They do different jobs, and a child’s Windows account should generally use both. A standard account limits the local privileges available to its user; Microsoft Family Safety lets a family organizer manage connected members’ screen time, apps and games, web filtering, and activity reports. Microsoft advises using a standard account for a child because administrator access can interfere with Family Safety features.
What is the difference between a standard account and Family Safety?
A standard account is a Windows account role. It limits what the person using that account can change on the PC compared with an administrator account. Microsoft says administrators have complete control of the system and advises keeping their number low: “It’s safer to have fewer administrators and to use standard user accounts for day-to-day activities.” Microsoft’s account guidance explains the distinction.

Family Safety is a separate set of family-group controls. An organizer can manage settings for family members and connected devices, including screen-time schedules, app and game limits, web and search filtering, and activity reporting. Those controls require the relevant family setup; changing an account to standard does not create them.

| Main purpose | Limits local Windows privileges compared with administrator access. | Manages family controls for connected members and devices. |
| Who manages it? | A Windows administrator changes the account type. | Family organizers manage member settings. |
| Needs a family group? | No, not for the account’s local privilege level. | Yes, for applicable limits, filters, and reporting. |
| Does it provide the other layer? | No. A standard account alone does not provide Family Safety schedules, filters, or reports. | No. Family Safety does not replace the recommendation to keep a child’s Windows account standard. |
Why a child should use a standard Windows account
Use a standard account for the child, then configure Family Safety separately. Microsoft’s device-connection guidance recommends a standard account for a child and warns that Family Safety features may not work properly if the child is an administrator. Keep an adult administrator account available to manage the PC.

What Family Safety can control
Device screen time
Organizers can set daily screen-time allowances and schedules for connected devices, with different schedules by day. The limits apply only to devices connected to the family group. See Microsoft’s instructions for setting screen-time limits across devices.

Apps and games
App and game limits can be set for individual items, with daily amounts and allowed time windows. Microsoft says the limits feature extends across connected Windows, Xbox, and Android devices; app and game filtering applies on Windows and Xbox. Limits and filters are distinct features, so do not assume that configuring one automatically configures the other. Microsoft’s app and game guidance describes filtering.

Web filtering is not universal across every browser. Microsoft currently identifies Edge as a supported browser and requires the child to be signed in with a Microsoft account. When filtering is enabled, unsupported browsers are blocked according to Microsoft’s guidance, although a user can manually unblock a browser. Review the current web and search filtering instructions before relying on a particular browser setup.

Activity reports
Reporting must be enabled, and the member needs a device connected to the family group. Only organizers can enable, disable, and view activity reports. Web and search activity reporting is also limited to supported browsers. Microsoft explains the roles and access in its Family Safety permissions guide and its activity-reporting instructions.
How to set up both layers
- Add the child’s Microsoft account to the Windows device and family group. Follow Microsoft’s device-connection instructions; the child must sign in on the device. Windows Settings labels can vary by version, so use the current account and family area shown in Microsoft’s instructions.
- Confirm the child’s Windows account is standard. If it is an administrator account, have an adult administrator change its account type. Microsoft’s setup guidance cautions that administrator access can disrupt Family Safety features.
- Set schedules and app or game rules as needed. Organizers configure screen-time schedules online or in the Family Safety app. Connect each device to the family group for the applicable limits. Configure app/game limits separately from app/game filters.
- Choose a supported browser if using web filtering. Sign in to Edge with the child’s Microsoft account and check Microsoft’s current filtering guidance for the browser conditions and behavior.
- Enable reporting if you want activity visibility. Confirm the device is connected and reporting is switched on; organizers are the people who can manage and view reports.
Why screen-time totals may not match activity reports
Microsoft says screen-time limits count time while the child is signed in, including idle time. An activity report may show less usage than the time deducted from the allowance, so the two totals are not necessarily expected to match. Microsoft’s troubleshooting guidance also notes that children may opt out of activity reporting at age 13 or older in the United States; the age differs by country under local regulations.

What to check if Family Safety is not working
- Verify the child is a standard user, not an administrator.
- Check that the child’s Microsoft account is verified and has not expired.
- Confirm the device is connected to the family group and the child has signed in.
- For reports, confirm activity reporting is enabled and that the device is connected.
- For web filters or web activity, use a supported browser and the child’s signed-in Microsoft account.
- When a report differs from screen-time allowance usage, account for signed-in idle time before treating the discrepancy as a fault.
Because Microsoft can change Windows labels and Family Safety behavior, use its linked support instructions for the current setup details.
