AI advertising could trigger a familiar backlash if it becomes intrusive, hard to identify, or difficult to control—but that is a forecast, not an established outcome. In an August 25, 2026 opinion article, Cornelius Witt of TechRadar Pro argues that the AI industry risks repeating dynamics from the ad-blocking era. The analogy is useful, but AI introduces a second dispute: who may use online content for training, search, retrieval, and agents, and on what terms.
Why the ad-blocking analogy matters—and where it stops
Witt’s argument is that advertising practices that damage the user experience can encourage blocking, while efforts to defeat blockers can provoke a technical arms race. He also warns that trust suffers when people cannot recognize sponsored influence or independently check it. Those are plausible parallels, not proof that AI advertising will produce the same sequence of events. TechRadar Pro presents the prediction as opinion; the standards history offers a concrete example of how the earlier industry responded to poor ad experiences.
Google described Chrome’s Better Ads program as applying Coalition for Better Ads standards: sites could be notified of violations, given time to remediate and undergo review, and have ads removed if they continued to fail. That shows a standards-and-platform-policy response to user-experience concerns. It does not show that ad blocking disputes were resolved or that the same remedy would address AI content use.

What users and publishers are disputing now
In the ad-blocking debate, the immediate issue was what people encountered on a page and whether they could stop it. In AI, objections can also concern content use that is not visible during an ordinary visit: material may be collected for training, retrieved in response to a query, or used by search and agent systems. That makes permission, attribution, and the purpose of a request central questions, alongside the user experience of an AI product.
Publishers also face a mixed-access problem: crawler requests associated with AI can overlap with ordinary web functions. Participants at an IETF workshop reported concern that blocking or paywalls might cause collateral harm to non-AI uses. They also associated weak enforcement of preferences, inadequate attribution, limited incentives, and insufficient auditing with low trust and more crawler blocking. These are workshop observations, not measured outcomes that apply to every publisher or crawler. The IETF workshop report captures the concern: a blunt restriction may limit useful search or agent access as well as AI extraction.

How the two eras compare
| Question | Ad-blocking era | AI-content era |
|---|---|---|
| What is being controlled? | Ads and their effects on the page experience. | Requests to train on, retrieve, index, or otherwise use content, as well as the experience of AI products. |
| Can people see and attribute the influence? | Users may see an ad, but its sponsor or influence can still be unclear. | Content use may happen through crawler requests outside a reader’s visit; attribution and provenance remain concerns reported by workshop participants. |
| What does a control guarantee? | Standards and browser policies can identify violations and impose consequences within their scope. | Robots.txt signals preferences but is voluntary; licensing protocols can communicate terms but do not themselves enforce access. |
| Can countermeasures escalate? | Witt warns that attempts to defeat blockers can drive a technical arms race. | Publishers may block crawlers or use bot-management systems, while broad controls can affect non-AI traffic too. |
| What does the publisher receive? | Potentially a better user experience and continued ad-supported access, but the cited standards account does not establish a resolution to the economic conflict. | Potentially traffic, compensation, or another negotiated benefit; current signaling standards do not guarantee any of these. |
What crawler signals and CoMP can—and cannot—do
Robots.txt states a preference
The IAB’s December 2025 playbook describes robots.txt as a voluntary protocol that works only when crawlers honor it. It is an allow-or-block mechanism, not a licensing agreement: it does not set payment terms or grant a publisher a reliable way to enforce them. The playbook discusses machine-readable licensing, pay-per-crawl or pay-per-inference terms, content marketplaces, and bot-management infrastructure as emerging approaches—not as proven routes to compliance or revenue. IAB’s AI Licensing Playbook names Cloudflare among providers of tools for monitoring and blocking bots and enforcing content-licensing policies; that is an example of publisher-side infrastructure, not evidence that a control guarantees payment.
CoMP communicates licensed-access terms
IAB Tech Lab announced CoMP v1 for public comment on March 10, 2026, and its standards page records the version as finalized on April 28, 2026. CoMP provides APIs for content owners to communicate with licensed AI systems about permitted request types and content packaging. IAB Tech Lab’s announcement states: “CoMP is not a replacement for strong access controls.” The standard is not itself a bot blocker, licensing marketplace, or definition of economic terms; publishers still need an access-control strategy and commercial counterparties. The public-comment announcement and CoMP standards page describe those boundaries.

What publishers say about the stakes
In a July 16, 2026 announcement about two studies, IAB reported that 95% of publishers say LLMs are reshaping their business, 51% believe LLMs will become an important source of business value conditional on fair exchange models, and 41% see LLMs as a persistent discovery challenge. These figures are IAB’s reported findings, not a universal measure of publisher sentiment; the 51% figure specifically depends on fair exchange models. IAB’s announcement is the basis for the numbers; its underlying studies are needed to assess sampling and methodology.

The historical lesson is less “blocking always wins” than “poor user experience and weak trust invite a response.” If AI ads become intrusive or obscure their sponsorship, users may seek controls, and providers may respond with countermeasures. If content-use preferences are hard to enforce, attribution is weak, or access restrictions spill over to ordinary search and agents, publishers and users may lose confidence in the exchange. These are pathways suggested by Witt’s analogy and the workshop concerns, not settled forecasts.

A less adversarial outcome would require more than a new protocol: clear disclosure for sponsored influence, meaningful user control, preferences that systems honor, auditable use and attribution, and exchange terms that publishers can assess. Standards such as Better Ads and CoMP show different parts of the possible response—experience rules in one case, communication about licensed access in the other. Neither by itself resolves who benefits economically or how every party verifies compliance.
