“Plugged in, not charging” means the laptop detects an external power connection, but it does not prove the charger is compatible or supplying enough power to charge the battery. Start by checking the exact laptop model’s charging requirements, then test the charger, cable and connection directly. A universal plug or USB-C connector does not make one charger suitable for every laptop.
What “plugged in, not charging” means
The laptop sees a power source, but the battery percentage is not rising. That can happen when the adapter is below the laptop’s minimum wattage, the charger or cable does not provide a compatible kind of power, or power is passing through an unsuitable port or dock. Dell lists an underpowered adapter as one possible cause of this status; Microsoft also identifies incompatible or weak chargers, inadequate cables, wrong ports, debris and docks as possible reasons for slow or absent charging.

The message alone does not establish that the battery has failed. Nor does it prove that the charger is defective: the laptop may simply need a different adapter, cable or connection route.

Check compatibility before replacing anything
Find the exact laptop requirement
Look up the full model name or number in the laptop maker’s manual or support page. Confirm the supported charging method, designated port and required or recommended adapter wattage. Dell specifically advises checking the manual for the model’s wattage requirement. Do not choose a charger based on a wattage that is supposedly right for all laptops.

Check the charger and cable as separate parts
If the laptop supports USB-C charging, verify that the particular port accepts charging and that the charger supports the required USB Power Delivery (USB PD) profile and power output. Then check the cable’s rating: an adequate charger can still fail to meet the laptop’s needs if the cable cannot carry the required power. The computer, charger and cable all need to support a compatible standard and power level.
USB-C describes the connector, not a guaranteed charging capability. Microsoft’s Windows charging guidance gives standard USB-C as supporting up to 5 V at 3 A (15 W), while USB Power Delivery can support higher power when the devices and cable support it. Its example says a PC requiring 12 V at 3 A will not get its fastest charging from a 5 V, 3 A charger; those figures illustrate the difference in output and are not a specification for every laptop. For Surface devices specifically, Microsoft recommends a USB-C PD charger at the wattage recommended for the Surface model. A lower-wattage charger or a USB-A charger used with a USB-A-to-USB-C cable may charge slowly or not at all; that advice is Surface-specific, not a universal rule for other brands. Isolate the charger, cable, port and dock
- Connect directly: unplug any hub or dock and connect the charger to the laptop’s designated charging port. If the laptop has more than one USB-C port, use the one its manual identifies for charging.
- Reseat and inspect: make sure the cable is firmly connected at both ends. Check the cable, adapter and laptop port for visible damage or debris. Microsoft recommends using compressed air to clean a USB-C port; do not force an object into it. Dell also recommends inspecting the adapter cable and port and trying another USB-C port if the model has one.
- Test a known-good compatible adapter, if available: use one that meets the exact model’s documented requirements. This helps distinguish a problem with the current charger from one with the laptop or its port.
- Check model-specific charging settings: some Dell models have BIOS charge configurations that can limit charging. Follow instructions for the exact laptop rather than changing unrelated settings.
A dock can be a power bottleneck even if its connector fits. As one model-specific example, Dell says its Universal Dock D6000 supplies 65 W through its charging USB-C setup. Systems that need more than 65 W, or are connected to that dock over USB-A, require a separate AC adapter to power the computer and charge its battery. When the charger or laptop may need service
If the laptop still does not charge with a directly connected, correctly specified charger and a suitable cable, use the manufacturer’s model-specific diagnostics. If possible, compare with a known-good compatible adapter. Dell notes that an unlit charging indicator can mean power is not reaching the laptop or that a port has failed; it also identifies insufficient adapter wattage and a charging-circuit problem as possible reasons Windows may not recognize an adapter. Indicator colors and behavior vary by model, so check the manual rather than relying on a generic interpretation. See Dell’s AC adapter troubleshooting guidance.
If the correct adapter is not recognized or the problem persists after these external checks, contact the laptop manufacturer or a qualified repair provider. The status message by itself is not a reason to open the laptop or attempt board-level repair.

Choosing a replacement without guessing
For a laptop that supports USB-C charging, choose a USB-C PD charger that meets the exact model’s documented requirement, and make sure the cable is rated for that power. If the laptop uses a proprietary connector or requires manufacturer-specific adapter recognition, look for a model-matched OEM or approved adapter instead. Advertised maximum wattage alone does not establish compatibility.
- Laptop support: Does this model accept charging through this connector and port?
- Charging standard: Does it require USB PD or a manufacturer-specific adapter?
- Power output: Does the charger meet the model’s minimum or recommended wattage and required output profile?
- Cable rating: Can the cable carry the required power?
- Recognition and route: Does the laptop recognize the adapter, and does the connection go directly to the laptop or through a dock with enough output?
Compare those documented requirements before buying. There is no single universal wattage or best charger established for every laptop. Microsoft’s general advice is: “To speed up charging, use the charger and cable that was designed for your device.” Microsoft Support, Windows 10 and Windows 11 charging guidance.
