That is different from Ctrl+C failing to copy anything: Raymond Chen’s explanation concerns which rapid changes appear in history, not a normal single copy operation.
Why does Clipboard History miss rapid changes?
In a May 8, 2025 post, Raymond Chen of Microsoft’s Old New Thing explains that Clipboard History listens for clipboard changes using AddClipboardFormatListener. The notification is asynchronous. If the clipboard changes again before the history service handles an earlier notification, the service may not record that intermediate value.

Chen illustrates the behavior by setting three strings on the clipboard in quick succession. Only the final string appears in history. The example demonstrates rapid programmatic changes; it is not a test showing that an ordinary Ctrl+C failed.

As Chen puts it, “In practice, missing every little clipboard change is sort of a feature of the clipboard history service.” The point is a trade-off: history may omit intermediate values so clipboard activity is not held up waiting for the history listener.

Does this mean Ctrl+C did not copy?
Not necessarily. A missing entry in Clipboard History means history did not retain that value; it does not by itself prove that the clipboard contains nothing. The system clipboard may hold the latest value even when a brief earlier value never appeared in the history list.
A different problem occurs if another program has the clipboard open. Windows Latest describes this as a possible reason a copy operation cannot access the clipboard. That is clipboard contention, not the asynchronous history behavior Chen explains, and the available reporting does not identify a universal culprit or establish that every apparent Ctrl+C failure has this cause.

How to tell which problem you are seeing
- An earlier value is missing from history after rapid changes: This matches the behavior Chen describes. The history service may process a notification after the clipboard has already changed again.
- A single copy produces no new clipboard value: That is not explained by Chen’s history example. Another application holding the clipboard open is one possible separate cause, but the symptom alone cannot identify a process.
What can you try if a single copy appears to fail?
If you suspect clipboard contention, close suspicious background applications and try copying again. Windows Latest suggests this as a troubleshooting step, but it does not establish which application is responsible on an individual PC. Treat the result as a clue specific to your system, not a guaranteed Windows 11 fix.
Crashes, No Sound, or Screen Glitches?

It also does not show that Clipboard History’s design causes a normal, isolated Ctrl+C to fail.
