Windows Controlled Folder Access Is Off by Default—Here’s What That Means

Controlled folder access can block untrusted apps from changing files in protected folders. It is disabled by default, and Microsoft does not publish a definitive reason for that setting.

Windows’ built-in ransomware-focused feature, Controlled folder access, is disabled by default. It can help stop untrusted apps from changing files in protected folders, but Microsoft’s documentation does not give a definitive reason for the default. The likely trade-off is compatibility: an app that needs to write to a protected folder may be blocked until you verify and allow it.

What the Windows ransomware shield actually does

Controlled folder access (CFA) is a feature of Microsoft Defender Antivirus. It protects selected folders by restricting which apps can change their files. When an app CFA does not trust tries to modify a protected file, Windows blocks the attempt and notifies you. Microsoft describes the default CFA mode as Disabled; administrators can also configure modes such as Audit and Block. Microsoft’s overview of controlled folder access and its configuration documentation describe the behavior and default.

This is a targeted control on app access to protected folders, not a replacement for antivirus protection or a backup. It does not promise that every file or every form of ransomware will be stopped.

Why is it off by default?

Microsoft documents that CFA is disabled by default, but the reviewed documentation does not state why Microsoft chose that setting. A reasonable inference from the way CFA works is that enabling it can interrupt legitimate apps that need to write to protected folders. Users may have to identify and allow a trusted app before it can make those changes. That compatibility cost is a plausible explanation, not a confirmed Microsoft rationale.

What folders and apps does it cover?

CFA protects default locations that include the user’s Documents, Favorites, Music, Pictures and Videos folders, as well as selected Public folders. If a known folder has been redirected, protection applies at its redirected location. Users and administrators can add other folders. Microsoft lists the protected locations and configuration options.

Microsoft Defender automatically trusts some apps based on prevalence and reputation. If a legitimate app is blocked, you can add it to the allowed-app list after verifying that it is trustworthy. An allow-list entry is tied to the app’s path, so verify the specific executable you intend to permit. The change takes effect when the app or service starts; a service that is already running may need to be restarted. Microsoft explains app trust and allow-list behavior.

How to turn on Controlled folder access

  1. Open Windows Security.
  2. Select Virus & threat protection.
  3. Under Ransomware protection, select Manage ransomware protection.
  4. Turn on Controlled folder access and approve the User Account Control prompt.

These are Microsoft’s documented Windows Security steps. The interface provides the On and Off controls; administrators have additional configuration options through management tools. See Microsoft’s setup guidance.

What to do if CFA blocks an app

  1. Check Windows Security’s Protection History to confirm that CFA blocked the app and identify the affected file or app.
  2. Verify the app’s identity and its exact path. Do not allow an unfamiliar executable simply because it produced a warning.
  3. If you have confirmed the app is legitimate and needs access, add that specific app through the controlled folder access allowed-app settings.
  4. Restart the app—or, if it is a service, restart the service—so the new permission takes effect.

Microsoft advises allowing only apps you trust. A block is not a reason to turn off broader antivirus protection or to allow every app that requests access. Microsoft’s guidance covers blocked apps and permissions.

What the administrator modes mean

For managed Windows devices, CFA has more modes than the consumer On/Off control. Administrators can configure it through Group Policy, MDM/Policy CSP, PowerShell and management tools. Audit mode can help organizations observe expected effects before enforcing blocks. Microsoft documents CFA configuration routes and modes.

Mode Effect
Disabled CFA does not enforce folder protection. Microsoft lists this as the default.
Audit Records would-be CFA events for evaluation without applying the full blocking behavior.
Block (Enabled) Blocks untrusted apps from changing files in protected folders; apps without permission may be interrupted.

Some managed configurations also offer disk-modification-only variants. The exact policy choices depend on the configuration route and Windows management environment; home users do not need enterprise policy settings to use the Windows Security toggle. Microsoft’s configuration reference describes the available modes.

Protection and recovery are separate

CFA is intended to prevent certain unauthorized file changes. Recovery is a separate concern: Windows Security also points users to OneDrive setup as a ransomware recovery option. OneDrive is not required to enable CFA. Microsoft Support explains ransomware protection and recovery in Windows Security.
