To give Windows 365 users local administrator rights or permission to reset their Cloud PCs, create a user settings policy in the Microsoft Intune admin center and assign it to the intended user group. These are separate permissions: local admin elevates a user on their own Cloud PCs, while reset wipes and reprovisions a Cloud PC and deletes its files, apps, and settings.
Choose the permissions before creating a policy
Enable only the actions users need. Local admin, user-initiated reset, and user-initiated restore are separate controls; reset and restore are not interchangeable.

Create and assign the User settings policy in Intune
- In the Microsoft Intune admin center, go to Devices > Cloud PC Settings.
- Select Create > User settings.
- Enter a clear policy name, then enable only the required controls: Enable local admin, Enable users to reset their Cloud PCs, and, if appropriate, user-initiated restore.
- Assign the policy to a user group whose membership and scope you have reviewed. Microsoft permits applying the settings before or after a Cloud PC is assigned to a user.
- Check for overlapping User settings assignments before saving. Their precedence is described below.
- Tell users what the enabled permissions allow. In particular, explain that reset deletes their personal files, apps, and settings and that they should back up needed data before proceeding. Microsoft Learn: Reset a Cloud PC.
Changes take effect when the user logs on. If the user is already signed in, they must sign out and back in for the change to take effect. Microsoft Learn: User settings.

Check overlapping policies and current precedence guidance
Microsoft’s User settings guidance says that when a user is covered by more than one User settings policy, the most recently created policy applies and the others are ignored. Editing a policy does not change its priority. Avoid overlapping assignments where practical. Microsoft Learn: User settings.
Microsoft’s broader settings overview describes a global ranking for settings policies, with the higher-ranked policy winning when conflicting values are configured. These descriptions address different guidance scopes and should not be collapsed into a single precedence rule. For new local admin configurations, check Cloud PC configurations
Microsoft’s Cloud PC configurations guidance lists Enable local admin (preview) and recommends using Cloud PC configurations for that setting. Existing local admin settings in User settings can continue to be managed there for now, as support through User settings is phased out over time; Microsoft does not give a final phase-out date on that page. Check the controls and guidance currently available in your tenant before creating a new configuration.

Optional: update a setting with Microsoft Graph
Microsoft Graph’s cloudPcUserSetting resource includes the Boolean properties localAdminEnabled and resetEnabled. Microsoft documents resetEnabled as false by default. The update operation is PATCH /deviceManagement/virtualEndpoint/userSettings/{id}; the documented least-privileged permission for delegated work or school account and application access is CloudPC.ReadWrite.All. Use an appropriately authorized identity and test the intended policy and group scope before applying a change. Microsoft Graph: Update cloudPcUserSetting.
