If Windows 11 setup is blocked, first identify which screen is stopping you. The first-run setup process—called the Out-of-Box Experience (OOBE)—can vary by device. For a network screen, try Wi-Fi, Ethernet, or cellular where supported. Windows 11 Home requires internet to complete OOBE according to Microsoft; an offline bypass is not a guaranteed option across current versions.
What “bypassing Windows 11 setup” means
OOBE is the sequence of first-run screens that prepares a Windows PC. It can include language, region, keyboard, network, account, and privacy choices, but the exact screens and their order can vary by device and cloud-delivered content. A restart during setup may be part of the process. Microsoft’s OOBE overview describes the experience and its variability.

There is no single bypass that reliably skips every requirement. A connection problem, an account step, a restart or update, and work-or-school enrollment are different situations and call for different next steps.

If setup is stuck at the network screen
Try Wi-Fi, Ethernet, or cellular
- Wi-Fi: Select an available network and enter its password. If your router is unavailable, out of range, or not broadcasting, try another connection.
- Ethernet: If the PC and router have compatible Ethernet ports, connect them with a cable. A compatible adapter may be needed on a PC without an Ethernet port. Microsoft says Windows skips the network page when it detects wired internet connectivity; this connects the PC rather than bypassing Windows’ setup requirements. Microsoft’s answer-file documentation describes the network-page behavior.
- Cellular: On an LTE-enabled device with an active SIM and service, cellular may be available during setup when local Wi-Fi is unavailable. Microsoft’s OOBE screen guidance covers connectivity options.
Keep the Windows edition in mind
Microsoft states that internet connectivity is required to complete OOBE on Windows 11 Home. If you are setting up Home, plan to connect rather than relying on an offline route. Microsoft’s OOBE screen details also note that setup can include critical updates.

About the OOBEBYPASSNRO command
A Microsoft Q&A response dated January 15, 2025 describes pressing Shift+F10 during OOBE and entering OOBEBYPASSNRO to expose an offline option. This is version-dependent community guidance, not a universal guarantee: the authoritative Microsoft documentation cited here does not establish that the command remains available on every current Windows 11 build. If it does not work or the option is absent, use an internet connection or contact the device’s seller or support provider rather than assuming the PC is defective. Microsoft Q&A
If the PC belongs to work or school
Do not treat an organization enrollment screen as an ordinary consumer setup obstacle. Windows Autopilot and other managed enrollment flows rely on internet services and may require access to specific network endpoints. A workaround may be inappropriate or ineffective, and the organization may need to complete enrollment. Follow your employer’s or school’s instructions, or ask its IT team to check the network and device assignment. Microsoft’s Autopilot requirements explain the service dependencies.

Why IT and OEM setup options are different
Microsoft documents ways for device manufacturers and IT administrators to configure OOBE, including answer files and settings that can hide the network page. These are deployment tools for preparing or managing devices—not general consumer instructions for removing Windows setup requirements. In particular, hiding a page through configuration is not the same as satisfying a requirement to connect. See Microsoft’s answer-file documentation for the deployment context.

Choose the next step
| Situation | Best next step | What to expect |
|---|---|---|
| Personal PC; Wi-Fi available | Connect to Wi-Fi and continue OOBE. | Setup may show additional account, privacy, or update screens. |
| Personal PC; Wi-Fi unavailable, Ethernet possible | Connect the PC to a router with Ethernet, using a compatible adapter if needed. | Windows may skip the network page after detecting wired internet; this is a connection, not a general bypass. |
| LTE-enabled device with active cellular service | Check whether cellular is offered on the network screen. | Availability depends on the device and active service. |
| Windows 11 Home; no internet connection | Arrange Wi-Fi, Ethernet, or supported cellular connectivity. | Microsoft says internet is required to complete Home OOBE. |
| Work- or school-managed device | Use the organization’s network and contact its IT team. | Enrollment may depend on organizational services and network access. |
| Considering an offline command | Understand that OOBEBYPASSNRO is version-dependent guidance reported in a January 15, 2025 Microsoft Q&A response. |

If the screen still will not advance
- Confirm that the selected Wi-Fi network has internet access, not just a visible signal.
- If using Ethernet, check that both ends are connected and that the router has internet service.
- Allow time for setup to restart or apply updates before interrupting it.
- If this is a managed device, ask the organization’s IT team whether its network permits the services needed for enrollment.
