A phone advertised as 90 Hz, 120 Hz or higher is showing the panel’s maximum supported refresh mode—not promising that every app will display at that rate. The app must produce frames, the operating system must schedule them, and device policies such as battery saving, resolution limits and competing surfaces can select a different mode. On Apple ProMotion devices, the system controls the actual rate; on Android, an app can request a rate but the scheduler can refuse it.
What a high-refresh specification actually means
Refresh rate is the number of times a display can update in one second. A 120 Hz panel has a supported mode capable of updating up to 120 times per second, while a 60 Hz mode updates 60 times per second. That specification describes the screen’s capability, not the rate that every app will use at every moment.

Three separate rates are easy to confuse:
- Panel refresh rate: the display mode selected by the phone, such as 60 Hz, 90 Hz or 120 Hz.
- Application frame rate: how quickly an app produces new frames. An app rendering 30 or 60 frames per second cannot create 120 distinct frames merely because the panel supports 120 Hz.
- Source-content frame rate: the rate at which a video or other media was created. A 24-fps film remains 24-fps content on a 120 Hz screen.
Android’s platform documentation explains that a display mode may be chosen from several compatible options rather than matching an app’s request exactly. The panel can therefore be operating correctly even when one app appears less fluid than the phone’s headline specification suggests. See Android’s frame-rate guidance and the Android Open Source Project overview of multiple refresh rates.

The app may not render quickly enough
Scrolling, animation and games generate frames in different ways. A static reading screen has little new content to draw, while a game may have a rendering loop with a target frame rate. If an app produces 60 frames per second, the system has no additional app frames to show at 120 Hz. Repeating a frame does not turn 60-fps rendering into 120-fps motion.

Android apps can provide a preferred frame-rate hint with Surface.setFrameRate(). That hint helps the system match content to an available display mode, but it is not a command. Android explicitly warns: “The scheduler takes a number of factors into consideration when deciding on the display refresh rate, so there is no guarantee that your app will get the frame rate you request with setFrameRate().” Read the full explanation at Android Developers.
The scheduler weighs competing demands
The operating system arbitrates among app requests, the display’s available modes, power policy and other surfaces on screen. Android identifies a higher-priority surface and battery saver as examples that can prevent a requested mode from taking effect. A video surface, a system overlay or another visible app component may therefore influence the mode even when the foreground app asks for a higher rate.
This decision is dynamic. Two apps can use different modes, and the same app can change behavior between a menu, a video, a scrolling list and a game. A lower observed rate in one screen is not by itself evidence of a defective panel.

Battery-saving policy can deliberately reduce refresh
High refresh modes require the display and, often, the graphics system to do more work. Android lists battery saver as a reason a supported requested rate may not be selected. Manufacturers can add their own policies as well. Samsung states that Power saving mode sets Galaxy display behavior to Standard, so a phone that normally offers a higher mode can intentionally return to 60 Hz while that setting is active. The manufacturer’s current options and caveats are described in Samsung’s Galaxy refresh-rate support page.
Resolution can constrain the available modes
Some phones cannot combine their highest resolution with their highest refresh mode. Samsung notes that certain Galaxy models switch to Standard when WQHD+ resolution is selected. This is a model-specific limitation, not a universal Android rule. If changing resolution changes smoothness, consult the exact model’s manual rather than assuming the screen or app has failed.
Refresh rate and frame rate are related, but not identical
Think of the panel as a clock and the app as a source of pictures. A 120 Hz clock can present updates every 8.33 milliseconds, but the app may deliver a new picture every 16.67 milliseconds (60 fps), every 33.3 milliseconds (30 fps), or at an irregular cadence. The display can repeat the last frame between new frames.

Content type matters too. A video has a source frame rate, and Android recommends matching long-running video playback to appropriate display timing where possible. A high-refresh panel does not add source frames or make a 24-fps video into 120-fps video. It can make interface scrolling or a game feel smoother when those applications actually produce frames at a higher cadence.

Android: requests are advisory
Android exposes APIs for apps to indicate intended frame rates, while the device’s display scheduler makes the final choice. The AOSP multiple-refresh-rate design describes DisplayManager as the component that applies high-level policy across available modes. Consequently, an app can request a supported value and still receive another mode because of power, surfaces, compatibility or device policy.
Adaptive refresh is an implementation feature
Android’s documented adaptive-refresh feature requires the device implementation to provide the relevant hardware-abstraction-layer APIs and requires Android 15 QPR1 or later. The operating-system version alone does not prove that a particular phone supports the feature. The official eligibility and behavior details are in Android’s adaptive refresh-rate guide.

