To allow Remote Desktop connections on managed Windows devices, create a Windows 10 and later Settings Catalog profile in the Microsoft Intune admin center, enable Allow users to connect remotely by using Remote Desktop Services, and assign it to the intended device groups. The policy enables the connection setting; it does not give every user access or configure the firewall, Network Level Authentication, or user rights for you.
Create and assign the Intune policy
- In the Microsoft Intune admin center, go to Devices > Manage devices > Configuration, then create a new policy.
- Choose Windows 10 and later as the platform and Settings catalog as the profile type.
- On Configuration settings, add settings and search for Remote Desktop.
- Select Allow users to connect remotely by using Remote Desktop Services and set it to Enabled.
- Assign the profile to the device groups that should receive it, review the configuration, and create the profile.
- After devices check in, open the policy in Intune and review device and user check-in status, device assignment status, or per-setting status.
This is an ADMX-backed, device-scoped setting, so the policy applies to devices rather than users. Microsoft documents support for Windows 10 version 1703 and later on Pro, Enterprise, Education, and IoT Enterprise editions, including IoT Enterprise LTSC. The associated Policy CSP path is ./Device/Vendor/MSFT/Policy/Config/RemoteDesktopServices/AllowUsersToConnectRemotely. See Microsoft’s RemoteDesktopServices Policy CSP documentation.

For standard Intune administration, use the Settings Catalog workflow above. The policy is ADMX-backed and Microsoft documents a special SyncML format for custom SyncML deployment, but that is not required for this Settings Catalog procedure.

Understand the policy’s three states
| Policy state | Effect on new incoming connections | Existing connections | Role of the device’s Remote Desktop setting |
|---|---|---|---|
| Enabled | Members of the target device’s Remote Desktop Users group can connect through Remote Desktop Services, subject to other access controls. | Not stated in the Policy CSP for this state. | The policy enables remote connections. |
| Disabled | New incoming connections are blocked. | Current connections remain active. | The policy blocks new connections. |
| Not configured | Determined by the target device’s Remote Desktop setting. | Not stated in the Policy CSP for this state. | Microsoft says remote connections are disabled by default. |
These behaviors are documented in Microsoft’s Policy CSP – RemoteDesktopServices. The policy does not itself grant access to every account: eligible users must be members of the target computer’s Remote Desktop Users group, and separate user-right or access-control settings can further affect who may sign in.

Check prerequisites and related access controls
- Firewall: Ensure the firewall allows Remote Desktop Protocol traffic before expecting target devices to accept connections. Enabling this policy alone does not establish firewall readiness. Microsoft’s Intune deployment guidance identifies firewall allowance as a prerequisite for accepting remote connections.
- Network Level Authentication: The separate policy Require user authentication for remote connections by using Network Level Authentication can limit which clients connect. Enabling the main policy does not configure this control. See the RemoteDesktopServices Policy CSP.
- Simultaneous connections: If you need to limit the number of users connected at once, Microsoft documents a separate Limit number of connections policy or a Remote Desktop Session Host WMI Provider setting. These are distinct from the policy that enables remote connections; see the Policy CSP and Remote Desktop Services WMI Provider documentation.
- User rights: The separate Allow log on through Remote Desktop Services user-right setting determines which users or groups can access a remote device’s sign-in screen through an RDS connection. Its cited CSP documentation lists support for Windows 11 version 22H2 with a specified update and later, and Windows 11 version 24H2 and later. Check its UserRights Policy CSP documentation for the applicable details.
Verify the result on a device
After a target device checks in, open Settings > System > Remote Desktop on that device and confirm Remote Desktop is enabled. In Intune, inspect the profile’s device and user check-in, device assignment, or per-setting status to identify whether deployment has reached the target. Microsoft describes these verification points in its Intune deployment guidance.
