Recommended Free Tools
For basic Windows 11 partition changes, start with the built-in Disk Management tool. It can shrink a volume and extend one into immediately adjacent unallocated space. If your layout prevents the change—such as when another partition sits between C: and the free space—a third-party tool may offer more flexibility, but the evidence available here verifies only one vendor-described free option, not ten tested, current products.
Which free partition manager should you use?
Choose based on the operation you need, not a broad “best” ranking. Microsoft’s built-in tools are the clearest starting point for routine changes. AOMEI Partition Assistant Standard is a possible third-party option when you need features such as moving or merging partitions, but its advertised capabilities are vendor claims; verify that the exact operation remains available in its free edition and supports your Windows 11 setup before proceeding.

This evidence does not substantiate ten current free products, their edition limits, or comparative reliability and performance. Paragon Partition Manager 11 Free should not be treated as a current Windows 11 recommendation based on the available legacy documentation: its feature list supports systems only through Windows 7, and the manual does not verify Windows 11 compatibility. Disk Management is included with Windows 11. Microsoft says it “looks and works the same in Windows 10 and Windows 11,” with no feature differences between those versions. Microsoft Support: Disk Management in Windows

It covers common tasks such as initializing a drive, creating a volume in unallocated space, shrinking a volume, extending a volume when the layout allows, and changing a drive letter. Start it by right-clicking Start and selecting Disk Management. Check the disk number, partition size, and drive letter before changing anything.
Why is Extend Volume greyed out?
The usual layout issue is that Windows cannot use free space separated from the volume you want to expand. Microsoft’s rule is: “The unallocated space must be located immediately after the volume that you want to extend.” It must also be on the same disk. If another volume lies between the target and the unallocated space, Disk Management cannot extend across it. Microsoft Learn: Extend a basic or dynamic volume
- In Disk Management, inspect the graphical layout and confirm that the unallocated space is on the same disk and directly to the right of the volume you want to extend.
- Check the volume and file-system prerequisites in Microsoft’s documentation before assuming the layout is the only obstacle.
- If another partition intervenes, options include deleting that partition, using a non-Microsoft tool capable of moving volumes, or creating a separate volume. Deleting a partition is destructive to its data; do not choose it unless you have a verified backup and have confirmed the partition is not needed.
A tool that moves partitions may help change the layout, but that capability alone does not prove the operation is free, compatible with your exact configuration, or risk-free.
Can you merge partitions without deleting files?
Do not assume that “merge” means a risk-free combination that preserves every file. Microsoft lists deleting an intervening volume as one way to make adjacent unallocated space available, and formatting a partition destroys the data on it. AOMEI advertises a merge feature, but its product page does not establish here that the feature is free in every case or guarantee a particular data-preservation outcome. Read the current instructions for the exact operation and back up the affected volumes before changing the layout.

How to resize a partition with the built-in tools
Use Disk Management for a visual workflow
- Back up important files and connect the computer to reliable power. If BitLocker is enabled, have the recovery key available; Microsoft notes that some disk tasks may require BitLocker recovery information or a restore point.
- Right-click Start and choose Disk Management.
- Identify the correct disk and volume by checking the disk number, capacity, and drive letter. Do not select EFI System or Recovery partitions for routine resizing.
- To make space, right-click the intended volume and choose Shrink Volume, then follow the dialog. Windows may limit how much space can be shrunk.
- To expand a volume, right-click it and choose Extend Volume if the option is available. The required unallocated space must be immediately after it on the same disk.
- Review the selected volume and the proposed change before confirming. Do not format a volume unless you intend to erase its data.
Use PowerShell only if you can identify the target precisely
Microsoft documents Resize-Partition as a partition-resizing option. Consult the current Microsoft command documentation for its parameters and examples, and verify the disk and partition identifiers before executing anything. A command-line interface does not remove the need to meet the disk-layout requirements or to protect your data. Microsoft Learn: Extend a basic or dynamic volume
How to protect Windows and your files
- Make and verify a backup. A partition manager changes disk layout; it is not a backup. Verify that you can access the backup before moving, resizing, formatting, converting, or cloning partitions.
- Keep the BitLocker recovery key. Some disk operations may require recovery information. Do not begin if you cannot retrieve the key when needed.
- Leave EFI System and Recovery partitions alone. They contain critical startup and recovery files. Microsoft says they are usually close to full and recommends not modifying them. Microsoft Learn: Overview of Disk Management
- Distinguish shrinking from formatting. Shrinking reduces a volume’s size; formatting destroys the data on the formatted partition. Microsoft advises backing up anything you want to preserve before formatting. Microsoft Support: Disk Management in Windows
- Do not interrupt an in-progress layout change. Follow the tool’s prompts and avoid shutting down or disconnecting the device while an operation is underway.
When a new drive is the better solution
If C: is nearly full because the computer has outgrown its storage, rearranging partitions may not solve the underlying capacity problem. Replacing a smaller drive with a larger one is a separate option; AOMEI describes disk and partition cloning, including upgrades to a larger drive and HDD-to-SSD changes. Those are vendor-described capabilities, not a requirement for ordinary resizing. Confirm the software’s current edition limits and your device’s drive compatibility before planning a migration. Preparing Windows recovery media
Recovery or installation media is useful preparation for some troubleshooting situations, but it is not needed for every ordinary partition resize. Microsoft’s media creation tool can create bootable Windows installation media on a USB drive or DVD. Follow Microsoft’s current instructions and use a suitable drive whose existing contents you are prepared to erase. Download Windows 11
