If CBS logs say Windows failed to load C:WindowsSystem32configCOMPONENTS with 0x800703F1 - ERROR_BADDB, the log points to a problem loading the COMPONENTS registry hive. It does not establish a guaranteed Windows 11 25H2 repair. Start by confirming where each error appears, then use Microsoft’s general DISM-and-SFC guidance and the separate checks Microsoft recommends for 0x8007001F. Avoid downloading a replacement hive from an unknown source.
First, confirm what failed
The two error codes are not interchangeable. Microsoft describes 0x8007001F as “A device attached to the system is not functioning” on its Windows upgrade and installation errors page. A CBS line reporting failure to load the COMPONENTS hive with 0x800703F1 - ERROR_BADDB is different evidence: it points to a hive-load failure in that reported case, as shown in a Microsoft Q&A report. Do not assume the 0x8007001F update error proves that the hive is corrupt.

Before making changes, note the Windows edition and build, the update KB number, and whether the error appeared in Windows Update, DISM, Windows Setup, or a CBS log. If you have a CBS failure, preserve the exact lines around the COMPONENTS message; the surrounding context matters more than the error code by itself.

Microsoft’s documented baseline for missing or corrupted Windows system files is to run DISM before System File Checker. This is general servicing guidance, not a confirmed fix for a COMPONENTS hive that cannot load.

- Open an elevated Command Prompt. Search for Command Prompt, choose Run as administrator, and approve the User Account Control prompt.
- Run DISM. Enter
DISM.exe /Online /Cleanup-image /Restorehealthand wait for it to finish. Microsoft notes that DISM normally obtains repair files through Windows Update; when the update client is unavailable or broken, a suitable local Windows installation or removable-media source may be specified. See Microsoft’s System File Checker and DISM instructions for source details. - Run SFC after DISM completes. Enter
sfc /scannowin the same elevated window and let the scan finish. - Review the result and retry the update. Record any DISM or SFC error messages. If the original failure remains, do not infer that the COMPONENTS hive has been repaired merely because these commands completed.
If the update reports 0x8007001F
Follow Microsoft’s device and driver checks for this code rather than treating it as proof of a registry-hive problem. Its upgrade and installation guidance suggests disconnecting external devices, trying Safe Mode, and checking drivers.
- Disconnect nonessential external devices and try the update again.
- Check relevant device drivers, especially if the error occurs during an upgrade or installation.
- If the failure is part of an upgrade, consider Microsoft’s Safe Mode troubleshooting guidance.
Microsoft also provides broader steps on its Windows Update troubleshooting page. Keep the code’s origin clear: an update failure, a Setup failure, and a CBS hive-load message are not the same diagnosis.

If CBS specifically cannot load COMPONENTS
A community Microsoft Q&A post contains the reported pattern of CBS failing to load C:WindowsSystem32configCOMPONENTS with 0x800703F1 - ERROR_BADDB. A separate community report concerns Windows 11 24H2 and describes a third-party scanner identifying ERROR_BADDB in the hive. These are user reports, not Microsoft-validated repair instructions for Windows 11 25H2; they do not establish that a particular tool, registry edit, or repair method is safe or effective.

Do not replace the hive with an arbitrary file downloaded from the internet. A registry hive is a core system file; an unsuitable replacement can leave Windows unbootable or damage servicing further. If you have a known-good backup or restore point, assess that recovery option before attempting manual hive changes. If manual repair is being considered, use a trusted Windows specialist rather than an unverified repair utility or downloaded hive.

When to consider Windows installation media
Microsoft’s upgrade guidance describes Windows ISO and in-place upgrade troubleshooting, and its DISM guidance recognizes local installation or removable media as possible repair sources. Matching installation media can therefore be part of a broader recovery route when normal servicing is not working. It is not a guarantee that an in-place upgrade will succeed when the COMPONENTS hive is unloadable, nor does the cited guidance describe it as a direct hive repair.

- Use media appropriate to the installed Windows edition and language, and follow Microsoft’s current installation guidance.
- If the recovery option requires a repair source, ensure it is suitable for the installed Windows version and servicing context.
