Yes. Some pension investors have examined or bought Bitcoin exposure, most visibly through listed Bitcoin funds, but that does not mean pension funds broadly hold cryptocurrency or that a particular fund is likely to invest. Each decision depends on its governing rules, investment purpose, portfolio risks, liquidity needs and custody arrangements.
Are pension funds investing in Bitcoin?
There are reported examples, but no authoritative global count or share of pension assets invested in cryptocurrency. In December 2024, the Associated Press reported Bitcoin exchange-traded fund purchases disclosed by the Wisconsin and Michigan state investment boards. Those are dated examples, not evidence of broad adoption or a current inventory of holdings. The AP report also quoted a pension-sector observer who expected few public pension investment professionals to invest in crypto.

Market activity is broader than any one pension plan: 2024 SEC Federal Register material noted that traditional financial-market participants, including pension funds, had become more active in crypto investment activity, and discussed spot Bitcoin exchange-traded products listed in the United States, Canada and Australia. That context does not identify a comprehensive set of pension holdings or their allocations. The SEC material should not be read as proof that pension funds generally have adopted Bitcoin.

How can a pension fund get cryptocurrency exposure?
Direct crypto holdings
A plan or delegated investment manager may hold crypto-assets directly. That approach raises questions about who controls the private keys, how assets are safeguarded and valued, and how operational incidents, liquidity and legal-policy requirements are handled. A filing for a Bitcoin trust describes the role of private keys and its custodian’s control of the trust’s Bitcoin. The filing explains mechanics for that specific product; it is not a recommendation for pension plans.
Shares in a listed Bitcoin fund or trust
A pension investor can buy shares in a vehicle that holds or tracks Bitcoin rather than managing coins and keys itself. This may use familiar securities-market infrastructure, but it does not remove Bitcoin’s price exposure. The investor also needs to consider the vehicle’s custody, tracking, liquidity, fees and legal terms. The SEC’s 2024 material addresses the US spot Bitcoin exchange-traded product listing context, while a trust filing sets out plan-specific fiduciary considerations. SEC listing context; trust filing.
Indirect exposure through company shares
A plan may own publicly traded companies involved in crypto markets, such as firms that mine, trade or provide services for digital assets. This is equity exposure to those businesses—not direct Bitcoin ownership. What must trustees and investment committees assess?
Legal authority and investment policy
The plan’s governing law, trust deed or plan instrument, and investment policy determine whether a proposed asset or vehicle is permitted and what process or explanation is required. For European institutions for occupational retirement provision (IORPs), EIOPA says that if an IORP invests in crypto-assets, its Statement of Investment Policy Principles should explain how the decision complies with the IORP II prudent-person rule. EIOPA’s answer, dated April 4, 2020, addresses that point; it is not a comprehensive account of later EU regulation.
Portfolio purpose and risk
Decision-makers need to state what role the exposure is intended to play and assess whether evidence supports that role in the plan’s portfolio. Claims that Bitcoin is necessarily an inflation hedge or diversifier should not substitute for plan-specific analysis. Relevant considerations include concentration, volatility, potential drawdowns, valuation and assumptions about how the asset behaves alongside existing holdings. A listed wrapper changes how an investor accesses Bitcoin; it does not eliminate the underlying exposure.
Liquidity and benefit payments
A pension plan must consider whether it can sell the position when required and whether doing so would leave enough cash available for benefits and other obligations. A US trust filing explicitly identifies plan funding objectives, portfolio context and liquidity needs among the questions a fiduciary should assess before investing. See the filing’s discussion of plan fiduciaries.

Custody, operations and oversight
For direct holdings, committees need to understand key control and safeguarding arrangements. For a listed vehicle, they still need to examine the fund, custodian, broker and other relevant counterparties, along with auditability, incident response and operational controls. Governance also means recording the rationale, setting limits and review triggers, and describing risks accurately to members.
In the UK, The Pensions Regulator’s 2025 corporate-plan statement says schemes should invest in productive assets and innovative products where that serves savers’ interests, while calling for stronger investment governance and diversified investments. It is a broad policy statement, not an endorsement of cryptocurrency. TPR’s corporate plan.

No. For context, Wisconsin’s 2024 Retirement Funds Annual Report describes the Wisconsin Retirement System Core Fund as diversified and balanced for long-term needs, and reports a net investment position of $128.3 billion as of December 31, 2024. That figure describes the Core Fund’s overall net investment position; it is not a Bitcoin holding or allocation. Wisconsin Retirement Funds Annual Report 2024.

Even a verified investment by another plan would not answer whether crypto is suitable for a different plan. Its legal framework, benefit obligations, investment objectives, portfolio composition and operational capacity may all differ. Reported purchases are useful evidence that some public pension investors have accessed Bitcoin funds, not a template for other trustees.
What is known—and what remains unclear?
The available examples show that some pension investors have considered or bought Bitcoin-related exposure, especially through listed products. They do not establish a current, comparable worldwide count of pension schemes with direct or indirect crypto exposure, or a global allocation share. Pension disclosures use different schedules and formats, and holdings can be embedded in pooled vehicles. For a specific plan, consult its latest official filings and investment disclosures rather than extrapolating from another fund’s report.
