Yes, Copilot can work with files, but what it can access depends on which Copilot you mean. The Copilot app on Windows can search supported files on that PC, including files synced from OneDrive. Microsoft 365 Copilot can use organizational Microsoft 365 content when the account, license, permissions, and admin settings allow it. Both products can also support file-specific workflows such as attaching or selecting a document, but those routes have different limits.
What is the difference between Windows Copilot and Microsoft 365 Copilot?
“Copilot” refers to several product experiences. Here, Windows Copilot means the Copilot app on a Windows device, while Microsoft 365 Copilot means Copilot features grounded in Microsoft 365 work content or built into Microsoft 365 apps. Their file access is not a simple local-versus-cloud distinction: Windows file search can include OneDrive-synced files, and Microsoft 365 experiences can also work with files that a user explicitly attaches or selects.

Can Copilot on Windows find and read files on your PC?
Search includes OneDrive-synced files
Microsoft says the Copilot app on Windows can find and open files on the device and answer questions about file contents. That includes files synced from OneDrive, so “on your PC” does not mean only files stored exclusively on the local drive. Availability depends on the app’s file-search and file-read settings.

Readable formats are a narrower list than searchable files
Microsoft specifically lists .docx, .xlsx, .pptx, .txt, .pdf, and .json as formats Copilot on Windows can read. Do not assume that every file it can locate can also be interpreted: Microsoft distinguishes broader file search from the formats it documents as readable. If a file is not in a listed format, the documentation does not establish that Windows Copilot can read its contents.
Check the Windows app’s file settings
Open Copilot’s settings and review the file-search and file-read access controls. If Copilot cannot find a file, confirm that it is in a supported location and that the relevant access is enabled. If it finds but cannot answer questions about one, check whether its format is among the documented readable types.

Can Microsoft 365 Copilot access OneDrive and work files?
Work grounding depends on account and license
With organizational grounding enabled, Microsoft 365 Copilot can draw on authorized work data through Microsoft 365, including organizational files and other work content. This is not an automatic entitlement for every account described as “Copilot”: access depends on the assigned license and configuration. More limited chat access does not necessarily include the same Microsoft Graph grounding available with a Copilot add-on license. Personal Microsoft 365 file workflows are different
Microsoft documents Copilot workflows for personal Microsoft 365 plans that use OneDrive files and files in Microsoft 365 apps. Supported operations and formats vary across Word, Excel, PowerPoint, OneNote, and Outlook. In the documented personal-file workflow, a local file path is not supported: the file needs to be uploaded or hosted in the cloud. These personal subscription features should not be confused with broad access to an organization’s Microsoft 365 content.

Microsoft also documents some access to work documents in apps for certain personal Microsoft 365 subscriptions. That does not make the experience equivalent to a work or school account assigned a Copilot add-on: the documented capability differs particularly for broader organizational Graph access and questions about other documents. What can Copilot do with selected OneDrive files?
Microsoft documents OneDrive workflows for asking questions about selected files, getting summaries, and comparing files. In the cited question and comparison flows, users can select up to five files. Eligibility depends on having a supported personal plan or a work or school account with a Copilot license. Microsoft says availability is rolling out, so these features may not be available to every eligible user everywhere. The documented question and comparison workflows do not support videos or images. What files can each Copilot access—and through which route?
- Windows device search: Use the Copilot app’s file-search capability for files on the device, including OneDrive-synced files. Check the app’s file access settings.
- Windows file reading: Ask about file contents when the file is in a format Microsoft lists as readable: .docx, .xlsx, .pptx, .txt, .pdf, or .json.
- Specific file in a prompt: Attach or explicitly reference a file where the product flow supports it. This is a file-specific route, not proof that Copilot has general access to your other files.
- Personal Microsoft 365 files: Use the documented OneDrive or Microsoft 365 app workflows; local paths are not supported in the cited personal-file workflow.
- Organizational work context: Use Microsoft 365 Copilot with the appropriate work account, license, and configuration. It can ground responses in work data the user is authorized to access.
The route matters as much as the file’s location. A cloud-hosted file might be usable through a particular OneDrive or Microsoft 365 app workflow without being available to Windows device search, while a synced file can be part of Windows search without giving Copilot broad access to the organization’s other files.

Microsoft says Microsoft 365 Copilot operates within the Microsoft 365 service boundary and honors existing access controls. It does not grant a user rights to files they could not otherwise access. SharePoint and OneDrive discovery settings, sharing and membership controls, sensitivity labels, and information-protection policies can affect what Copilot can discover or reference. Which Copilot should you use for a file task?
- Find a document on a Windows PC: Start with the Copilot app’s file search, then check file access settings and the documented readable formats.
- Ask about a selected OneDrive file or compare several: Use the OneDrive Copilot workflow if it is available for your account and plan.
- Ask questions across your work documents: Use Microsoft 365 Copilot with the required work license and organizational configuration; results remain bounded by your permissions and policy.
- Work with a particular file in chat: Attach or reference it if the active Copilot experience supports that route, rather than assuming Copilot can browse all files.
