A Windows CPU reading of 100% means the processor is fully occupied at that moment; it does not tell you why, and it does not by itself prove that anything is broken. Start in Task Manager, identify the process using the CPU, and follow the checks below before changing settings or suspecting hardware.
Why can CPU usage reach 100% when nothing seems open?
Windows may be doing background work, a startup app may still be running, or an app or service may be consuming more processor time than expected. A browser can also remain busy after you stop actively using it. Malware is another possibility, but a high reading alone is not evidence of infection. There is no single cause or universal fix for every PC.

“Nothing open” can mean no visible windows, not that no processes are running. Task Manager helps distinguish an idle-looking desktop from ongoing app or Windows activity.

- Open Task Manager: Press
Ctrl+Shift+Esc. - Sort by CPU: In the Processes view, select the CPU column heading so the highest-use processes appear first.
- Observe the pattern: Note whether a familiar app, browser, or Windows process is at the top. Give the system a short time to settle, and check whether the load continues. A brief spike and sustained high use are different situations.
- Close only apps you recognize: Save your work and close an app normally if you do not need it. Do not end unfamiliar Windows processes just because they appear near the top.
Microsoft recommends using Task Manager to monitor resource use and identify heavy processes in its Windows performance guidance. If the top entry is unfamiliar, note its name and look for an explanation from a trustworthy source before taking action.

What should I check if no app explains the load?
Startup and background apps
Review apps that start with Windows and disable only those you recognize and do not need to launch automatically. Also review background app permissions where available. Change one relevant setting at a time, then observe whether CPU use changes; changing several at once makes it harder to identify what mattered. Microsoft includes startup apps and background activity among its performance checks.
Windows updates and drivers
Check Windows Update for available updates, including optional driver updates where offered. Microsoft notes that updates can include fixes and performance improvements, but installing one is not guaranteed to resolve high CPU use. Use Windows Update rather than downloading drivers from an unfamiliar source.

Malware scan
Consider malware if other signs or circumstances make infection plausible, but do not diagnose it from CPU percentage alone. Microsoft recommends a full scan when infection is suspected. A full scan can make the PC run more slowly while it is in progress, so allow it to finish. See Microsoft’s Windows Security guidance.
When is a clean boot useful?
If ordinary checks do not reveal the cause, a clean boot can help determine whether a background program or service is interfering. Microsoft describes it as starting Windows with a minimal set of drivers and startup programs. It is an isolation step, not a permanent configuration.

- Follow Microsoft’s instructions for your Windows version in How to perform a clean boot in Windows.
- Record which startup items or services you disable so you can restore them.
- Check whether the CPU behavior changes in the clean-boot environment. If it does, re-enable items methodically to narrow down the conflict.
- Restore normal startup when finished. Microsoft warns that a clean boot can temporarily remove functionality.
What if the problem began after a Windows update?
Use the timing as a clue. If high CPU use began after an update, Microsoft’s recovery guidance includes uninstalling that update as a possible remedy. Review Windows recovery options and follow the instructions that match your device and Windows version. Uninstalling an update is not a guaranteed fix, and reinstalling Windows should not be the routine first response to this symptom.

It means the processor is fully occupied at the time shown, but the number alone does not establish damage or identify a fault. What matters for troubleshooting is what is using the CPU, whether the load persists, and whether it affects what you are trying to do. Identify the process first; then choose a proportionate next step rather than treating the percentage as a diagnosis.
