Wi-Fi connects your device wirelessly to a nearby network; cellular data connects it to a mobile carrier’s network. Either connection can carry internet traffic, but Wi-Fi may not have working internet access, while cellular use depends on your device, plan, and carrier coverage.
What Wi-Fi means—and what it doesn’t
Wi-Fi is the local wireless link between a device and a nearby network, usually provided by a router or access point. At home, that network generally reaches the internet through a separate fixed broadband service. Wi-Fi itself does not guarantee that the internet connection is working: a device can be connected to a router while the router’s service is down.
The Federal Communications Commission treats Wi-Fi and mobile broadband as distinct technologies, and describes providers offloading mobile traffic to Wi-Fi connected to a fixed service. FCC 16-6 provides that distinction as background; it is not a current ranking of connection performance.
What cellular data means
Cellular data, also called mobile data, is internet access through a mobile carrier’s network. It can work away from a home or public Wi-Fi network, provided the device supports the service, the carrier has coverage at the location, and the plan allows data use. Apple’s iPhone internet connection guidance explains that an iPhone connects to the carrier’s cellular data network when Wi-Fi is unavailable.

How phones choose between Wi-Fi and cellular
On iPhone, Apple says the device tries its most recently used available Wi-Fi network, lets the user select an available network, and uses the carrier’s cellular data network if Wi-Fi is unavailable. Settings and software can affect exact behavior.
Some Apple features can use cellular data when Wi-Fi is weak or unusable. Wi-Fi Assist, for example, can help keep a connection working, but may add cellular data use; Apple explains the feature in About Wi-Fi Assist. Wi-Fi vs. cellular at a glance

Neither connection is universally faster, safer, cheaper, or more reliable. Results depend on the network, location, device, and plan, so compare what is available where you need to connect rather than relying on a blanket rule.

A phone’s Personal Hotspot shares its cellular connection with nearby devices over Wi-Fi. A portable cellular Wi-Fi hotspot does something similar: it receives mobile broadband and provides a local Wi-Fi network for devices nearby. The FCC describes this general hotspot architecture in its FCC 13-34 report.

In either case, the nearby device connects to Wi-Fi, while the hotspot itself uses cellular service for internet access. The hotspot does not create carrier coverage; it still needs compatible service, coverage, and a suitable data plan. Cellular data used by the hotspot can count against the plan, and hotspot availability or terms depend on the carrier.

Which connection should you use?
- Use Wi-Fi when a nearby network has working internet and suits your needs.
- Use cellular data when you are away from usable Wi-Fi and have coverage and an appropriate plan.
- Check the connection status if a device says it is connected but apps cannot reach the internet; the Wi-Fi network may lack working internet access.
- Check cellular usage and carrier terms if your device may fall back to mobile data or you plan to share a connection through a hotspot.
