Windows 11’s Recommendations & offers settings cover several distinct uses of data—not one master switch for every ad or suggestion. The Personalized offers control can use Windows diagnostic and device-use information alongside Microsoft account and service data. Separate toggles govern advertising IDs in apps, website access to your language list, app-launch tracking for Start and search, and suggestions in Settings. To review them, open Settings > Privacy & security > Recommendations & offers.
What Personalized offers can use
Microsoft says that when Personalized offers is enabled, Windows may use information about your device and how you use it, including Windows diagnostic data, together with information associated with your account and data from other Microsoft products and services. Offers may include Windows tips and suggestions as well as ads or recommendations for Microsoft and third-party products, services, features, apps, and hardware. Microsoft’s Recommendations & offers privacy guidance describes these uses.

Microsoft says required diagnostic data can include information about the device, its settings and capabilities, and whether it is performing properly. If optional diagnostic data is enabled, additional information about app and feature use and device health may also be used for offers. Microsoft also says some offers may be personalized locally on the device.
Other possible inputs include Edge activity when permission has been given for personalized search, ads, and news; use of Microsoft services such as Bing, Microsoft 365, and Xbox; Microsoft website activity; subscription and purchase history; and data shared with Microsoft by third-party websites. Interactions with offers may also help provide and improve similar messages in other Microsoft products.

Microsoft explicitly says it does not use the content of crash dumps, speech, typing, or inking input data to personalize offers.
What each Recommendations & offers control changes
| Control or setting | What it affects | Where to find it |
|---|---|---|
| Get personalized tips, ads, and recommendations based on my Windows activity | Personalized offers using eligible Windows, device, account, and service information | Settings > Privacy & security > Recommendations & offers |
| Let apps show my personalized ads by using my advertising ID | Use of the Windows advertising ID by apps that use that identifier | Settings > Privacy & security > Recommendations & offers |
| Let websites show me locally relevant content by accessing my language list | Websites’ access to your preferred-language list for locally relevant content | Settings > Privacy & security > Recommendations & offers |
| Let Windows improve Start and search results by tracking app launches | App-launch tracking used to personalize Start and search, including access to frequently used apps | Settings > Privacy & security > Recommendations & offers |
| Show me suggested content in the Settings app | Suggested prompts and content in Settings, including suggestions to discover features or apps | Settings > Privacy & security > Recommendations & offers |
| Diagnostic data selection | Whether optional diagnostic data is enabled; this is separate from Personalized offers | Settings > Privacy & security > Diagnostics & feedback |
How to turn off the controls you do not want
- Open Start > Settings > Privacy & security > Recommendations & offers.
- Review the toggles and switch off the uses you do not want: personalized tips, ads, and recommendations; app use of your advertising ID; website access to your language list; app-launch tracking for Start and search; and suggested content in Settings. Labels can vary slightly with the Windows version installed.
- If you also want to review optional diagnostic data, open Settings > Privacy & security > Diagnostics & feedback and check the Diagnostic data selection. This is a separate setting, not another name for Personalized offers. Microsoft says required diagnostic data supports Windows security, updates, troubleshooting, compatibility, reliability, performance, privacy, and energy-efficiency functions.
- Review device-usage choices if you have configured them. Microsoft says those selections can lead to tailored tips, recommendations, and personalized ads, and that users can change or opt out of the choices. Find them through Settings > Personalization > Device usage, if that page is available on your version of Windows.
- For recommendations shown when installing apps outside Microsoft Store, open Settings > Apps > Advanced app settings > Choose where to get apps. This app-installation recommendation setting is separate; its available choices and labels can vary by Windows version.
Does turning off the advertising ID stop ads?
No. The advertising-ID toggle limits apps’ use of the Windows advertising identifier to personalize ads and experiences. Microsoft says turning it off does not reduce the number of ads, though they may be less relevant. It also does not disable other interest-based advertising methods, such as website cookies or policies set by third-party products. Turning the ID back on resets it.

Are Personalized offers and diagnostic data the same setting?
No. Personalized offers controls a use of information for offers. Diagnostic-data settings determine whether optional diagnostic data is enabled, separately from that offer-personalization choice. Turning off Personalized offers should not be treated as turning off diagnostic-data collection; review Diagnostics & feedback separately if you want to change the diagnostic-data selection.
Why the labels may differ—or a setting may be unavailable
Microsoft says newer Windows 11 versions are replacing the name Tailored experiences with Personalized offers. A device that has not received the relevant update may still show Tailored experiences under Settings > Privacy & security > Diagnostics & feedback. The current Recommendations & offers guidance points to the Personalized offers control under Privacy & security.

If a control is missing, greyed out, or marked as managed by your organization, organizational policy may govern it. Microsoft notes that an administrator can affect diagnostic-data management; contact your organization’s administrator about managed settings. These controls also do not constitute a universal block on advertisements or recommendations across Windows apps, websites, Microsoft services, and third-party software.
