings in Windows.
Configure the Intune restriction and language policy separately
Restrict access to language settings
In the Windows device restrictions profile in Intune, configure Language settings modification according to the intended restriction. This setting limits users’ ability to change language settings through the restricted settings experience. It does not install a language, set the system UI language, or prevent every programmatic route to a language change. Check the current Windows device restriction settings reference when configuring the profile, since policy labels and profile details may vary with the Intune interface.

Set the machine UI language
For supported multi-language Windows 11 devices, configure the applicable machine-level policy, MachineUILanguageOverwrite, to the desired installed language. Consult Microsoft’s TimeLanguageSettings Policy CSP for the policy details and scope. Do not treat HideLanguageSelection as an enforcement substitute: Microsoft describes it as removing the selection option from the Language and Regional Options Control Panel, while explicitly noting that it does not prevent programmatic UI-language changes. The ADMX_Globalization Policy CSP also documents LockMachineUILanguage as the machine-level restriction for multi-language systems; verify its scope and applicability for your target configuration.
Validate the result on real devices and user profiles
Policy documentation establishes the intended settings and limits, but it does not establish how a particular tenant, image, and enrollment workflow will behave together. Pilot the deployment using the Windows builds, editions, images, and account types you plan to manage.

- Deploy to a small pilot group that includes both fresh and existing user profiles.
- After Intune policy sync, check the visible Windows display language and the user’s preferred language.
- Sign out and back in, then restart and check the language again. Confirm that the expected language resources remain available and that users encounter the intended restrictions.
- Investigate mismatches across device policy, installed language resources, image and OOBE defaults, and user-level preferences before broadening deployment.
A user’s preferred display language can differ from machine settings. Microsoft’s Set-WinUILanguageOverride documentation describes a PowerShell command that sets the preferred UI language for the current user account. International settings on a running installation can also be reset dynamically based on user preferences; see Microsoft’s international-settings guidance. Check both the user preference and device-level configuration when a profile does not match the intended display language.
