If Task Manager says “Not Responding,” first check whether only Task Manager is stuck or Windows as a whole has stopped responding. Use that distinction to choose a low-risk next step: restart the desktop shell for taskbar or desktop trouble, check for display symptoms, and reserve system repair or Windows recovery for problems that persist.
1. Check whether Windows itself is frozen
This is practical triage, not a Microsoft-prescribed diagnostic test for Task Manager. Press Ctrl+Shift+Esc to try opening Task Manager. If that does not work, press Ctrl+Alt+Del and see whether the security screen appears or lets you open Task Manager.

If those controls respond, Windows is still processing input, even if Task Manager or the desktop is stuck. If the screen and keyboard shortcuts do not respond, treat it as a wider system freeze. Save work and restart only if the device allows it; a forced shutdown can lose unsaved changes.

Use this step when the desktop, taskbar, or Start interface is malfunctioning and Task Manager still opens. Restarting Explorer targets the Windows desktop shell; it is not a universal fix for Task Manager itself. Microsoft documents this approach in its blank-screen troubleshooting guidance.

- 1.1 GHz (boost up to 2.4GHz) Intel Celeron N5030 Quad-Core
- Open Task Manager with Ctrl+Shift+Esc, or reach it from the Ctrl+Alt+Del security screen.
- Find Windows Explorer in the process list. If necessary, look under the Processes tab.
- Select it and choose Restart. The taskbar and desktop may disappear briefly while Explorer reloads.
If Windows Explorer is not listed, use Task Manager’s File > Run new task, enter explorer.exe, and select OK.
3. Restart Windows and check for updates
If Explorer or other Windows components continue to behave unpredictably, restart Windows normally and check Settings > Windows Update for available updates. Microsoft includes updating and restarting among its steps for Explorer problems, but this is basic maintenance—not proof that an update will cure every Task Manager hang. See Microsoft’s File Explorer troubleshooting guidance.

4. Check whether screen flickering points to a display or app problem
If the display is flickering, watch Task Manager and the rest of the screen at the same time. Microsoft’s diagnostic clue is whether Task Manager flickers too:
- Task Manager flickers along with other content: a display driver may be involved.
- Task Manager stays steady while other content flickers: an incompatible app is more likely.
If the whole screen is difficult to use, press Windows+Ctrl+Shift+B. In some cases, this shortcut resets the graphics driver; it is not a guaranteed repair. For further guidance, see Microsoft’s screen-flicker troubleshooting steps.

5. Repair Windows system files with DISM and SFC
Consider these built-in repair tools if Windows features are malfunctioning, system errors appear, or Windows becomes unresponsive or freezes—not simply because Task Manager hung once. Microsoft describes those symptoms in its System File Checker guidance. It instructs users to run DISM before SFC.
- Open Command Prompt as an administrator. Approve the User Account Control prompt if it appears.
- Run
DISM.exe /Online /Cleanup-image /Restorehealthand wait for it to finish. - Then run
sfc /scannow. Keep the Command Prompt open until verification reaches 100%. - When the scan finishes, follow any on-screen result and restart Windows if prompted.
These tools address Windows component-store and system-file problems. They do not establish that corrupted files caused a particular Task Manager issue.

6. Use recent updates or stop codes as clues
If the trouble began after a Windows update
If the problem started immediately after an update, Windows recovery includes an option to uninstall a recent update. Treat the timing as a clue, not proof that the update caused the issue. Microsoft lists update removal among the recovery choices in its Windows recovery guidance.

A stop-code restart is a broader problem than a single Task Manager hang. Microsoft says recurring unexpected restarts can be related to hardware, drivers, or software. Its general troubleshooting steps include starting in Safe Mode, checking Device Manager, ensuring enough free disk space, and installing updates. Follow Microsoft’s steps for unexpected restarts and stop-code errors rather than treating Task Manager as the only fault.

7. Escalate to Windows recovery only if simpler steps fail
If Windows remains unusable, open Settings > System > Recovery when available, or use Windows Recovery Environment if you cannot reach Settings. Microsoft recommends starting with the least disruptive suitable option. Options and labels vary by Windows version; its current guidance includes troubleshooters, update removal, System Restore, and Reset this PC. Some reinstall options depend on Windows 11 version 22H2 or later, and Point-in-time restore depends on version 24H2 or later.
Before a recovery operation that could remove data, back up important files if you can. Review what each option changes before proceeding: Reset this PC is more disruptive than trying a targeted troubleshooter or removing a suspected recent update. Microsoft’s recovery-options guide explains the available choices and cautions about data loss.
Is this a known Windows 11 Task Manager bug?
A Microsoft release note published September 8, 2026, describes a desktop-loading issue after the August 2026 preview update and subsequent updates. It was primarily observed on Azure Virtual Desktop hosts using FSLogix, with some users able to launch explorer.exe from Task Manager as a temporary workaround. That narrow enterprise issue is not evidence of a widespread consumer Task Manager bug. See Microsoft’s September 8, 2026 update note.
