Microsoft’s October 2, 2026, Windows Insider release includes new Cloud rebuild entry points in Beta and Experimental builds, with additional sanitization and remote-management features in a separate Experimental 26H1 build. These are preview changes split across different builds—not features available to every Insider.
October 2 Windows 11 Insider build lineup
Microsoft announced five builds across its Beta and Experimental channels. The build number and channel matter: the Cloud rebuild capabilities are not identical across this lineup.

Builds 26220.9587 and 26340.9596 add a Settings entry point at Settings > System > Recovery. The 26H1 builds carry other Cloud rebuild changes: Microsoft says the feature arrives in Beta 28020.3142, while Experimental 28120.3151 adds sanitization and remote administration. That means the Settings shortcut, new data-sanitization option, and IT management capability belong to distinct release notes and builds.

Cloud rebuild is a full Windows 11 reinstall launched from the Windows Recovery Environment (WinRE). It gets the target Windows image and device drivers from Windows Update, and is designed not to rely on the health of the installed Windows system—so it can be used when Windows will not boot if the recovery environment and other requirements are available. Microsoft describes the feature in its Cloud rebuild (Preview) documentation.
What a Cloud rebuild removes—and what it does not
The ordinary removal choice reformats the system disk and removes locally stored files, accounts, apps, and settings. Files stored in cloud services such as OneDrive are not affected. Cloud rebuild is therefore a recovery reinstall, not a repair that preserves the local Windows installation.
- Remove files: The quicker option when you plan to keep the PC. Specialized recovery tools might still be able to recover files afterward.
- Remove & sanitize files: Intended for a device being recycled, returned, or reassigned. It asks supported storage hardware to erase targeted data before Windows is reinstalled; the operation can take longer and cannot be undone.
On a PC with multiple disks, the workflow can target the Windows disk or all disks. Sanitization depends on the storage hardware supporting and correctly implementing its erase function. Windows requests the operation and reports the device’s result, but cannot independently verify what the hardware did. If a policy or regulation requires verified sanitization, Microsoft advises checking with the device maker and using its tool if needed.

Requirements and how to start
Cloud rebuild requires Windows 11, a healthy WinRE, a compatible networking driver available in WinRE, and internet access from the recovery environment. Ethernet connects automatically when available. Wi-Fi requires a WPA-Personal network and its passkey. The recovery flow lets you review the target build, edition, and language, then asks you to confirm a data-loss warning.
- In a build that includes the entry point, open Settings > System > Recovery.
- Choose Cloud rebuild and follow the recovery prompts. Check the target build, edition, and language before proceeding.
- Select the appropriate removal option and disk scope, then confirm only after reviewing the warning about local data loss.
Keep the PC connected to power while it sanitizes, prepares, downloads, and installs Windows. Do not power it off or restart it during the process: interruption can leave Windows unable to boot.
Remote recovery for managed devices
Experimental 26H1 build 28120.3151 adds the ability to configure and start Cloud rebuild remotely through Recovery CSP. An endpoint-management solution such as Intune can initiate a rebuild, with a choice of the installed build or a specified target build.

For Microsoft Entra-joined, Intune-managed devices registered with Windows Autopilot, Microsoft documents a managed redeployment path: the device can reconnect to Intune, receive assigned apps and policies, restore settings through Backup for Organizations, and provide access to OneDrive files after the user signs in. These capabilities are specific to the managed-device scenario, not a promise that a personal PC will automatically restore its apps and settings.

Other changes in the release
Unicode 17.0 text shaping
Microsoft says the text-shaping update supports the 4,803 characters and four newly encoded scripts in Unicode 17.0. The Experimental build notes name the scripts as Beria Erfe, Sidetic, Tai Yo, and Tolong Siki. The 4,803-character figure is attributed to the Unicode Consortium’s 2025 standard; it is not a performance measurement.
File Explorer, Settings, and Magnifier
Experimental build 26340.9596 adds ~ address-bar navigation to the user profile folder, alongside Settings home performance improvements. Both main-channel builds list the Settings performance work and Unicode text shaping. In the 26H1 branch, build 28020.3142 adds Magnifier percentage and preset zoom controls, while build 28120.3151 includes Magnifier controls and File Explorer fixes.

Preview status and recovery contingency
These are Insider preview builds, not a guarantee of general availability. Microsoft uses Controlled Feature Rollout for some Experimental features; features can change, be removed, or never ship outside the Insider program. The Experimental 26H1 notes also warn that builds may be unstable. Microsoft’s Cloud rebuild documentation labels the feature a preview and recommends evaluating it on non-production devices.
If a rebuild is interrupted and Windows will not boot, Microsoft lists a Recovery Drive, Windows installation media, or manufacturer recovery media as recovery options. A prepared USB drive is a fallback for that situation, not a prerequisite for Cloud rebuild.
