Windows 11 Stuck on Restarting? Try These Steps in Order

A Windows 11 PC stuck on Restarting may still be installing an update or may need recovery. Follow these lower-risk steps before considering reset or reinstall.

First check whether Windows is still installing an update: if a progress indicator is changing, leave the PC powered on and give it time. If the screen has not changed and the computer will not respond, use Windows Recovery Environment (WinRE) to try Startup Repair, then investigate recent updates or changes. A frozen “Restarting” screen is different from a repeated crash-and-restart loop, so identify which one you are seeing before choosing a fix.

Check whether Windows is frozen or still working

Look for an update message, progress indicator, or other visible change. Update duration varies with factors such as update size and connection speed; Microsoft does not give a single safe waiting time for every PC. If installation appears active, avoid repeated forced shutdowns, which can interrupt work in progress. See Microsoft’s Windows Update troubleshooting guidance.

If the screen has not changed for an unusually long time and the PC does not respond to input, a forced power-off may be necessary to reach recovery, but it can interrupt an update or other work. Do not treat a computer that keeps restarting with stop-code errors as the same problem: that pattern can involve hardware, drivers, or software.

Open Windows Recovery Environment

WinRE contains tools for a PC that cannot start normally, including Startup Repair, update removal, and Startup Settings. The route into recovery can vary by device; follow Microsoft’s Windows Recovery Environment instructions for the situation you are in. If the PC is managed by a workplace or school, contact its IT team before reset or reinstall decisions.

If device encryption is enabled, WinRE may ask for the BitLocker recovery key before allowing access to most recovery options. Locate the key before proceeding if possible. Back up important files first whenever Windows or the recovery environment still gives you a way to do so: some recovery choices can cause data loss.

Run Startup Repair first

In WinRE, select Troubleshoot > Advanced options > Startup Repair, then follow the prompts. Startup Repair scans for certain problems that prevent Windows from starting and attempts to fix them. Microsoft lists missing or damaged system files and corrupted boot configuration data among the issues it may address. It is not a guaranteed fix for every restart problem. If it reports that it could not repair the PC, move to a different option rather than repeating the same repair without new information. Details are in Microsoft’s Startup Repair guide.

If the trouble began after an update, consider removing it

When the restart problem started soon after a Windows update, WinRE’s Troubleshoot > Advanced options > Uninstall Updates option may be relevant. Choose the update-removal option offered there and follow the prompts. This is a targeted step for a problem that followed an update, not a general first response to every frozen screen. Protect files where possible before using recovery actions.

Use Safe Mode to narrow down recent changes

From WinRE, choose Troubleshoot > Advanced options > Startup Settings > Restart, then select Safe Mode from the displayed options. Safe Mode starts Windows with a limited set of files and drivers, which can help you investigate whether a recently installed driver, app, or startup program is involved. If the problem does not occur there, that is a clue—not proof of the cause. Microsoft explains the available options in its Windows Startup Settings guide.

Rank #3

If you can sign in in Safe Mode, review changes made shortly before the issue began. Remove or roll back a likely recent driver or app only if you can identify it and understand the effect. For a repeated unexpected restart or stop-code error, Microsoft also suggests checking newly added hardware, Device Manager for problem devices, available storage, and relevant updates. In that specific troubleshooting context, Microsoft gives 10% to 15% free disk space as a general target and notes that the actual requirement depends on system configuration; that figure is not a guaranteed fix for a frozen Restarting screen. See Microsoft’s guidance for unexpected restarts.

Choose a more disruptive recovery option only if needed

Microsoft advises starting with the least disruptive suitable option: “Start with the first recommended option as the least disruptive.” The available choice depends on whether Windows can start, whether the problem followed a change, and whether you have the BitLocker key or device-specific recovery media. Compare the main routes before proceeding:

Option Best fit What to expect
Startup Repair Windows cannot start normally Scans for certain startup problems and attempts repairs; success is not guaranteed.
Uninstall Updates The issue began after an update Removes an update through WinRE; use when the timing makes an update a plausible cause.
Safe Mode You need to investigate a recent driver, app, or startup change Loads a limited set of files and drivers to help narrow the cause.
Reset this PC Less disruptive troubleshooting has not resolved the issue Reinstalls Windows and offers a choice to keep personal files or remove everything. Do not assume keeping files also preserves installed apps or settings.
Reinstall from recovery or installation media Windows needs a reinstall and other recovery options are unsuitable May require device-specific recovery media. A manufacturer recovery image may include hardware-specific drivers and factory apps.

Before resetting or reinstalling, read Microsoft’s recovery-options guide and confirm you understand the data and configuration consequences. If using recovery or installation media, check the PC manufacturer’s requirements; do not assume that any particular USB drive capacity or recovery image will suit every model.

Check whether Quick machine recovery is available

Quick machine recovery is not an option on every Windows 11 PC. Microsoft says it is available on Windows 11 version 24H2 or later, enabled by default on Home, and may need an administrator to enable it on Pro and Enterprise. It can detect repeated startup failures associated with a known widespread issue and check Windows Update for a Microsoft-provided fix. When it applies a fix, it does not reset the PC or affect files, apps, or settings. Availability and behavior depend on Windows version and edition; see Microsoft’s recovery options information.
