It is not a guarantee. A site can block VPN traffic, check other location signals, or apply its own account and regional rules.
What a VPN changes—and what it does not
A VPN routes your internet traffic through an encrypted connection to a remote server. The website generally sees that server’s IP address rather than your original one, which may change how an IP-based location rule treats your connection. It does not make you anonymous: the VPN provider becomes an important trust point, and a website may use account details, browser data, device location or other checks. The Internet Society’s September 9, 2026 policy brief discusses VPN mechanics and provider trust practices.

Whether access is permitted depends on the site’s terms, applicable law and your circumstances. A VPN does not change those rules. Treat the steps below as troubleshooting for legitimate access, not a way to defeat every restriction.

Try a VPN connection in three steps
- Open your VPN provider’s official app and connect. Follow the provider’s setup instructions rather than installing an app from an untrusted source.
- Choose an allowed server location. Select a region where you are permitted to access the site or service. A different server may help if the first server is unavailable or its apparent region is rejected.
- Reload the page or reopen the app. If it still fails, troubleshoot one setting at a time using the checks below.
These are provider-documented troubleshooting ideas, not independently tested steps or a promise that a particular site will work. Private Internet Access’s August 19, 2026 support guide describes these kinds of checks and advises users to follow applicable laws and third-party terms: Can’t Access Specific Websites or Apps While Using PIA VPN.

Diagnose why the site is still unavailable
| What you see | Possible explanation | What to try |
|---|---|---|
| The site fails on the first server | The server may be down, or the site may reject its apparent region. | Try another server in a region where you are allowed to access the site. |
| The VPN connects, but browsing fails on work or public Wi-Fi | The network may block a VPN protocol or port. | Use the provider’s instructions to test another supported protocol. A network may still block VPN traffic. |
| The site works differently in another browser | Extensions, cookies, cached site data or location permissions may affect behavior. | Test a different browser; review the site’s stored data and location permissions. |
| A bank or government site denies access | The service may require access from your actual permitted region or check other account details. | Use a server in the region where you are eligible to use the service, or contact the site or your provider. |
| A streaming catalog remains unavailable | The service may check location, account eligibility or its own terms. | Check the streaming service’s terms and regional rules; a VPN does not guarantee catalog access. |
Change one variable at a time—server, protocol, browser or location permissions—so you can tell which check affects the result. A website can also block VPN traffic outright, and network-level restrictions may prevent a VPN connection.
Check the rules before changing regions
Rules differ by country and service. In guidance for Germany, the Bundesnetzagentur’s geo-blocking page explains that traders may infer a customer’s country from an IP address, payment-card billing address or phone number. It describes EU rules that generally prohibit certain discrimination based on residence, establishment or citizenship, subject to exceptions. Audiovisual services such as streaming are excluded from the listed protections and instead fall under the separate EU Portability Regulation. This guidance is specific to that legal framework; it does not establish a rule for every site or country.

Service terms can impose separate limits. For example, Private Internet Access says its terms prohibit using its service to circumvent geographic restrictions imposed by content providers. Check the terms of the VPN provider and the site you want to use, as well as the law that applies to you.
VPN blocks and restrictions are real
A VPN may fail because the network or authorities restrict VPN traffic, not because a server choice is wrong. Freedom House’s 2025 report on blocking anti-censorship tools says that, as of March 2025, people in at least 21 of the 72 countries covered by its 2024 Freedom on the Net study had experienced restrictions on anti-censorship tools in the preceding five years. It describes IP-address blocking, port restrictions and deep packet inspection of VPN protocols. That figure is bounded to the report’s coverage and period; it is not a current global count of countries that block VPNs.

In July 2026, the UK government said it would ask Ofcom to research ways services can detect and mitigate circumvention, including VPN use, and engage VPN providers on child safety. Its response also recognizes household privacy uses and technical challenges in detecting VPN use. This is a UK policy development, not a universal VPN ban: UK government response, July 2026.

The Internet Society identifies data minimization, strong encryption, transparent ownership and jurisdiction, and independent audits as relevant trust practices.
