PnPUtil error 1009 and Windows Update error 0x800703F1
A Microsoft Q&A case records DISM error 1009 and CBS error 0x800703F1, identified there as ERROR_BADDB, alongside the message “The configuration registry database is corrupt.” That makes a registry-database issue worth investigating if your own command output matches. It is a report from another system, not a diagnosis of your PC. Read the reported case.

Whether the DRIVERS hive is actually corrupt
Another Microsoft Q&A report describes reg load succeeding for COMPONENTS but failing for C:WindowsSystem32configDRIVERS with the database-corruption message. That is an example of a possible diagnostic pattern, not evidence that the same hive is corrupt on a different PC. See the report.
Intel UHD Graphics 730 Code 28
Microsoft defines Code 28 as “The drivers for this device are not installed.” The code does not say why installation failed, establish that the GPU is defective, or link the failure to a registry hive. The appropriate driver depends on the exact device and computer. Microsoft’s Code 28 documentation explains the status; its Device Manager guidance recommends checking the device manufacturer’s driver.

Build 26200 is not a complete version identifier
The build family alone does not identify the installed revision or explain the failure. Microsoft published the September 8, 2026 update KB5124008 for OS builds 26200.9445 and 26100.9445; that release information does not show that this update caused your issue. Check the KB5124008 release notes.
Record the details before changing anything
Capture these details before attempting driver removal, registry changes, or Windows recovery. They help separate a missing or mismatched graphics driver from a broader driver-store or registry problem.
- Windows edition, version, and full OS build—not just “26200.”
- Computer manufacturer and model.
- In Device Manager, the display adapter’s name, hardware ID, compatible IDs, and driver provider, version, and date. Open the device’s Properties and inspect Details for the hardware ID.
- The exact Windows Update KB that failed and its full error details.
- The full PnPUtil command you ran, its complete output, and whether error 1009 came from PnPUtil, DISM, or a log.
Microsoft’s Windows update guidance advises finding the specific update error rather than treating generic rollback text as a diagnosis. Use its troubleshooting guidance to identify the update error.

Check whether PnPUtil can still inspect devices and drivers
Open an administrator terminal and run the supported inspection commands below, replacing the example placeholder with the actual device instance path shown in Device Manager. These commands inspect device and driver status; they do not repair a corrupt registry hive.

List problem devices:
pnputil /enum-devices /problem -
Inspect the Intel display device and matching drivers:
pnputil /enum-devices /instanceid <device instance path> /drivers -
If needed, list third-party driver packages:
pnputil /enum-drivers
Microsoft documents these options and other PnPUtil syntax in its PnPUtil command reference. If enumeration fails with the database-corruption message, record the exact command and output. A failed inspection does not by itself establish that the graphics driver is the cause. Back up driver packages before cleanup or replacement
If enumeration works, export third-party driver packages before making changes. Choose a backup directory on a drive with enough free space:

pnputil /export-driver * C:DriverBackupVerify that the export completes and that the destination contains the packages before proceeding. PnPUtil can also add a package from an INF, but its /install option does not force a lower-ranked package onto a device. Avoid broad driver deletion, forced removal, or experimenting with another PC’s hive as initial troubleshooting steps. Check the documented PnPUtil options.
Try general Windows file repair only if the commands run
Microsoft’s general Windows Update troubleshooting guidance gives this sequence. Run the commands from an administrator terminal and keep the exact output:

Then retry Windows Update as directed in Microsoft’s update troubleshooting guide. These are general system-file repair steps; their guidance does not establish that they repair a corrupt DRIVERS hive. If either command returns the same database error, save the output rather than repeatedly running it or claiming the hive is fixed.
Choose a recovery path based on backup and data risk
Do not substitute a registry hive from another computer. A hive is specific to a system configuration, and the Microsoft Q&A case discussing this issue cautions that a restored hive should match the PC. The available community guidance points to restoring a known-good system image or backup made before the corruption, or performing a clean Windows installation from installation media. These are consequential options, not guaranteed repairs; back up personal files and get case-specific help before proceeding. Review the related discussion.

- No suitable backup exists, or Windows remains unusable: Back up important data first and consider a clean installation from official Windows installation media. A clean installation can remove apps and data, so do not begin until you understand the consequences and have verified your backup.

Install a graphics driver only after confirming the device
Once you have the hardware ID and computer model, look for a driver package that matches that exact device and Windows installation. Start with the PC manufacturer’s support page; use Intel’s package only if it applies to the identified device. The available details do not identify a particular UHD 730 package or confirm compatibility with this PC’s exact build. If installation fails, keep the error and SetupAPI details rather than repeatedly trying unrelated packages.