When adaptive behavior is available, the phone can vary refresh with activity: a high rate during fast scrolling, a lower rate for static content, and another compatible mode during video playback. That variation is intentional. A fixed high mode may look more consistent but can use more power; adaptive mode trades moment-to-moment consistency for efficiency according to the manufacturer’s policy.
Apple ProMotion: the system owns the final rate
Apple’s ProMotion documentation says the system insulates the display’s actual refresh rate from an app, so an app cannot force one exact value. Developers can provide timing preferences, but iOS decides what the display uses. Apple states: “The system insulates the ProMotion display’s actual refresh rate from your app — you can’t force a ProMotion display to show your content at any specific rate.” The platform guidance is available at Apple’s ProMotion documentation.

What phone settings can and cannot change
| Setting or condition | Typical effect | What it does not guarantee |
|---|---|---|
| Standard or 60 Hz | Locks or favors a lower refresh mode and generally reduces display power use. | It does not prove that every app was previously using 60 Hz; apps may have rendered fewer frames. |
| High mode | Favors the phone’s higher supported mode on compatible models. | It cannot force an app to render more frames or override every scheduler decision. |
| Adaptive mode | Allows the system to vary refresh according to activity, content, battery policy and available modes. | It is not available on every model, and the maximum rate is device-specific. |
| Power saving or battery saver | May select a lower mode; Samsung says Galaxy Power saving sets the display to Standard. | Turning it off does not guarantee maximum refresh in every app. |
| Higher display resolution | Can limit high-refresh combinations on some models. | Resolution and refresh compatibility varies by phone; WQHD+ does not universally disable high refresh. |
Samsung describes Standard as 60 Hz and High or Adaptive as higher-rate choices on supported Galaxy models. Its support information also gives device examples: some models support up to 120 Hz, while the Galaxy A16 5G is listed with up to 90 Hz. These are model-specific capabilities, not a market-wide guarantee.

How to diagnose an app that looks like 60 Hz
- Confirm the display mode. Open the phone’s Settings, use the search field for refresh rate, motion smoothness or display refresh rate, and select the higher or adaptive option if the model provides one. Menu names differ by manufacturer and software version.
- Check power controls. Open Settings > Battery (or the equivalent battery menu) and turn off Battery Saver, Power saving mode or an ultra-saving profile temporarily. On a Galaxy phone, search Settings for Power saving and verify that it has not forced Standard mode.
- Check resolution and display restrictions. If the phone offers a resolution selector, note the current setting. On models that cannot combine WQHD+ with high refresh, choose the supported resolution/high-refresh combination shown by the manufacturer.
- Compare more than one workload. Scroll a system settings list, an ordinary web page and the app in question. Then compare an animation or game. If only one app behaves differently, its rendering cadence or request may differ, but that observation alone does not identify which layer made the decision.
- Update and consult model documentation. Install the phone’s available system and app updates, then check the exact model manual and the app’s support notes. A feature documented for one model or Android build may not exist on another.
- Use an on-screen meter cautiously. If the phone provides a refresh-rate indicator in developer or display settings, treat it as a report of the selected display mode, not proof that the app is producing that many unique frames. Third-party meters can have their own limitations.
Common symptoms and the most likely explanation
| What you observe | Likely explanation | Next check |
|---|---|---|
| Everything feels less smooth after enabling battery saving. | Power policy has selected a lower mode. | Disable the saver temporarily and recheck the display setting. |
| Scrolling is smooth in Settings but not in one app. | The app may render at a lower cadence, request another rate, or use a surface with different policy. | Compare the same gesture in another app and read the app’s support notes. |
| High refresh works at one resolution but not another. | The model may not support the two settings together. | Check the manufacturer’s specifications and resolution/refresh menu. |
| A video looks unchanged after switching to 120 Hz. | The video’s source frame rate has not changed. | Evaluate interface scrolling or supported game modes instead of the video’s apparent frame cadence. |
| An app requests 120 Hz but the indicator shows a different value. | The scheduler declined or adapted the request. | Check battery policy, competing surfaces and device support; a request is not a guarantee. |
When it may indicate a genuine fault
One app looking less fluid is normally a software, content or policy question. Escalate as a possible device problem only after the higher mode is enabled, power saving is off, the resolution is compatible and multiple system screens or apps remain stuck at an unexpected mode. Record the phone model, operating-system build, display settings and the exact apps affected before contacting the manufacturer. Avoid assuming that a factory reset or replacement screen will solve a scheduler decision that is working as designed.
What developers and advanced users should remember
- An Android frame-rate hint communicates intent; it does not reserve a panel mode.
- A display can refresh faster than an app produces unique frames, so panel Hz and application fps should be reported separately.
- Long-running video should be considered by source frame rate and timing, not simply by the panel’s maximum specification.
- Adaptive refresh depends on both platform version and device implementation, including the required HAL support.
- On ProMotion devices, timing preferences can help the system, but the app cannot force an exact display rate.
The practical conclusion is straightforward: a high-refresh phone supplies headroom, while the app, operating system, content and power policy determine how much of that headroom is used at a particular moment.
