If Windows 11 will not start, try Startup Repair first. If a recent app, driver, update, or settings change caused trouble, System Restore can roll system changes back to an available restore point without affecting personal files. Reset this PC reinstalls Windows; its “Keep my files” option retains personal files but removes apps and settings, while “Remove everything” also deletes personal files. Back up important files before recovery and locate your BitLocker recovery key if device encryption is enabled.
Which Windows 11 recovery option should you use?
Choose based on the problem and how much change you are willing to accept. Microsoft recommends less disruptive recovery steps for a PC that still starts. The options below differ in what they repair or undo, whether they need a restore point, and whether they remove files or apps.

| Option | Best fit | What it changes | Personal files | Where to run it |
|---|---|---|---|---|
| Startup Repair | Windows will not start or is stuck in a boot loop | Attempts automatic repairs to certain startup faults | Designed to repair startup; Microsoft does not describe it as a personal-file rollback | WinRE → Troubleshoot → Advanced options → Startup Repair |
| System Restore | A recent app, driver, update, or settings change may have caused trouble | Rolls system files and settings, and affected installed programs, back to a restore point | Not affected | Windows, or WinRE → Troubleshoot → Advanced options → System Restore |
| Reset this PC | Less disruptive steps have not worked, or you want to reinstall Windows | Reinstalls Windows; the selected option determines whether apps, settings, and personal files are removed | Keep my files retains them; Remove everything deletes them | Settings → System → Recovery → Reset PC, or WinRE → Troubleshoot → Reset this PC |
The right path also depends on whether Windows starts, whether a suitable restore point exists, the Windows version, device encryption, and whether the PC is managed. See Microsoft’s overview of recovery options in Windows.
How do I fix Windows 11 when it won’t start?
Use the Windows Recovery Environment (WinRE) to reach the startup tools. If Windows fails to start successfully several times, WinRE may open automatically. If Windows is still usable, open Settings → System → Recovery → Advanced startup → Restart now. In WinRE, choose Troubleshoot → Advanced options.

Try Startup Repair for a boot problem
Choose Startup Repair under Advanced options. It checks for certain problems that can prevent Windows from starting, including missing or damaged system files and corrupted boot configuration, and attempts to repair issues it detects. It may report that it could not fix the problem. Microsoft describes it as a built-in tool for issues preventing the operating system from starting: Startup Repair.
If repair does not resolve the boot issue, System Restore may be available from Troubleshoot → Advanced options → System Restore, provided there is a suitable restore point. Consider more disruptive options only after weighing their effects on files, apps, and settings. If WinRE asks for a BitLocker recovery key, you will need that key to proceed.
When Windows starts but behaves badly
If the PC still starts and the trouble began after a recent system change, consider System Restore before resetting Windows. It is a rollback to a restore point, not a general repair tool for every cause of instability.

Startup Repair targets certain startup faults. It scans for problems such as missing or damaged system files and corrupted boot configuration, then attempts automatic repairs. It is not the same as reinstalling Windows, and Microsoft’s description does not characterize it as restoring or rolling back personal files. Its intended use is a PC that cannot start, rather than one that merely needs an undo of a recent app or settings change.
Will System Restore delete my files?
No. System Restore does not affect personal files. It rolls system-level changes back to a restore point, which can reverse recent apps, drivers, updates, or settings. A suitable restore point must exist; without one, this option cannot roll the PC back to that earlier state. Microsoft explains how System Restore works.
What is the difference between System Restore and Reset this PC?
System Restore returns system changes to an available earlier restore point and leaves personal files alone. Reset this PC reinstalls Windows, with file and app removal depending on the option selected. Reset is therefore more disruptive and does not require choosing a restore point.

Open Settings → System → Recovery → Reset PC, then select Keep my files and follow the prompts. This reinstalls Windows and retains personal files, but removes apps and settings. If Windows will not start, the reset option may be available through WinRE → Troubleshoot → Reset this PC. Review the choices carefully before confirming.
Keep my files or Remove everything?
- Keep my files: retains personal files but removes apps and settings.
- Remove everything: removes personal files, apps, and settings. Choose it only if that level of removal is intended.
The reset flow also offers Cloud download and Local reinstall. These are alternative ways to obtain the Windows files for reinstalling; they do not change the distinction between keeping files and removing everything. Microsoft’s instructions are in Reset your PC.
What should you do before starting recovery?
- Back up important files. Microsoft warns that recovery actions can result in data loss, and Reset this PC can remove personal files depending on your selection.
- Find your BitLocker recovery key. An encrypted PC may ask for it in WinRE or during reset. Do not assume you can reach the recovery tools without it.
- Allow reset to finish. The screen can remain black for an extended period during a reset. Do not manually restart the PC while the process is running, because doing so can cause it to fail.
- Use the PC maker’s instructions for firmware or boot keys. Those steps vary by manufacturer and are not universal Windows settings.
Do you need a USB drive?
A USB drive is optional preparation media, not a prerequisite for Startup Repair, System Restore, or the reset flow. If you create a Windows installation-media USB drive, Microsoft specifies at least 8 GB. Creating a Recovery Drive erases the selected USB drive, so use one with no files you need. A Recovery Drive does not include personal files and is not a backup; Microsoft also recommends recreating recovery media periodically. Details are in Microsoft’s guides to creating a recovery drive and creating installation media for Windows.
If Windows no longer works, installation media can be created on another working PC. Keep the distinction clear: recovery media may help you reach recovery tools or reinstall Windows, but it does not preserve or back up your personal files.
